Currently the AAV community has no system for removing and replacing engine coolant in the AAV FOV. Current ad hoc methods to perform this function have negative environmental impacts due to spillage and are inefficient due to inadequate storage capacity.

The purpose of this contract is to procure thirty-one (31) vehicle coolant exchangers that transfer and temporarily store engine coolant as part of in-garrison maintenance operations, and to procure associated troubleshooting, repair, replacement, and maintenance services required during Government user evaluations of the exchangers.

Ability to be rolled or transported across an unimproved surfaces (e.g. dirt road, gravel road, gravel parking lot) by a two-man team

Fluid transfer rate of 2 to 4 gallons/minute (threshold/objective)

Operating environment of between 00 Fahrenheit/-250 Fahrenheit (Threshold/Objective) up to +125 degrees Fahrenheit

Physical requirements:

Primary power 120V A/C (30 foot cord, 20A max), Capable of 24-30V DC (NATO plug interface)

The capacity to hold a minimum of 30 gallons (threshold)/40 gallons (objective) of ethylene glycol coolant

Dry weight between 125 and 150 lbs. (objective/threshold)

Coolant exchanger hose length of 30 feet

Capability to drain and fill coolant from the system via a single Quick Disconnect connector (3/8” body, male connector interface on vehicle, female connector on exchanger hose, Parker Hannifin Corp. PN# BH3-61W)

3.2 The contractor shall provide one operator’s manual and one preventive maintenance checklist for each of the 31 coolant exchangers. (CDRL A001, A002)

3.3 The contractor shall provide onsite training that includes use, operation, and basic maintenance troubleshooting for the coolant exchanger prior to the beginning of scheduled user evaluations at two CONUS sites (Camp Lejeune, North Carolina and Camp Pendleton, California). It is anticipated that this training will not exceed one day at each site and will not exceed 30 attendees at each site. (CDRL A003)

3.4 The contractor shall provide remote maintenance troubleshooting assistance to both user evaluation sites during normal business hours (0800-1600 local time at each user site) as required during the scheduled user evaluation (e.g. phone call or e-mail correspondence).

Response time shall not exceed 24 hours on Monday-Thursdays. Response to trouble calls submitted on Fridays, weekends, or holidays must be by the next business day following the weekend or holiday as applicable. The scheduled user evaluation period will not exceed 7 months. Anticipated usage of the coolant exchangers during evaluation is approximately once a week at each site for the duration of the evaluation period.

3.5 The contractor shall provide routine replacement parts as needed during the scheduled user evaluation. Examples of routine replacement parts include couplers and hoses.

3.6 The contractor shall provide a replacement coolant exchanger under the manufacturer’s warranty to either user evaluation location within 15 business days if any of the 31 coolant exchangers experiences non-repairable, catastrophic failure during the scheduled user evaluation that is within the confines of the warranty.

3.7 The contractor shall provide on-site repair at either of the user evaluation locations within 10 business days if any of the 31 coolant exchangers experiences repairable failure during the scheduled user evaluation that cannot be resolved remotely as described in section 3.4 above.

On-site corrective maintenance or repair is not routinely anticipated.

3.8 The contractor shall track all of its support activities and services provided during the user evaluations. (CDRL A004)
