This jus~ ~ication is for the award of a logical follow-on of a Cost P~ s Fixed Fee {CPFF), Indefinite Delivery Indefinite Quantity• :CDIQ) contract on a sole source basis. This acquisit~ n will be negotiated with the Canadian Commercial Corporat~ n (CCC} on behalf of Lockheed Martin Canada (LMC) , 3001 Sol~ pt Road, Kanata, Ontario, Canada K2K 2M8.

Initial e forts to resolve the issue consisted of an analysis of requi~ ments and studies for task definition, feasibility, user baSEj!· and commercial off-the-shelf (COTS) availability.
The resul• has been a product that meets or exceeds the requirem~ ts for simulated technical training equipment.

Lockheed! artin Canada retains the intellectual property rights ip .erent in the VISTAm framework and in the Instructo. s-CONTROL (IN-CONTROL} environment course Managemen system (CMS) which were used in the development of VISTA~ S~ .applications produced specifically for the US Navy i
Based on• ockheed Martin canada's role as the original developef of the VISTA1M and VISTAm SMT applications and its unique t~ hnology,. only Lockheed Martin Canada can perform the requirements. Attempts to procure another system vi competition to satisfy this requirement would result il;l substantial duplication of costs to the government and waul~ likely be cost prohibitive. The u.s. Navy along with Int~ pational Partners, have invested over $27M in VISTA simulatio s over the past 15 years. Information derived from technica~ subject matter experts (SMEs) estimate that if the governme* had to reproduce a similar VISTA application in 2 012, ·the cost could be around $4 . 9M for the basic developm$ t. The estimated cost for Lockheed Martin Canada to provide cjl'pasic VISTA simulation is significantly less than $4.9M. L¢>.kheed Martin canada is revered as a leader in the industry j , pr equipment simulati.ons and have developed processelj;:that reduce the cost of development. Because Lockheed:, artin Canada is the sole proprietor of the technolof.es, technical data, specifications, drawings and other des ~iptions, this requirement is not suitable for competit~ n.
In adqiti·n, due to the aforementioned information, no other company w uld possess the requisite specialized knowledge or expertise to develop a simulation application specific to the surface C·mbat's baseline interoperability requirements without ~ SJnificant interruption of current critical training for tech!} cians.
