Section C - Descriptions and Specifications

STATEMENT OF WORK

Statement of Work for Liquid Fuel/External Fire (LF/EF) and Expanded Large Scale Gap Test (ELSGT) on LFT-3A Billets

1.0 GENERAL REQUIREMENTS

The contractor shall perform Transport Hazards Classification Testing on Low Flame Temperature (LFT- 3A) propellant billets test samples provided as government-furbished- material (GFM) by Naval Surface Warfare Center, Indian Head Division. All test samples have been manufactured per test requirements by NSWC IHD. The required tests are listed below.

1.1 Expanded Large Scale Gap Test (ELSGT) per STANAG 4488 tailored for “zero cards”

1.1.1 Requirement: Following STANAG 4488 procedures. Three samples run at zero cards.

1.1.2 Restriction: Billets must be separated by a minimum of 2.88 inches (test diameter) within the package (NSWC-IHD current design has 3.00 inches minimum). This clearance is not needed from the billets to the container walls.

1.1.3 Material shape/configuration required: propellant cylinders 73.2 mm diameter and 279 mm length cast or machined and pressed into 4340 steel tube of 279 mm in length, 73.2 mm inner diameter, and 95.3 mm outer diameter.

1.1.4 Material quantity: 3 samples of 73.2 mm diameter by 279 mm length.

1.1.5 Apparatus: A schematic of the test setup for the Expanded Large Scale Gap test is shown in Figure 1. Acceptor LFT-3A propellant are either cast or pressed into a 4340 steel tube of 279 mm in length, 73.2 mm inner diameter, and 95.3 mm outer diameter. A tolerance of up to 10% for the inner and outer diameters is allowed to accommodate standard tube sizes available in Europe. The donor is comprised of two unconfined pellets containing either pentolite 50/50 or 95.0% RDX/5.0% Wax/0.5% Graphite with dimensions of each being 95.3 mm diameter and 47.6 mm thick. Attenuator sections are cut from a single block of 95.3 mm diameter PMMA. An electric detonator, positioned with a plastic holder, is used to initiate the donor pellets. Witness plates of mild steel (304.8 mm x 304.8 mm x 19 mm thick), used to indicate whether detonation occurs, are placed below the acceptor with a 3.2 mm air gap separating the two.

The RDX/Wax/Graphite donor explosive pellets are pressed independently to a density of 1.60 + 0.02 g/cm3. Pentolite pellets are pressed to a density of 1.56 +

0.01 g/cm3. Test specimens are prepared by either casting the sample directly into the steel tube or by inserting a cylindrical sample into the tube. When preparing these samples, it is critical that the faces of the explosive sample be flush with the ends of the tube into which they are loaded. All sample explosives must be tested, by X-ray or other equivalent method, to ensure that there are no voids present.

1.1.6 Types of Reaction: Witness plate damage is used for interpretation of whether detonation has occurred. A positive result or “go” reaction is recorded when a neat hole is punched in the plate and an undamaged plate, broken plate, or one with a poor quality hole is considered a ‘no go.”

1.1.7 Test Procedure: Three tests will be conducted with zero gap.

Figure 1. Expanded Large Scale Gap Test Setup

1.2 Liquid Fuel/External Fire (LF/EF) per UN Test No. 6(c), NAVSEAINST 8020.8C

1.2.1 Requirement: UN Test No. 6(c), NAVSEAINST 8020.8C Paragraph 5-5e. This test demonstrates the reaction of AE when exposed to a liquid fuel fire. Airblast, thermal effects, and projection hazards must also be evaluated. The program objective is an HD

1.3 classification; therefore, no radiometers will be used. The program is exceeding the test volume requirement by using four drums (8.0 ft3).

1.2.2 Material shape/configuration required: 1 palletized load

1.2.3 Material quantity: 1 pallet, 4 drums (i.e. 32 billets) stacked two high centered on pallet.

1.2.4 Apparatus and materials: Apparatus and materials. Figure 2 provides a schematic of a tailored test configuration. Figure 3 shows the detailed palletized configuration of the Liqued Fuel/External Fire test. The following are proposed:

(a) A stack of drums in their transportation and storage configuration (4 drums with live billets stacked two high centered on pallet). Steel straps should be used to retain the stack configuration during the fire.

(b) A fuel basin filled with liquid fuel (i.e., JP-4, JP-5, Jet A-1 (JP-8), and AVCAT (NATO F-34 or F-44)), or commercial kerosene (Class C2 /NATO F-58) at least 3 ft (1 m) larger than the stack in every direction. The depth of the fuel basin (i.e., height of the wall or embankment) must be sufficient to contain the fuel and must not block the flight of projections.

(c) A quantity of fuel sufficient to maintain a fully developed fire for 150% of the estimated time required to cause all AE to react. (NOTE: Generally, the rate of fuel surface regression due to combustion is approximately 0.25 in/min (7 mm/min).

(d) A metal grid to support the AE approximately 1– 3 ft (0.3 – 1 m) above the fuel surface at the onset of the test.

(e) Devices to ignite the fire on at least two sides. (NOTE: Electrically initiated thermite grenades, propellant bags with electric igniters or electrically initiated black powder have been successfully used to ignite fuel fires.)

(f) Video or motion picture cameras with sound and visible distance marking devices.

(g) Air-blast gauges.

(h) Radiometers or equivalent (e.g., IR cameras) will not be necessary since the objective is to attain a FHC of 1.3.

(a) The policy of this activity is to schedule periods of reduced operations or shutdown during holiday periods.

Deliveries will not be accepted on Saturdays, Sundays or Holidays except as specifically requested by the [insert activity name]. All goods or services attempted to be delivered on a Saturday, Sunday or Holiday without specific instructions from the Contracting Officer or his duly appointed representative will be returned to the contractor at the contractor’s expense with no cost or liability to the U.S. Government.

(b) The federal Government observes public Holidays that have been established under 5 U.S.C. 6103. The actual date of observance for each of the holidays, for a specific calendar year, may be obtained from the OPM website at OPM.GOV or by using the following direct link:

https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/.

(c) Delayed Opening, Early Dismissal and Closure of Government Facilities. When a Government facility has a delayed opening, is closed or Federal employees are dismissed early (due to severe weather, security threat, security exercise, or a facility related problem) that prevents personnel from working, onsite contractor personnel regularly assigned to work at that facility shall follow the same reporting and/or departure directions given to Government personnel. The contractor shall not direct charge to the contract for such time off, but shall follow parent company policies regarding taking leave (administrative or other). Non-essential contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal, delayed opening, or during periods of inclement weather, onsite contractors should monitor the OPM website as well as radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.

(d) When Federal employees are excused from work due to a holiday or a special event (that is unrelated to severe weather, a security threat, or a facility related problem), on site contractors shall continue working established work hours or take leave in accordance with parent company policy. Those contractor employees who take leave shall not direct charge the non-working hours to the contract. Contractors are responsible for predetermining and disclosing their charging practices for early dismissal, delayed openings, or closings in accordance with the FAR, applicable cost accounting standards, and the company’s established policy and procedures. Contractors shall follow their disclosed charging practices during the contract period of performance, and shall not follow any verbal directions to the contrary. The Contracting Officer will make the determination of cost allowability for time lost due to facility closure in accordance with FAR, applicable Cost Accounting Standards, and the Contractor's established accounting policy and procedures.

(e) If you intend to visit the Contracts Office, it is advised that you call for an appointment at least 24 hours in advance.

L-209-H009 NOTIFICATION OF POTENTIAL ORGANIZATIONAL OR PERSONAL CONFLICT(S) OF

INTEREST (NAVSEA) (APR 2022)

(a) Offerors are reminded that certain existing contractual arrangements may preclude, restrict or limit participation, in whole or in part, either as a subcontractor or as a prime contractor under this competitive procurement. Of primary concern are those contractual arrangements in which the Offeror provides support to NSWC Indian Head, or M12 (if applicable), in support of operation of the office or any of its programs. General guidance may be found in FAR 9.505; however, this guidance is not all-inclusive. The Offeror's attention is directed to the "Organizational Conflict of Interest" (OCI) or similar requirement which may be contained in current or completed contract(s) which prohibits the prime or subcontractor from providing certain supplies or services to the Government as described above during the period of the current "support" contract(s) or for a period after completion of the "support" contract(s). Notwithstanding the existence or non-existence of an OCI or similar requirement in current or completed contract(s), the Offeror shall comply with FAR subpart 9.5 and identify whether an OCI exists and not rely solely on the presence of an OCI or similar requirement.

(b) Offerors also are reminded that certain potential conflicts of interest may arise where an Offeror has unequal access to nonpublic information about a competitor that may provide the Offeror with an unfair competitive advantage and preclude, restrict or limit participation, in whole or in part, either of the individual, subcontractor or prime contractor under this competitive procurement. For example, a potential conflict may arise if former Department of Navy employee(s), subcontractors, or teaming partners of the Offeror may have gained access to nonpublic information about a competitor through participation in previous or ongoing performance or during the solicitation development/source selection process associated with this competitive procurement, and then participates in the formation of the Offeror’s proposal. Other potential conflicts of interest may arise where either the former Department of Navy employee(s), subcontractors, or teaming partners of the Offeror under this competitive procurement set the ground rules for competition; for example, by drafting specifications or assisting in the drafting of the statement of work. General guidance may be found in FAR 3.101 and 9.505; however, this guidance is not all-inclusive.

(c) If an Offeror identifies a potential conflict of interest that exists at any tier, that Offeror is requested to notify the Contracting Officer within 14 days of the date of this solicitation. The Offeror shall provide: (1) the contract or previous source selection’s solicitation number and name and phone number of the Contracting Officer for the contract which gives rise to a potential conflict of interest; (2) a copy of the requirement; (3) the statement of work and technical instruction from the existing contract, as applicable; (4) a brief description of the type of work to be performed by each subcontractor under the competitive procurement; (5) a brief description of the individual’s, subcontractor’s, or teaming partner’s unequal access to nonpublic information about a competitor, which may lead to a conflict of interest in the formation of the Offeror’s proposal, or establishment of ground rules for this competitive procurement, as applicable; (6) an OCI mitigation plan, as applicable; and (7) any additional information the Contracting Officer should consider in making a determination of whether a conflict of interest exists. The Government may independently verify the information received from the Offeror. The requirement to identify potential conflicts of interest as outlined herein continues until contract award. Notwithstanding the above, the Government reserves the right to determine whether a conflict of interest exists based on any information received from any source.

(d) The Government will notify an Offeror of any conflict of interest within 14 days of receipt of all required information. Those Offerors deemed to have a conflict of interest may be ineligible for award. Failure to provide the information in a timely manner does not waive the Government's rights to make a conflict of interest determination. The Offeror is notified that if it expends time and money on proposal preparation, such expenditure is at its own risk regardless of whether the Government determines a personal or organizational conflict of interest does or does not exist.

(e) Any potential prime contractor which proposes an individual, subcontractor, or teaming partner later determined to have a conflict of interest and deemed ineligible to participate in the current competition, may not be granted the opportunity to revise its proposal to remove the ineligible individual, subcontractor or teaming partner. The Government reserves the right to determine which Offerors remain in the competitive range through the normal source selection process.

(f) If the Offeror determines that a potential organizational and/or personal conflict of interest does not exist at any tier, the Offeror shall include a statement to that effect in its response to this solicitation.

VPP CLAUSE

1. Voluntary Protection Program:

1.1. In August 2006, Indian Head Division (IHD) Naval Surface Warfare Center (NSWC) was nominated to participate in the DoD Voluntary Protection Program Center of Excellence Implementation Initiative of the Defense Safety Oversight Council (DSOC). The Voluntary Protection Program (VPP) was established by the Occupational Safety and Health Administration (OSHA) in 1982 to recognize and promote effective worksite-based safety and health management systems. IHD NSWC, through the utilization of VPP, desires to be a model of safety and health excellence. VPP's emphasis on trust and cooperation between OSHA, the employer, employees, employees representatives, and contractors complements the Agency's enforcement activity but does not take its place. All parties, including Contractors, are to work together to identify and resolve any safety and health problems that may arise, yet obtain Contracting Officer approval of any changes that would impact the terms of the contract. IHD NSWC as the VPP participant develops and implements systems to effectively identify, evaluate, prevent, and control occupational hazards so that injuries and illnesses to employees and contractors are prevented. Contractor and sub-contractor personnel are subject to occupational safety and health oversight. This oversight will be accomplished by IHD NSWC personnel and Contracting Officers. Contractors, sub-contractors, and their employees, while in performance of a contractual action on-site within the geographical boundaries of Naval Support Facility (NSF) Indian Head, shall be subject to the requirements of the IHDIVNAVSURFWARCENINST 5100.22, “Safety Manual” regardless of the type or duration of the contract.

Appendix 13-A, of the chapter 13 entitled “Contractor Safety Requirements When Performing Work at the Naval Support Facility (NSF) Indian Head, MD” shall be signed by the Contractor prior to commencement of services on-site at NSF Indian Head. The Contractor shall maintain one signed copy for future reference in educating its personnel and sub-contractors. A second signed copy shall be provided to the Contracting Officer to be maintained in the contract file. If an occupational safety or health related injury or illness occurs during the performance or as a result of this contractual action, the Contractor shall notify the Contracting Officer Representative (COR) as soon as practicable, who will notify the Safety Office and the Contracting Officer. 1.2 In support of VPP and in compliance with Chapter 13 of the Safety Manual, entitled “Contractor Safety,” all Contractors performing on-site at NSF Indian Head shall comply with the following:

1.2.1 Public Law 91-596 (and Amendments), also known as the Occupational Safety and Health Act of 1970, establishes that all employers, including Contractors, are responsible, as far as possible, for providing every employee a safe and healthful working environment. All employers, including Contractors, shall conform to the standards as issued by OSHA. Contractors are responsible for complying with safety requirements specified in the contract as well as all Federal, State, and local safety and security regulations. Non-compliance may be cause for the removal of a Contractor or any Contractor employee from the activity and such non-compliance may form the basis for contractual action, up to and including termination for default.

1.2.2 Contractor personnel shall participate in basic safety awareness and hazard identification training offered by the Government activity at the work area they are supporting. Contractors performing on-site shall attend area weekly safety meetings and annual safety stand-downs, as determined by the COR.

1.3 The best Safety and Health Programs involve every level of the organization, instilling a safety culture that reduces accidents for workers and improves the bottom line for managers. When Safety and Health are part of the organization and a way of life, everyone wins. IHD NSWC is committed to safety excellence. The Contractor shall familiarize itself with the IHDIVNAVSURFWARCENINST 5100.22, “Safety Manual,” Appendix 13-C entitled “OSHA Voluntary Protection program (VPP) Fundamentals Training for Contractors”.

2. Contractor On Site Training:

2.1 A Contractor providing support on-site at any IHD NSWC site may be required to have its on-site Contractor personnel participate in training covering rules, practices, procedures, equipment and systems, as needed, based on the type of support being provided. This training may include, but is not limited to: Operation Security training (OPSEC); Personally Identifiable Information training; DoD Information Assurance Awareness training;

Information Technology Security; Voluntary Protection Program (VPP) training; and Personnel Security training.

2.1.2 This training will be provided at no cost by the IHD NSWC site and will take place on-site during normal contract working hours without any additional compensation for the Contractor. This training does not relieve the Contractor of its responsibility to train its employees in such areas as environment, health, safety, security, sexual harassment, ethics, etc. to ensure compliance with all federal, state, and local laws and DoD regulations.
