PLUME SIGNATURE CHARACTERIZATION OF ROCKET MOTORS

STATEMENT OF WORK (SOW)

1 Nov 2016

1. Introduction This Statement of Work (SOW) fulfills an NSWC-IHEODTD requirement to performed modeling and simulation for plume signature characterization and correlates it with experimental data obtained from rocket motor tests. The contractor shall support NSWC IHEODTD in assessing the development of a capability to extract technical information based on radiant spectral characteristics and develop a computational analysis tool for assessing the performance of formulations/events based on available information.

The contractor shall utilize the experience of a senior cadre with expertise in state-of-the-art computational analysis tools and algorithms for plume signature that is fully developed for 3rd Stage rocket motors.

2. Background The work will be to produce updated plume flowfield and Infra-Red (IR) emission predictions for rocket motors using modern high-fidelity codes and comparing against Composite High Altitude Radiation Model (CHARM) code predictions and experimental data. Specifically, the company needs to employ a high-fidelity, multi-phase fluid dynamics Computational Fluid Dynamics (CFD)-based Rocket Plume Flowfield Model.

3. Description Described below are the tasks required by NSWC IHEODTD. These tasks may entail the use of the DoD High Performance Computing Modernization Program (HPC). This account is provided by U.S. Government sponsorship upon award.

3.1. Task I: Comparison with CHARM

The first task will involve obtaining the system setup information used for CHARM. A comparison of CHARM and other signature data will be conducted by running simplifications in geometry and high fidelity code to conduct comparisons with other signature data.

3.2. Task II: Full Characterization of the Threat System

Task II will focus on identifying missing details that are necessary for accurate modeling of a system such as engine details including (but not limited to): propellant type, chamber conditions, gas generator effects and design, to best model the plume. It is anticipated that the development of this full system characterization will require several iterations and frequent communication with the NSWCIH team.

4. Period of Performance Six (6) months from date of award.

5. Deliverables and Data , The contractor shall provide two written reports in hard and soft copy in accordance with this SOW and the applicable Contracts Data Requirements List (CDRL) form 1423s: A001 (midterm report) and A002 (For final Report). The reports will include relevant assessments, comparison charts, computational results and an appropriate technical description of the data. A mid report (3 months after the contract is established) is needed to track progress and provide information for parallel testing and a final report (no later than a week after the contract is over) will be required that summarize the results.

6. Travel

The contractor shall participate in technical meetings at NSWC IHEODTD and/or other neighboring facilities. The dates for these meetings will be decided during the course of the proposed program. At least one trip to NSWC IHEODTD and/or other neighboring facilities are planned. Pricing for this travel should be included in this order. If additional trips are needed the contractor shall provide a cost estimate for this travel and obtain approval through the Technical representative. A modification to the order would need to be completed prior to completion of travel. Travel costs will in accordance with the policy in FAR 31.205-46.

7. Security

The contractor personnel supporting work in the SOW shall possess a SECRET clearance as a requirement for the work performed. The contractor shall be required to safeguard any classified material at the contractor’s facility in accordance with the DD254. At least one contractor personnel shall be TS-SCI eligible (or similar, DOE Q) and will perform SCI activities using facilities maintained and/or approved by NSWC IHEODTD. No SCI information will be transmitted outside of NSWC IHEODTD without prior authorization from the technical POC outlined in the contract. The one contractors TS-SCI clearance will be held by NSWC IHEODTD and will require the contractor to travel to Indian Head on a 3 months basis for training to maintain this clearance level and access to NSWC IHEODTD facilities.

8. Place of Performance It is required that the contractor possess a facility with the necessary equipment to perform the task mentioned in Section 3. NSWCIHEODTD will not provide office space or equipment.
