About this file
This is an Amendment of Solicitation (Amendment 0001) issued by the Naval Research Laboratory on September 1, 2026, for solicitation N0017326Q1901, originally dated August 25, 2026. The amendment addresses Government responses to 12 contractor questions and clarifications regarding flooring installation requirements in Building 101, Rooms 140 and 153, at the Naval Research Laboratory in Washington, DC.
The solicitation requires application of heavy-duty cementitious urethane (polyurethane concrete) flooring systems in two rooms, with finished colors in light grey and white. Key clarifications include: an asbestos survey was conducted in 2019 with no anticipated issues; both rooms can be worked simultaneously; finished thickness should be within the specified 1/8"-1/4" range; standard slip resistance profiles are required for pedestrian safety; and moisture testing is required before application. The existing conditions consist of Room 140 with a previously painted concrete floor and Room 153 with a previously tiled floor refinished to bare concrete, with observable delamination and unevenness noted during site visits. Contractors should account for any floor remediation discovered during grinding in their quotes, though no asbestos remediation is anticipated. The Government provided site visit photos and confirmed that product basis-of-design examples include Poly-Crete or Tek-Crete systems. This amendment does not extend the offer receipt date.

SUMMARY OF CHANGES
Section A [Mod Specific] - Mod Specific
Miscellaneous text in this section has been modified to:
1. Does NRL have any existing asbestos/lead survey or previous test results for Building 101 Rooms 140 and 153?
Government response: Yes, an asbestos survey was performed in 2019, and no issues are anticipated with the two areas in this requirement.
2. If asbestos/lead testing identifies hazardous material, is remediation included in our scope or treated as additional work?
Government response: Remediation is contemplated in the SOW but not priced. Any remediation scope would be determined and negotiated prior to the remediation work. No asbestos remediation is anticipated for this requirement.
3. Sequencing: Can both rooms be taken out of service simultaneously or does NRL have a required sequence--Room 140 first or Room 153 first?
Government response: Both rooms can be worked simultaneously.
4. Does NRL have a basis-of-design manufacturer/product for the cementitious urethane and polyaspartic system?
Government response: No, however a prior flooring system with Tek-Crete SL-B was used to define the requirement. A heavy-duty cementitious urethane (polyurethane concrete) like Poly-Crete or Tek-Crete, self-leveling, medium/heavy-build is required.
5. What finished thickness is expected? The specification gives a broad 1/8"-1/4" range.
Government response: The requirement is as written with desired range.
6. Is there a required slip-resistance/profile?
Government response: Although not specified in the RFQ, a standard slip resistance profile is required for general pedestrian safe use.
7. Are the stated white and light-gray colors standard manufacturer colors, or will NRL select/approve specific colors after award?
Government response: Contractor may provide color options to be approved prior to application; however, light grey and white are the listed requirements.
8. What is the existing flooring/coating system in Rooms 140 and 153?
Government response: Room 140 has a concrete floor previously painted, and Room 153 has a floor previously tiled that has been refinished to bare concrete. The site visit was intended to allow vendors to see the existing floor conditions.
9. Are there known moisture, delamination, or other substrate problems?
Government response: Delamination, unevenness as observed in the site visit. No known moisture problems exist.
10. Is moisture testing required before application?
Government response: Yes, moisture testing is generally required before applying a cementitious urethane floor coating, although no preferred method is required. Please quote accordingly.
11. If substrate deterioration is discovered after grinding, how will repairs beyond the visible/current conditions be handled?
Government response: Any potential floor remediation should be included in the quote response as per the RFQ. The site visit was intended to give the vendor the current state of the flooring for both areas, please quote accordingly.
12. Photos are provided as requested during the site visit.
