4RFP, SF 33Factor 2, Personnel QualificationsFactor 2, indicates that there are 5 key personnel positions. Resumes are required for ALL key personnel. Considering that the estimated number of hours for this contract is 2,550 per year (as stated in Attachment 5), requiring 5 resume's is excessive. In the interest of competition can you reduce this to one (1) key personnel and resume ?There is only one key personnel: IT Specialist and the only labor category requiring a resume.
5RFP, SF 33Section B - Supplies or Services and Prices, Page 3, "ITEM NO 0004", Page 5 "ITEM NO 1004, Page 7 "ITEM NO 2004", Page 9 "ITEM 3004", AND Page 11 "ITEM 4004"The Supplies/Services for ITEMs 0004, 1004, 2004, 3004, and 4004 reads as follows: "The Contractor shall provide research and development CDRL as specified in accordance with Attachment No. 1, Statement of Work, dated and Attachment 4, CDRL dated 2 Nov 2022."
The SOW date of 12 April 2022 is missing from the Attachment No. 1 reference in this section. Additionally, the reference to Attachment 4, CDRL is inconsistent with the Attachment 3 CDRLs provided in the Solicitation. Should the reference to Attachment No. 1 Statement of Work inlcude the SOW date of 12 April 2022, and the reference to Attachment 4, CDRL be listed as Attachment 3, CDRL for ITEMs 0004, 1004, 2004, 3004, and 4004?The SOW will be incorporated as Attachment 1 and the CDRL will be incorporated as Exhbit A. Additionally, the Section B - Supplies/Services CLIN (0004, 1004, 2004, 3004 and 4004) will depict CDRLs as Exhibit A.
6RFP, SF 33Section F-4 DELIVERABLES (Page 17) and Section L-1 (Page 75)Section F-4 DELIVERABLES indicates that the start date of the period of performance for this effort is 01-FEB-2023. However, Section L-1, Page 75 reads as follows: "To allow for procurement lead time and the fair and equal evaluation of all proposals submitted under this competitive solicitation, all proposals shall be based on a contract start date of Government Q1FY23." Q1FY23 would indicate a start date sometime during the period of 10/1/22-12/31/22.
Would the Government please clarify the anticipated start date for this effort? The period of performance will be 1 Feb 2023 through 31 Jan 2028 which is Q2FY23 instead of Q1FY23. One 12-month base year and four 12-month option years.
7RFP, SF 33Section L-1, 1.4 Proposal Delivery Information (Pages 75 and 76)Section L-1, 1.4 reads as follows: "PROPOSALS ARE DUE NO LATER THAN 5:00PM EASTERN DAYLIGHT TIME (EDT) ON TUESDAY, 3 JANUARY 2022….Proposals in response to this solicitation not received by 5:00PM EASTERN DAYLIGHT TIME (EDT) ON TUESDAY, 3 JANUARY 2022 will be considered late, as defined by FAR 52.215-1."
Would the Government please confirm that the due date for proposals is 3 January 2023?The proposal(s) are due date is Tuesday 3 January 2023 5:00pm EST.
8RFP, SF 33 & Attachment 4 Personnel QualificationsSection L-6 VOLUME V – COST PROPOSAL – FACTOR 7 (Page 86)Section L-6 Volume V - Cost Proposal - Factor 7 (Page 86 of the RFP) reads as follows: "NRL has estimated that during contract execution the Remote Sensing Division will require roughly 2,550 labor hours per year in support of the SOW under CLINs 0001, 1001, 2001, 3001 and 4001. Therefore, Offerors are instructed to propose 2,550 labor hours each for CLINs 0001, 1001, 2001, 3001 and 4001 for total of 12,750. NRL anticipates, at a minimum, eight (8) full time equivalent (FTE) individuals in support of this SOW, as detailed in Attachment J-2, Personnel Qualifications."
Would the Government please clarify the number of full time equivalent (FTE) individuals required in support of this SOW? A total of 2,550 labor hours per contract year does not equate to eight (8) full time equivalent (FTE) individuals. The anticipated distribution of direct labor has been revised, Attachment 3 & 4. There are 6 FTEs & 4 PTEs.
9RFP, SF 33 & Attachment 4 Personnel QualificationsSection L-6 VOLUME V – COST PROPOSAL – FACTOR 7 (Page 87) / Attachment 4 Personnel QualificationsThe labor categories listed in the Level of Effort table on Page 87 are inconsistent with the labor categories listed in Attachment 4 Personnel Qualifications. For example, Page 87 references two IT Specialists, and does not denote that they are key personnel. However, Attachment 4 references one Information Technology/Information Assurance Specialist (Key). Additionally, the table on Page 87 references only one Research Scientist and Attachment 4 lists a Research Scientist-1 and Research Scientist-2.
Can the Government please clarify which labor category(s) are applicable for this effort, and which are key personnel? All of the labor categories are applicable; the two (2) IT Specialists are the only key personnels.
10RFP, SF33Section L-6 VOLUME V – COST PROPOSAL – FACTOR 7 (Page 87)The table on Page 87 containing the estimated distribution of labor categories and hours references a Yearly FTE of 0.5 for each labor category. However, the hours/year indicated for each labor category do not equate to 0.5 FTE based on a 1,920 hour man-year. Additionally, the second IT Specialist labor category is missing the Total Hours Required for the 5 year effort, and the Totals at the bottom of the table do not include the Hours/Year or Total Hours Required for the second IT Specialist labor category.
Would the Government please clarify the number of man hours and FTEs required for each labor category in support of this SOW?See Attachment 3 and 4, in additon to Questions and Answers 4, 8 and 11.
11RFP, SF33 & Attachment 4 Personnel QualificationsM-2 EVALUATION OF FACTORS 1-3: TECHNICAL CAPABILITY, FACTOR 2: PERSONNEL QUALIFICATIONS (Page 96) / Attachment 4 Personnel QualificationsThe Key Personnel categories listed in FACTOR 2: PERSONNEL QUALIFICATIONS (Page 96) are as follows:

1. Senior Mechanical Systems Engineer

2. Senior Systems Engineer

3. Senior Instrument Optical Engineer

4. Senior Electromechanical Systems Engineer

5. Senior Thermal Engineer

The labor categories referenced in Section M-2, Factor 2 (Page 96) are inconsistent with labor categories referenced in Attachment 4 Personnel Qualifications. Additionally, the only key personnel category referenced in Attachment 4 Personnel Qualification is "Information Technology/ Information Assurance Specialist".

Can the Government please clarify which labor category(s) are applicable for this effort, and which are key personnel? The anticipated distribution of direct labor has been revised. See the revision in Section M-2, Factor 2 and Attachment 3 and 4. There are 6 FTEs & 4 PTEs.
