AMENDMENT 0002
QUESTIONS & ANSWERS
QUESTIONS RESPONSES
1 Will any of the existing doors be replaced before the install? No
2 Will all cables be run above the ceiling? The NRL network team will run all network cabling to the door and the Contractor must install all associated cabling for the door hardware beneath the ceiling and above floor.
3 The Kaba x-10 locks on the SCIF doors and other vault/safe doors. Is the intention to have that as a separate added level of security above and beyond the PACS? Currently, there is not integration for these locks into a PACS environment.
Correct, the Kaba x-10 lock will be used as a separate added level of security above the PACs. For example, once the combo lock is unlocked, the door should only open when an authorized individual presents their badge to the reader.
4 What will be the new key system? Brand? SFIC? LFIC? 6 Pin? 7Pin? This information will be needed to accurately supply correct preps for levers & new cylinders for mortise and RIM devices to accept the government provided cores. Notes K type 6 pin. Is that accurate?
All new hardware must be compatible with a K type six pin Small Format Interchangeable Core (SFIC), that consists of a removable cylinder and lock mechanism that enables changeability of the core without replacing the entire lock
5 For a Full Poe system, Poe++ would be needed. Will the government provision equipment (switches) to provide 90Watt Poe to each location?
NRL will be providing the POE++ switches.
6 Would the Government be open to amending that the vendor provide Poe++ delivery units that are TAA/NDAA compliant? Government would then only provide uplink to network from each unit. Each unit would be located in a server room/network room. **Unit example attached.**
See response to question 5.
7 Brands for latching hardware should match existing level?
Industry standard Schlage, Von Duprin etc?
Yes. The new latching hardware should match the industry standard and should be consistent for each type of door throughout the space.
8 Even though a lot of doors have brand new latching hardware, the intent is to propose and install new regardless of current condition?
Yes. NRL would like new latching hardware installed, industry standard, for each door and should be consistent for each type of door throughout the space.
9 We are to build in the cost of the site visit to the proposal, correct?
No, incorrect. The cost for the site visit shall not be built into the proposal. The site visit was voluntary.
10 All parts and pieces should be NDAA/TAA compliant, No exceptions, correct?
Correct
11 Door 1 - The outside Handicap Operator currently opens both exterior and interior doors when pushed. Does the card reader need to be relocated outside and put on a pedestal for ADA integration, or is it still going to be located in the vestibule to control access on the interior door?
The Contractor can propose a new location as an option based on industry Standard.
12 Door 33 & 48 - These door call for Card readers on both sides of the door. Are these doors part of an emergency egress path and if so, is the government responsible for providing a Fire Alarm connection for emergency override of the access control equipment?
If NRL determines these doors are part of an emergency egress path, NRL will provide a Fire Alarm connection for emergency override of the access control system.
13 Will the government grant a two-week due date extension? No.
14 Many doors currently have surface mounted conduit and/or wiremold. Is use of existing conduit/wiremold permitted and is it acceptable to install new where needed?
Where necessary and agreed upon between NRL and the Contractor, existing cable paths may be used between the hardware above floor located at the door.
15 Where existing equipment is being removed and/or replaced, is the contractor required to patch the walls and doors?
No
16 These two statements contradict each other. Are all servers and workstations with the exception of the NVR (Video Server) provided by the customer?
The NVR should be provided by the Contractor.
17 Some doors currently have dial style (X9/X10) locks on them and that new locks are to be added to the doors. Are we to leave the dial locks in place or remove and cover the hole?
The dial locks should be kept in place.
See Response to question 3
18 Can the replacement of the listed door hardware be omitted from this proposal?
No
19 Some doors listed do not call out for “recessed Door contact” Should we presume that we are to carry these for every door to report door status, forced and propped conditions?
The Contractor shall design and provide a solution, to include new mechanical latching hardware for each door, that meets the minimum requirements outlined in the solicitation and in the statement of work.
20 In Sam.gov, CLIN 0004 (Contactless Finished Smart card readers with keypad, to include installation and mounting) shows a quantity of 55 EA, which is not consistent with the modified PWS that shows 59 card readers. Please provide an updated CLIN 0004 quantity in Sam.gov.
The CLINs were not updated with the Amendments. The quantities should coincide with the Amendment quantities. If 59 is mentioned in the amendment, when the proposed quantity should match the amended quantity.
21 What lock cores do the site plan to use? See response to question 4
22 Site stated they will provide Cat6 for our use, will the cabling be tested? Can we see a report showing the results?
The cable will be tested prior to use and NRL cabling staff will be onsite and can provide assistance to the Contractor when necessary for any issues with CAT6 cabling.
23 During the survey it was stated that contractors would not need access to the communications room. Will local door programming such as the programming of the door controllers be the contractor's responsibility?

Yes, where practical and agreed upon by the Contractor and NRL
28 During the survey, it was stated that door controllers were not to be installed above the ceiling at the doors. Can the door controllers be installed above the door (below the ceiling) fully exposed to building occupants on the secure side of the door?
Yes. Please refer to the Project Requirements outlined in the Statement of Work under Section III.C
29 Is the site ok with exposed EMT? If so, will it need to be painted? Exposed EMT is fine. The Contractor will not be responsible for painting the Conduit.
30 Is a battery back-up required for door controllers? See response to question 36
31 SOW references REX device, is the type of device up to contractor? I.e using a button or a motion sensor?

Confirmed. The new PACs must use PoE based controllers and readers that require no external power source other than PoE. The PoE switch will be backed up by a building UPS.
37 If a battery backup for door controllers is required, can the Government provide a second PoE Cat6 cable at each door? This is required for PoE driven battery charger.
