Statement of Work for PoE Access Control and VMS System Implementation

I. INTRODUCTION

The Cyber Operations Division at the Naval Research Laboratory (NRL), located at 4555 Overlook Ave SW Washington, DC, requires an upgrade of its legacy Physical Access Control System (PACS) to a new Power over Ethernet (PoE) based system that is FICAM ready and compliant with Federal Information Processing Standard (FIPS) 201. The new system will be used to control access to secure areas within Building 97/97A/A49 and ensure that only authorized personnel are granted access. NRL also seeks to introduce a Video Management System (VMS) as a central platform for managing existing IP cameras and integrating with the new PoE-based Physical Access Control System, enabling real-time and historic monitoring of events and alert-based notifications.

II. SCOPE

The Contractor shall be responsible for providing all necessary components, including labor, transportation, materials, and supplies, to design, install, and configure a new scalable Physical Access Control System. The new Physical Access Control System must use PoE-based controllers and readers that require no external power source other than PoE, for providing access to 53 door locations, with the capability to authenticate using DoD Common Access Cards (CAC), swipe, and pin. Furthermore, the Contractor must replace all existing door hardware with new PoE compatible equipment that require no external power source other than PoE, including mechanical door latching hardware, electric strikes, exit devices, request to exit (REX) devices, and door contact sensors. Additionally, the Contractor is responsible for providing, installing, and configuring a VMS solution, along with licenses for up to 35 Open Network Video Interface Forum (ONVIF) IP cameras, that must be integrated with NRL’s existing cameras and the new PoE-based access control system.

III. PROJECT REQUIREMENTS

III.A. The Contractor shall be responsible for providing, installing, and configuring a stand-alone/multi-user access control solution, with a standard client license and unlimited client license expandability. The solution must support manual importing, exporting, and updating of cards and cardholders, and include the provisioning of 53 new controllers that require no external power source other than Power over Ethernet (PoE) to eliminate the need for traditional power supplies and cables. Additionally, the access control solution should support Wiegand, clock and data, Open Supervised Device Protocol (OSDP), magnetic stripes, LCD, biometrics, and separate in/out readers with keypad.

III.B. The Contractor shall perform a NRL site survey and provide a report detailing the existing infrastructure, physical location of the current access control devices, and all other essential requirements to identify the necessary hardware, software, and equipment required for the installation of the PoE access control and VMS systems.

III.C. The Contractor shall be responsible for installing the PoE controllers above each door, placing them within 3 feet of the door and no higher than 10 feet. Furthermore, the Contractor shall provide and install single-board metal enclosures that conform to manufacturer specifications and install each PoE controller in a separate metal enclosure.

III.D. The Contractor shall provide and install 55 contactless finished smart card readers with keypad, compatible with PoE, and capable of supporting PKI based FIPS 201 credentials to include PIV, PIC-1, CIV, CAC, TWIC, and FRAC. The Contractor shall mount each card reader in accordance with the manufacturer specifications.

III.E. The Contractor shall provide and install new mechanical door latching hardware on all 53 doors specified in Table-1, including storeroom lever handles, exit devices, electric strikes, REX devices, and door contacts. All new hardware must be compatible with a K type six pin Small Format Interchangeable Core (SFIC), that consists of a removable cylinder and lock mechanism that enables changeability of the core without replacing the entire lock. Furthermore, the new hardware must be compatible with PoE and installed in accordance with manufacturer specifications. Additionally, the Contractor shall provide and install all wiring between the PoE controllers, card readers, and door devices, including any conduit and ancillary parts and materials required for each door. The wiring must be compatible with PoE and must not be connected to any external power sources other than PoE and must be installed according to manufacturer specifications.

III.F. The Contractor shall be responsible for the removal of all existing access control devices and mechanical door latching hardware at all 53 door locations including proximity cards, electric strikes, exit devices, REX devices, and door contact sensors. Additionally, the Contractor shall remove all wiring from the existing access control devices at all 53 door locations, with the removal not to exceed beyond the door.

III.G. The Contractor shall be responsible for providing, installing, designing, and configuring a scalable VMS solution to centrally manage NRL’s existing and future ONVIF IP cameras. The VMS solution must integrate with the new PoE-based access control system and include a rack-mountable NVR with the following features: 32TB storage capacity, 8GB RAM, Single Intel Xeon CPU, Windows 10 IoT. Additionally, the VMS solution must be configured to enable the integration of video footage with access control events and be capable of triggering alert-based notifications related to specific environmental thresholds such as temperature, humidity, and water. Furthermore, the Contractor shall provide licensing for 35 ONVIF IP cameras and include an optional add-on DVR interface client license with the capability to support an unlimited number of DVRs.

III.H. NRL will provide all servers, workstations, switches, and cabling between the PoE controllers and switches.
