About this file
This document is a request for proposal from the Department of the Navy for an Active Electronically Scanned Array (AESA) antenna. The Navy intends to award a firm-fixed-price contract to deliver a single commercially available AESA antenna within twelve months of contract award, along with associated mechanical drawings, interface documentation, and anechoic chamber test results. The antenna must meet requirements specified in the attachments to operate on an NRL RC-12 aircraft. The solicitation includes provisions for payment terms, past performance evaluation, representations and certifications, and flow down of required FAR and DFARS clauses to any subcontracts. Evaluation will be based on technical acceptability, price, delivery schedule, and past performance. The closing date for proposals and any questions is within three business days of release, with award to be made within sixty calendar days of the solicitation issue date.

CONSOLIDATED QUESTIONS AND ANSWERS
1) Is there any requirement for simultaneous transmit and receive operation?
No
2) How many ports are required?
a. 2 Transmit Channels – 2 dedicated transmit ports
b. 4 Receive Channels - 4 dedicated receive ports
c. Does this mean 4 ports (i.e., 2 of the Rx channels are dual function), or 6 ports? – 6 ports in total.
3) What is meant by Antenna Gain, in the context of an AESA having internal Transmit and Receive amplifiers? a. Passive gain. Analysis is sufficient.
a. Is this Passive Gain (i.e., without amplifiers)? If so, how is it to be verified? Is it only by analysis?
b. Is this active gain, including the gain of amplifiers? If so, is this specification to apply on Tx or Rx or both?
4) Are the dual polarizations to be Horizontal and Vertical, or other (such as L/R Circular, L/R slant, etc)? Must be Horizontal/Vertical
5) The RF input/output is specified as "RF or IF". b. Choice can be made by design team.
a. Is this a requirement that the system is to accept either, at the operator's discretion?
b. Or, is this a choice to be made by the design team?
c. What IF frequency?
6) What prime power voltage will be made available to the AESA? 28VDC or 115VAC preferred
7) What control interface and protocol is required? IP or Serial
8) The pulse widths range is 10us to 100us whereas max PRF is 15KHz (=> 66.67 us). There is some discrepancy here. The duty cycle is stated as >10%. Is there an upper limit here? They need steering pulse to pulse and also polarization control pulse to pulse. Therefore any switching speed /time is driven by the pulse OFF state before the next pulse.
The pulse width range is 1 us (not 10 us) to 100 us, this allows for a 10% duty cycle to be achieved at a PRF of 15 kHz. There is no upper limit on duty cycle or PRF. However, you are correct that if the max PRF were to exceed 100 kHz a smaller pulse width would need to be accommodated to maintain a 10% duty cycle.
9) What is the purpose of element level phase control? Is that separate from beam steering or sum and delta beamforming?
It is not separate, but allows added flexibility to perform traditional beam steering or more exotic things like spoiled beams and beam pattern optimization
