Description of Requirement
The Naval Research Laboratory has a defined need for support from engineering and programmatic personnel with extensive experience in research and development project execution, technology transition from lab to operations, advanced technology development, and significant U.S. Navy shipboard management experience. Task areas include:
Electronic Warfare (EW) Modeling and Simulation - Engineering services, and assistance in support of six basic areas: (a) Basic Engineering Design; (b) Validation Hardware Development and Prototyping; (c) Electronic Warfare Analysis; (d) Computer Modeling and Simulation; (e) Programmatic, Installation and Sustainment support; and (f) Technical Documentation. In particular, NRL desires support and assistance with engineering and prototype development, program planning, system engineering, development, implementation, and execution; test and evaluation; shipboard installation planning and execution; program documentation; and engineering integration for the various surface ship EW programs as appropriate.
This support shall include theoretical research, system research and development (R&D), computer modeling and simulation support, and the development and fabrication of EW related hardware, including associated materials and testing. Additionally, NRL requires assistance in development of prototype hardware systems to support the research and development into a wide variety of EW related sub-systems. Finally, NRL requires engineering development, installation, integration, documentation and sustainment support for the various program assets. This research requires access to NRL hardware, classified computing resources; and classified databases. The majority of the work will be performed on-site at NRL with CONUS and OCONUS travel anticipated, and requires significant U.S. Navy shipboard management and experience at sea.
