Solicitation N00173-14-R-BZ01 Amendment 0001

Questions & Answers

Q1. Section B, Item No 0001: We have interpreted this line item as corresponding to the firm-fixed-price cost proposal for the sample task provided in Attachment L-7. Is this correct?

A1. Please propose the sample task in accordance with CLIN 0003, Cost Plus Fixed Fee (Completion Type).

Q2. Section B, Item No 0002: We have interpreted this line item as providing a mechanism for responding to firm-fixed-price task order requests from the customer in the future and as such it is designated as “not separately priced.” We conclude that no response is required other than to acknowledge that as a successful bidder we will be required to furnish the data/information required by DD Form 1423. Is this correct?

A2. Yes. Task Orders awarded under this contract will be awarded as Firm-Fixed-Price (CLIN 0001), CPFF Completion (CLIN 0003), or CPFF Term (CLIN 0005). CLINs 0002, 0004, and 0006 will be Not Separately Priced data deliverables in support of those CLINs.

Q3. Section B, Item No 0003 & No 0005 as well as Section C-4 (p. 6 of 86): We interpret the “anticipated distribution by labor category of the maximum level of effort” (i.e. 40,250 hours over 5 years) as potentially being split between completion type (CLIN 0003) and term type (CLIN 0005). Our cost proposal build-up is independent of task type. Is it acceptable to submit costing for the hours identified in Section C-4 under CLIN 0003 and indicate that the same cost build-up would apply to task orders issued under a term type (CLIN 0005)?

A3. Please use J-9 Attachment L-3 Cost Summary Format, for your cost/price proposal. See Amendment 1, Section L-25 for amended Anticipation of Direct Labor Hours by Labor Category.

Q4. Furthermore, We assume that the cost plus fixed fee estimate for the maximum level of effort identified in Section C-4 is used in identifying the contract ceiling. Is this correct?

A4. Please see Amendment 1, Section C-4 for amended Anticipated Distribution of the Maximum Level of Effort by Labor Category.

Per Section L-16, “For consideration in developing your proposal, the estimated budget is as follows: The total value for the ENTIRE Research and Development Services for Survivability and Fire Protection program is $6.4M.

The awarded basic IDIQ contract will have a $6.4M ceiling. The Government will continually track and record the cumulative value of all awarded task orders for the awarded Contractors. The cumulative value of the awarded task orders will be tracked and maintained throughout the entire period of performance to ensure the awarded task orders do not exceed the maximum value as stated in the basic contract. The cumulative value will not exceed $6.4 M for all task order awards to the Contractor.”

Q5. We assume that it is acceptable to mail in or hand carry a sealed submission package. Within this sealed submission would be separately sealed costing support documentation for the subcontractor. Cost data for both prime and subcontractor would include MS Excel files on separate CDROMs. Is this correct? If correct, does this conflict with L-22 d): “All subcontractor cost/price supporting data must be submitted in the portal in MS Excel format?” (p. 76 of 86)

A5. Please refer to Section L-14 of the solicitation for instruction for submission of proposals/offers.
