Sample Task

ATTACHMENT L-7

SAMPLE TASK

Each offeror is required to complete and submit a technical and cost proposal against the Sample Task for evaluation. The technical proposal shall be included as Volume V; the cost proposal shall be included as part of Volume IV. The purpose of the Sample Task is for the offeror to demonstrate its ability to provide soundness of approach, credibility, realism, and logic to proposed tasking, and its understanding of the Government’s requirements. The Sample Task will also be used by the Government to assess the offeror’s methodology for proposing costs by evaluating the reasonableness, realism, and completeness of the proposed costs for performance of the Sample Task. The Sample Task will not constitute a part of the offer, and the information communicated as part of the order will not become a part of any resultant contract; however, the response to the Sample Task will be a material part of the evaluation by the Government.

The following Sample Statements of Work is provided to allow the offeror to prepare and submit a technical and cost proposal for assessment ONLY:

SAMPLE TASK STATEMENT OF WORK (SOW)

HALON 1301 REPLACEMENT FOR THE DDG 51 CLASS SHIPS ANALYSES

INTRODUCTION: The DDG 51 Class ships use Halon 1301 for machinery space fire protection along with two flammable liquid storerooms. The Halon 1301 cylinders for the machinery space protection are located in the two HALON Cylinder Rooms on the Main Deck. The ship service gas turbine generators and main propulsion gas turbines are located within the machinery spaces. The two flammable Liquid Storerooms are located aft of the Generator Room. Table 1 provides a listing of the DDG 51 Class HALON protected spaces, which includes area and volume.1

The weight of the existing DDG 51 Halon 1301 has been estimated based on detail drawing takeoff data that has been adjusted using the DDG 51 Class Halon System weight report. The total system weight summary break down is provided in Table 2.

REQUIREMENT: It has been determined by NAVSEA that the Flight Three DDG 51 class ships will be Halon-free and therefore alternative agents will have to be identified to meet the existing fire protection needs for the DDG 51 Machinery Spaces (total space protection & engine enclosures) and the two Flammable Liquid Storerooms.

TASK: The contractor shall conduct an analysis to determine the “Best Valued’ alternative to the present Halon 1301 gaseous agent systems, which may include the use of Water Mist and the use of Propelled Extinguishing Agent Technology (PEAT). The analysis should also include comment on the possible draw backs that may be encountered if another gaseous agent, such as FM200, was used as a possible alternative to Halon 1301.

NOTE: This Tasking is in accordance with the Performance Work Statement (PWS) paragraphs 3.1 “Evaluate and Develop Fire Extinguishing Age Delivery Systems” and 3.1.2 “The Contractor Shall Recommend Changes to Existing Navy Firefighting Systems and Specification and System Designs”.

WORK LOCATIONS: This work will be performed at the Contractor Facility. If deemed necessary, travel to accommodate ship visits to selected DDG 51 Class ships will be authorized.

DELIVERABLES:

1. The Contractor shall provide a final technical report that documents the finding of this DDG 51 Halon 1301 analysis and design study.
