About this file
This document is a "Response to Industry Questions" for a forge press solicitation by the Naval Surface Warfare Center Carderock Division (NSWCCD). The opportunity is a small business set-aside for forge press equipment with a NAICS code of 423830, seeking a Lowest-Priced, Technically Acceptable (LPTA) quote. The press is intended for an R&D facility to process various alloys up to 500 lbs, with hot material processing at temperatures between 1600F to 2200F in a building environment of 50F to 110F. Key technical requirements include an 8-point gib system with 4 posts, a chiller capable of 75-degree chilled water, HMI and joystick panel within 10' of the press, and a potential footprint of approximately 10' x 10'.
The solicitation requires quote packages to be submitted by July 29, 2025, at 12:00 PM Noon, with questions accepted until July 18, 2025, at 7:30 PM. Vendors must submit a cover sheet with official company name, point of contact information, and cage code. The press will support hot metal processing using a small manipulator for material transfer, with no specific cycle time requirements. Manufacturers should note the expected lead time is up to one year for manufacture, delivery, and installation. All inquiries and submissions should be directed to Michael Bonaiuto at michael.j.bonaiuto.civ@us.navy.mil, representing the Department of the Navy Naval Sea Systems Command.

Questions
Is any special hydraulic fluid desired (e.g. fire-resistant)?
No, manufacturers discretion.
Is the referenced chiller to be used for cooling the hydraulic fluid?
Yes.
Would the chiller be used immediately? – it is stated that it could be used in the future.
A method of cooling the hydraulic fluid is needed immediately (such that the forge can be operated in the temperature range of 50F to 110F). This can be accomplished via either a passive cooler or active chiller. The press must come with connection points such that it can be hooked up to our buildings chilled water loop (in the future).
Is there any heating or cooling needed in the press t-slot bolster plates?
No.
What style of press do you require? We offer Column/ Rail Guided/ Gib-Guided.
8 point gib system with 4 posts.
Front to back frame clearance is this in between the windows or columns?
Window.
What will your supplied chiller water temperature be? We need 75-degree chilled water for our hydraulic system.
For clarity, the manufacture is supplying a chiller or cooler for the press. The existing chilled water loop in the facility (that may or may not be used) is 65F.
What is the furthest away the HMI and Joystick Panel will be from the press? This is for sizing or wiring and conduit runs.
10’ Are there any footprint limitations?
No clear limitation, but planning for up to ~10’ x 10’.
Would you require a service platform around the HPU?
Not required per the minimum specification. Although, nice to have as long as it does not extend past 12’x12’ and the overall height does not exceed the min spec requirement.
Brief description of the production process, from material loading to finished part unloading?
Press to support an R&D facility for processing a variety of alloys up to 500 lb. Small manipulator will be used to transfer/manipulate hot ingots to/from heat treat furnace.
Material type and specifications?
Varies: Mainly alloy steel, copper, aluminum alloys. All materials will be pressed hot.
Method of material loading and unloading?
Small manipulator.
Maximum part dimensions?
None, will vary. Parts and tooling will fit within bolster area and clearances requested.
Maximum die set dimensions, left to right, front to back, and overall height?
None, will vary. Parts and tooling will fit within bolster area and clearances requested.
Heating method used in the process?
Prior owned furnace.
Required temperature?
Part Temp: 1600F to 2200F Building Operating Temp: 50F to 110F Target cycle time per part?
Nope.
Is a die cushion or ejector required? If yes, please specify the necessary tonnage and stroke?
Nope.
Estimated timeframe for manufacturing such a press?
Expecting lead times up to 1 year for manufacture, delivery, and installation of press.
