PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
Maneuvering and Seakeeping Basin (MASK) Wavemaker Obsolete Hardware Replacement
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: NSWCCD requires replacement of obsolete hardware for the MASK Wavemaker force feedback system and engineering services to replace the obsolete motor drives.
2.0 BACKGROUND: In 2006 NSWCCD entered into a contract with MAR Range Services, LLC to install a new Wavemaker in the MASK Basin located in Building 18 at the West Bethesda site. The Wavemaker installation was completed in 2013. Since then, the ABB/Baldor MotiFlex e100 drives have been discontinued by ABB, and are therefore obsolete. NSWCCD can no longer get spare drives or spare resolver feedback cards.
Edinburgh Designs has improved the hardware in the force feedback circuits, which helps eliminate noise and crosstalk and create cleaner waves. The obsolete motor drive along with obsolete force transducer cards have created maintenance difficulties and reliability issues in the wavemaker. NSWCCD requires Edinburgh Design to identify a new drive that will work with their G8 card, the currently installed paddle motors and the system software. Replacing this obsolete hardware will improve the reliability of the wavemaker, reduce maintenance costs, and decrease schedule impacts on tests.
3.0 OBJECTIVE: NSWCCD requires the replacement of obsolete hardware as specified below.
3.1 The contractor shall provide two hundred and forty (240) Edinburgh Designs H1 Dual Force Transducer cards.
3.2 The contractor shall provide one hundred and twenty (120) Edinburgh Designs G14 CAN Converter cards.
3.3 Post Award Kickoff Meeting to be held within 30 days of award (can be online or in person)
3.4 The contractor shall recommend the appropriate motor drive to replace the ABB/Baldor MotiFlex e100 drives. This drive shall be capable of driving the current Baldor motor and interface with the existing Edinburgh Designs G8 card.
3.5 The contractor shall test the drive the Government selects based on the contractor’s recommendation pursuant to section 3.4 with a Baldor motor of the same model as the motors in the MASK Wavemaker. Upon request, the Government can provide a spare motor to the contractor for use in testing.
3.6 The contractor shall create a layout incorporating the new drives, along with all the additional electrical and pneumatic hardware necessary to create a complete and working enclosure panel.
3.6.1 The enclosure is a Hammond 1422UX12 with a 18P5733 inner panel (57” x 33”)
3.6.2 The design must use the existing 120VAC and 480VAC feeds, without the need for replacing them.
3.6.3 The design must use the existing pneumatic lines to the eight (8) individual paddles, without the need for replacing the pneumatic lines.
3.6.4 The design must use the existing pneumatic feed to the enclosure, without the need for replacing or modifying the external feed line.
3.6.5 To the extent possible, other than the motor drives, the same model hardware should be used. If the contractor wishes to use a different model hardware, the contractor shall provide the Government with the new part number and rationale;
the Government has final approval authority regarding all hardware. New model shall, at a minimum, have all the same functionality as the old model.
3.7 Prior to fabrication of the new panel, the contractor shall provide a preliminary design drawing. This drawing shall be MR100001 Rev C, and shall be a suitable replacement for existing drawing MR100001 Rev B.
3.8 The contractor shall test the completely fabricated panel prior to shipment of the panel to NSWCCD. This shall be referred to as the Factory Acceptance Test (FAT).
3.9 The contractor shall notify the Government at least two (2) weeks prior to the FAT.
3.10 The contractor shall notify the Government in writing of the completion of the FAT.
The contractor shall not ship the panel until the FAT has been successfully completed.
The contractor shall notify the Government of any issues or problems that needed to be corrected.
3.11 The contractor shall ship the panel to the Government. The contractor shall notify the Government of its intent to ship the panel and provide the name of the shipping company and the tracking info in writing once the panel has shipped.
3.12 NSWCCD shall provide personnel to install the H1, G14, and new panel as overseen by the contractor.
3.13 The contractor and NSWCCD shall agree on a set of waves to be run before the hardware replacement as a baseline for the wavemaker. These waves will be used following the completion of the hardware replacement to ensure the wavemaker is performing as well or better than before the upgrades.
3.14 The contractor shall provide a minimum of one employee to oversee the installation of the panel, and if necessary the H1 and G14 cards as well.
3.15 The contractor shall provide a minimum of one employee to perform testing of the MASK Wavemaker to ensure the replacement hardware is working correctly and the MASK Wavemaker is still functional.
3.16 Not more than 90 days after completion of acceptance testing and Government acceptance of the waves, the contractor shall provide, if there are changes, an “as built” drawing. This drawing shall be MR100001 Rev D. If no changes to the drawing are needed from the preliminary drawing (section 3.6), then Rev C shall become the final version of the drawing.
3.17 Following acceptance and completion of the as built drawings, the contractor shall agree to allow the Government to reproduce the panel in order to replace the obsolete hardware in the remaining twenty-six (26) enclosures. This agreement shall cover the reproduction of the panels as necessary to maintain and repair the MASK Wavemaker.
4.0 SPECIAL QUALIFICATIONS:
4.1 The contractor shall provide at least one person, on site, chosen by Edinburgh Designs in writing, who is familiar with the H1 and G14 cards, and the new panel. This person shall be responsible for overseeing the installation of the new hardware.
4.2 The contractor shall provide at least one person to assist the Government on site. This person shall be familiar with the software and firmware in the MASK Wavemaker.
This person must be able to troubleshoot, modify, download, install any Edinburgh Designs software or firmware necessary to make the wavemaker operational following the hardware replacement. This person must also be able to, if necessary, replace the firmware on the new drives, and if necessary the old ABB/Baldor drives. Edinburgh Designs shall submit the name of this person, or persons to the Government in writing in advance of travel.

The following factors shall be used to evaluate quotations:
Factor 1 Price
Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but not limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.
Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

2) Technical Capability/Approach evaluations will result in one of the following ratings:
TABLE 1 - TECHNICAL RATINGS
Rating Description
Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
A quote must be rated "ACCEPTABLE" for the quote to be eligible for award.
