About this file
This memorandum documents a sole source justification for the acquisition of a custom Workhorse Navigator Acoustic Doppler Current Profiler (ADCP) from Teledyne RD Instruments. The Naval Surface Warfare Center, Carderock Division requires this specific ADCP model due to its unique design meeting complex performance requirements for a testing program this winter. Using an alternative vendor would significantly increase service time and costs to meet the testing schedule. Teledyne is identified as the only company that can provide this customized ADCP, as a new system from another supplier would require redesign, engineering costs, and new TEMPALT certification. Proprietary rights and licensing agreements also limit the ADCP to Teledyne as the original equipment manufacturer. The related federal contract opportunity is for this sole source procurement of the custom Workhorse Navigator ADCP from Teledyne RD Instruments under solicitation number N0016724Q0009 for the Department of the Navy Naval Sea Systems Command.

TO: Code 02
SUBJECT: SOLE SOURCE JUSTIFICATION FOR CUSTOM WORKHORSE NAVIGATOR ACOUSTIC
DOPPLER CURRENT PROFILER (ADCP)
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.
II. DESCRIPTION OF ITEM OR SERVICE (include manufacture/sole source name and address) The Naval Surface Warfare Center, Carderock Division (NSWCCD) Code 861 intends to pay for a CUSTOM BUILT WORKHORSE NAVIGATOR; ADCP: a COTS fully turnkey device designed to measure 3 axis velocities of particulates in the water column. The data from the transducer can provide information about water currents and speed through the water for the host vessel. The device is used in existing TEMPALTS to interface with ship systems on various classes of government vessels. Teledyne is the manufacturer of this custom unit and there for is the only company that it can be purchased from. Using another company would require a design and engineering costs .

Teledyne RD Instruments is the manufacturer of a 1200kHz ADCP which utilizes a patented Broadband signal processing to allow for superior data collection and accuracy. This patented Broadband signal processing is needed to meet the accuracy and data collection requirements for this program. The customized smooth flow design is also required due to the high speeds and necessary reduction in flow noise and potential cavitation.

and sensor/electronic sets. The Workhorse Navigator ADCP is required as it is the only system compatible with the existing data collection systems and approved software.
3. Other Reasons:
Due to the unique design of this specific Custom Workhorse Navigator and complex performance requirements, using a different vendor would significantly increase the service time to meet the program-testing schedule this winter.
It will cost the Government an estimated In addition, the Government will incur training costs to retrain our Engineers.
The existing Workhorse Navigator ADCP already has successfully passed the TEMPALT process. A new ADCP would require a new TEMPALT certification.
