STATEMENT OF WORK

STATEMENT OF WORK (SOW)

STAVE SUPPORT CONTRACT

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: To provide services for engineering, hardware and software support and the purchase of a new scanner in support of the Shaft Taper Analysis Verification Evaluation

(STAVE) systems at Norfolk Naval Shipyard (NNSY), Pearl Harbor Naval Shipyard (PHNSY), Portsmouth Naval Shipyard (PNSY) and Puget Sound Naval Shipyard (PSNSY).

2.0 BACKGROUND: Shaft Taper Analysis Verification and Evaluation (STAVE) system is a system that was implemented by the US Navy to replace the dated gage inventory with a state-of-the-art accurate, repeatable system for inspection of main propulsion shaft tapers. STAVE uses a combination of COTS hardware and custom software to collect data from the shafts and present it in the form of simulated “blue hits” as well as providing dimensional results. To properly operationalize the systems, shipyards will require support and maintenance, which are the subject of this statement of work. The period of performance includes one (1) base year with four (4) option year renewals for a total of five (5) years.

3.0 OBJECTIVE: To provide support and maintenance for STAVE operation. This support and maintenance contract is intended to support the existing systems and to upgrade and replace the critical equipment as the current Comet 6 scanners end their lifecycle. The contract consists of a base contract for the purchase of a new Scanner and contractor support to perform analysis, troubleshooting, and maintenance at NNSY, PHNSY, PNSY and PSNSY plus four (4) option years for continued contractor support services.

3.1 The contractor shall provide direct user support.

3.1.1 The contractor team shall provide remote support 1-2 times per week. Support services shall include assistance with login and account issues, system troubleshooting and support for minor system issues for end users at the four US Navy shipyards, NSWCCD TPOC, NSWCPD TPOC, and NAVSEA TWH.

3.1.2 The contractor shall provide remote system troubleshooting at all four US Navy Shipyards on an as-needed basis.

3.1.3 The contractor shall provide recommendations on STAVE operations and system integration based on shipyard requirements and concerns.

3.2 The contractor shall provide software upgrade and support.

3.2.1 The contractor shall maintain a reserve STAVE system for use as a backup and to use for the evaluation of software (including operating system, Zeiss Colin3D scanner software, and STAVE-specific software) and procedural updates.

3.2.2 The contractor shall deploy all system software updates identified as necessary for inspection functionality to production systems at the four US Navy shipyards.

3.2.3 The contractor shall provide software development to address any patches or bug-fixes deemed necessary to maintain functionality by users and stakeholders to the STAVE- Scan and STAVE-Analyze software programs.

3.2.4 The contractor shall report software updates evaluated, accepted, rejected, and deployed with justification (A002).

3.3 The contractor shall provide hardware support including materials required to outfit an extra STAVE system including:

3.3.1 The contractor shall deliver to NSWCCD a new scanner that meets the minimum specifications in year one of the Period of Performance (PoP).

3.3.2 The contractor shall provide assembly, calibration, and installation for NSWCCD purchased components.

3.4 The contractor shall provide technical results assessment.

3.4.1 The contractor shall provide STAVE inspection recordkeeping. (A001)

3.4.2 The contractor shall provide analysis of scan data and results for quality and adequacy.

Analysis of data includes reviewing the following: data, quality of data, quality of process to getting the data, marginal defects on the taper and keyways to justify further action. The analysis will be provided in a PDF format. (A003)

3.4.3 The contractor shall use their expertise to support shipyard engineers and other users and stakeholders with interpretation of STAVE results from data received from the shipyard scans.

3.4.4 The contractor shall summarize technical assessments on a semi-annual basis. (A003)

3.5 The contractor shall schedule and provide yearly onsite support.

3.5.1 The contractor shall plan, organize, and execute two visits consisting of three to five days on-site to be scheduled with the hosting facility.

3.5.2 The contractor must be able to obtain base access to all four US Navy Shipyards.

3.5.3 The contractor shall spread the trips between the shipyards, alternating every year between PNSY or NNSY, and between PSNSY or PHNSY.

3.5.4 The contractor will use these trips to perform on-site system maintenance.

3.5.5 The contractor shall organize and provide refresher and/or new user training.

3.5.6 The contractor shall collect feedback from users and stakeholders.

3.6 The contractor shall provide STAVE system calibration support.

3.6.1 The contractor shall provide system calibration/re-calibration inspections to a calibrated cylindrical STAVE artifact for all US Navy shipyard systems during every onsite visit. The US Navy is responsible for making a cylindrical STAVE artifact available to complete the work. (A004)

3.6.2 The contractor shall provide logistics and scheduling as needed for re-calibration of planar dot-pattern artifact panels included with the STAVE systems at all four US Navy Shipyards.

3.6.3 The contractor shall execute purchase orders for re-calibration of artifact panels as needed for each of the four US Navy shipyards

3.7 The contractor shall provide monthly status reports.

3.7.1 The contractor shall provide monthly status reports summarizing progress to date, obstacles/constraints, and issues and concerns (A001)

3.7.2 The contractor shall provide monthly project cost updates, schedule and performance status. (A001)

(a) The Government intends to award a contract to the responsible quoter whose quote (1) is the

Lowest Price Technically Acceptable quotation, (2) conforms to the solicitation, (3) contains a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations:

Factor 1 Price

Quotes must include a price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but not limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability/Approach

The Government will evaluate the Quoter for acceptability of Technical Capability.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Performance Work Statement (PWS)/Statement of Work (SOW) and/or minimum specifications.

2) Technical Capability/Approach evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Tracy McDonough email at tracy.l.mcdonough2.civ@us.navy.mil
