BRAND NAME JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
From: Josue Ramos Abreu, Code 6102 To: Code 02 Acquisition Branch
Subj: BRAND NAME JUSTIFICATION (Acquisition of ProtoMAX Personal Abrasive Waterjet, Accessory Kit, and Garnet Abrasive)
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
Code 6102 desires to procure a small form factor waterjet cutter as well as an accessory kit and abrasive to support operation of the waterjet cutter.
The recommended vendor, Omax, is to provide a ProtoMAX Personal Abrasive Waterjet [#317460 - Computer Loaded w/Intell-MAX Pro Software, w/ 1 55lb bucket 85 grit HPX Garnet], ProtoMAX Spares and Accessories Kit [#318239], and six 55 lb. buckets of 85 HPX Garnet [#318745].
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
ACQUISITION
Only two sources for a personal waterjet sized appropriately for lab usage have been identified currently, the ProtoMAX and WAZER. The software of the ProtoMAX allows for a variety of file formats to be imported and utilized when cutting, most notably .dwg format. As this is a common file format used in CAD software, utilizing the .dwg format is a requirement for Code 6102. Code 6102 also has the requirement of cutting head traverse speed of 100 in/s. The ProtoMAX cuts at 100 in/s, while the WAZER cannot meet the requirement at a cutting speed of 75 in/s.
3. MARKET SURVEY
Through contact with a Omax representative at a conference it was determined that the ProtoMAX and WAZER are currently the only options for a small scale waterjet cutter suitable for lab usage. Independent research confirmed this, with the only alternative being plasma cutters of this form factor which are not technically acceptable for cutting composite materials.
