SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
From: Code 6530
To: Code 02 Simplified Acquisition Branch
Subj: SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
Naval Surface Warfare Center Carderock Division (NSWCCD), Code 6530, is seeking to acquire one MTS FlexTest 200 Controller. The procurement will include one MTS
FlexTest 200 controller including Cable Assemblies, Temposonic Transducers and on-site installation. The purpose of this procurement is to replace the obsolete control system currently being used in the Fatigue and Grillage Test Facility (FGTF) located in Building
19.
The total estimated cost of this procurement is $ with an estimated shipment schedule of
Days after receipt of order (ARO).
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
NSWCCD Code 6530 currently maintains three servocontrollers between the Fatigue and
Grillage Test Facility and the Structural Evaluation Lab; two are MTS FlexTest 200’s and the third is an MTS FlexTest 2M. The FlexTest 2M is obsolete, unsupported, and does not meet current Information Assurance (IA) requirements. Both the FlexTest 200 and
FlexTest 2M controllers run the 793 controller software including Basic TestWare and
Multipurpose TestWare.
Code 6530 requires that control programs be portable between the servocontrollers that service the Fatigue and Grillage Test Facility and the Structural Evaluation Lab in order to maintain redundancy in the event of a servocontrollers malfunction. The servocontrollers must be capable of running Basic TestWare and Multipurpose TestWare to provide control program portability with existing servocontrollers. Code 6530 must maintain capability to rapidly change servocontrollers within the FGTF and SEL in order to meet time sensitive mission requirements; failure to do so may result in disruption to acquisition program schedules.
As a result of Market Research, as indicated in Section 3, only the servocontrollers unit manufactured by MTS Systems Corporation fulfilled all of the Navy’s requirements.
MTS Systems Corporation is the only manufacturer of the FlexTest 200 controller. They are the sole distributor and do not have any authorized resellers.
3. MARKET SURVEY
MTS System Corporation is the only company that manufactures and sells the FlexTest controller product line. The MTS Series 793 Application software in the FlexTest 200 controller is only used in the FlexTest line of controllers and is not available anywhere else. There are companies that offer servocontrollers, but they are not 793 software compatible.
4. ADDITIONAL FACTS
Code 6530 also notes that the existing Grillage Test Machine located in the FGTF relies upon a coupled system utilizing a MTS FlexTest 2M and the original Chantt control system. Currently, the system is uniquely set-up between the two systems to control the Hydraulic Power Unit and Hydraulic Service Manifolds in tandem.
Replacing the current MTS FlexTest controller and adapters with another available servocontroller would result in the requirement to replace the servocontroller, Chantt adapters, Chantt HPU controller, E-Stops, cabling, training for personnel, and conversion of control programs.
If an MTS 793 software incompatible controller were purchased it would require the acquisition of an additional servocontroller to serve as a backup to prevent downtime and delays in acquisition programs. The acquisition cost of purchasing an incompatible controller is estimated at $.
