This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The

Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit and negotiate with only one source under the authority of FAR

Part 6.302-1(b)(1)(i) “there is a reasonable basis to conclude that the agency’s minimum needs can only be satisfied by unique services available from only one source.” The Government intends to solicit and negotiate with Precision Environments for the preventative maintenance, calibration and recertification of two environmentally controlled laboratory spaces.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal

Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-95 and the

Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161222.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 10:00 AM on 19 October

2018. This notice of intent is NOT a request for competitive proposals.

However, all responses received by 19 October 2018 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

PERFORMANCE WORK STATEMENT

ON-SITE MAINTENANCE, CALIBRATION AND RECERTIFICATION OF ENVIRONMENTALLY CONTROLLED SPACES

1. Background Information

The Naval Surface Warfare Center, Carderock Division (NSWCCD) is the responsible activity for conducting inspection testing of bearings made to MIL-B-17931E. Sample lots of bearings must be tested and satisfy specific vibration and dimensional requirements to be accepted as Navy noise-tested bearings. Dimensional measurements must be made at a standard temperature of (68 degrees F) and controlled humidity conditions typically 40 % RH. The dimensional measurements are conducted in two spaces designated the Moore and Precision Laboratories. Periodic maintenance, calibration and certification are required to ensure accuracy of measurements.

Original design conditions for Moore Laboratory are temperature 68 degrees +/- 0.5 degrees F, Humidity 40 +/- 5 % RH and Class 10,000 cleanliness. The original design conditions for the Precision Laboratory are temperature 68 degrees +/- 1.0 F, Humidity 40 +/- 5% RH and Class 10,000 cleanliness.

2 Scope of Work:

2.2 The contractor shall perform the following for two spaces designated as the Moore and Precision Laboratories:

2.2.1 Inspection and Preventative Maintenance: The contractor shall perform an inspection of the environmental control system and make fine adjustments and perform fine-tuning of components to include the following systems:

2.2.1.1 Central Blower System and Fans

Lubricate associated dampers and linkage

Measure and log motor design and operating amperage

Check and align couplings

Clean condensation pan and drain as required

Check cooling coils for cleanliness

Align blower and fan pulley as required

Check and tighten motor mounts and adjust vibration elimination system

2.2.1.2. Condensing Units

Record operating temperature

Conduct superheat analysis (analysis of refrigerant charge)

Record motor operating amperages and draw

Conduct electronic analysis for leaks at compressor

Megger compressor motor windings

Examine belt sheaves, bearing and couplings; and lubricate per manufacturer’s specifications

Check motor mounts and condenser housing assembly

Check and record operating pressures

Clean condenser coils

2.2.1.3. Temperature Controls

Calibration of sensors

Fine tuning all software application programs including NSWCCD ALC DDC system

2.2.1.4. Humidifiers

Check humidifier to ensure proper out-put and perform preventative maintenance in accordance with manufacturer’s instructions

2.2.1.5. Reheats

The reheats will be tested by ramping the unit up checking for proper out-put and noting for any parts not functioning properly

2.3. System Recertification: The Contractor shall conduct tests using a trained technician to verify and document that the spaces are operating to the original design specifications. All required instrumentation shall be provided by the contractor. All temperature instrumentation utilized for the certification procedures shall be calibrated and traceable to NIST. All calibrations have a statement of measurement uncertainty meeting the requirements of ISOIEC 17025. The following procedures shall be used to perform the verification testing.

2.3.1. Temperature

a) Room Horizontal – a multipoint grid check will be performed utilizing highly accurate and stable temperature sensors with accuracies at least 0.05 degrees F. The space will be divided into grids of floor area to form measurement locations. Each space will be measured at Bench Height (42 inches). Above finished floor (AFF) Readings will be recorded for intervals of 6 minutes at each point and continue for an 8-hour period.

b) Room Vertical – a multipoint grid check will be performed in the vertical plane. The measurements shall be conducted near the center of the room approximately 12 inches AFF and be performed in 3-foot vertical increments to within approximately 12 inches from ceiling height. Each space will also be measured at Bench Height (approximately 42 inches AFF). The readings will be conducted for intervals of 6 minutes at each point and continue for an 8-hour period.

2.3.2. Test data evaluation (pass/fail):

a) Volumetric test – measurement by volume If any sensor/s exceeds the specifications for two sample intervals the test fails

b) Stability test – average of all sensor readings If the average combined sensors exceed the specifications for one sample interval, the test fails

2.3.3. Humidity: Calibrated electronic humidity instrumentation, accurate to +/-2% RH, shall be utilized to conduct the humidity test. One reading before the start of the temperature test and one reading after the temperature test will be performed. If either reading exceeds the humidity specifications by 1% the room fails the humidity test. In the event of a failed test condition the contractor shall provide a written estimate of the required work to correct the issue.

2.3.4. Laboratory Pressure: Calibrated electronic manometer instrumentation accurate to +/- 0.3%, shall be used to conduct a room pressure test. Space pressure must be positive relative to the outside of the room to pass the test. In the event of a failed test condition the contractor shall provide a written estimate of the required work to correct the issue.

2.3.5. Lights: The space will be sectioned into four quadrants. A calibrated light meter will be used for these measurements. A reading will be done in the center of each quadrant at Bench Height. An average of the four readings will represent the space.

2.3.6. Filtration: Particle counts will be taken at four locations in the space using a calibrated laser particle counter. Particle levels measured shall include 0,3, 0.5 and 5.0 micron per cubic foot of air.

2.4. Repair Work: if during the inspection, preventative maintenance or certification phase, any repair action is required/recommended the contractor shall provide a written estimate including required parts, labor and other associated costs.

2.5. Certificate of Calibration and Certification Report: A final report will be submitted to NSWCCD 30 days after conclusion of the certification testing. The final report shall include grid and sample locations and the value of the reading for each sample. The samples will also be identified with respect to time (CDRL A001).

3.0 ECMRA Standard Language – NMCARS April 2018:

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for NAVSEA NSWCCD via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;

(5) S, Utilities ONLY;

(6) V, Freight and Shipping ONLY.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

The DBIDS identification card will expire at the end of the contract period, normally one year, but for multiyear contracts the DBIDS expiration will not exceed three years. There are no fees incurred by the contractor, vendor, or supplier to obtain a DBIDS credential.

Contractors (without CAC), vendors, delivery personnel are required to complete and sign the Department of the

Navy Local Population ID Card/Base Pass Registration, SECNAV Form 5512 authorizing the DOD/DON and other authorized Federal agencies to obtain any information required from the Federal government and/or state agencies, including but not limited to, the Federal Bureau of Investigation (FBI), the Defense Security Service (DSS), the U.S.

Department of Homeland Security (DHS). The DBIDS application will not be processed until this form has been completed in its entirety and signed by the applicant. The applicant must bring with them one of the following forms of identification:

MACARTHUR BOULEVARD – OVERWEIGHT VEHICLE GUIDELINES

1. Roadway has a posted load (weight) restriction of 6 tons GVW.

2. Washington Aqueduct (WA) makes exceptions up to approximately 15 tons GVW for special conditions. (School buses, garbage trucks, fire trucks, construction work and special deliveries).

3. Two methods of approval:

a. Verbal (short duration access)

b. Permit (daily/weekly/monthly business)

4. Verbal Method:

a. Applicants calls WA

b. WA requests location of delivery, day of delivery, and GVW of vehicle.

c. WA makes approval or disapproval decisions based on weight of vehicle, location of delivery and conduit condition in that area.

d. If approved by WA, the Montgomery County Police are called and given notice of approval (301-652-

9200).

The following information is given to the Police:

a. Name of delivery company

b. Address of delivery

c. Date of delivery

The police record the information in a log book at the Bethesda Police Station. If the applicant is stopped by the police on MacArthur Boulevard, he should tell the police officer that he has been approved and the police officer should call the police station to verify the approval. If there is no record at the police station the truck driver will get a ticket and be fined.

5. Permit Method:

a. Applicant calls Montgomery County Department of Public Works and Transportation, Division of

Traffic and Parking Services at 301-217-2190 for permit application.

b. Applicant completes permit application and sends it back to Montgomery County.

c. Montgomery County sends application to WA for approval or rejection.

d. WA reviews application and approved or rejects it based on GVW criteria and purpose of request.

e. WA sends application back to County. If approved Montgomery County will issue a bumper sticker permit and if disapproved County sends letter of rejection.

6. No concrete trucks are allowed on MacArthur Boulevard due to excessive weight. Trucks normally weigh 30 to

40 tons loaded. Concrete trucks can be driven to a street intersection at MacArthur Boulevard and concrete can be pumped or transported by a front end loader to the specified building site.

7. No ten wheel trucks are allowed on MacArthur Boulevard due to excessive weight. Single axle trucks are permitted if GVW is less than 15 tons.

8. Overweight trucks can cross MacArthur at locations of heavy duty crossings.

HEAVY DUTY (AND MEDIUM DUTY) CROSSINGS

ON MACARTHUR BOULEVARD

1. Anglers Inn 12” reinforced concrete slab supported by W 12x79 beams, 4’ c.c. and bridging “New Conduit” only. Three foot thick concrete wall extending down to floor slab of conduit supports W 12x79. Old conduit has 12” concrete slab on grade over it.

2. Brickyard Road 12” reinforced concrete slab supported by W 12X79 beams, 4’ c.c., supported by 3’ thick concrete walls outside and

4’ thick intermediate wall.

3. Palisades (Medium Duty) 10” concrete slab (no supports) with #4 @ 12” both ways.

Drive in and out on North side of MacArthur Blvd. from

Eggert Drive.

4. Eggert Drive (Navy Haul Road) Consist of 2’-8” and 2’-1” thick concrete slabs over new and old conduits. Slab reinforced with 1” square bars at 4” and 41/2” respectively.

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
