1.0 Machining, Mechanical Testing, and Chemical Analysis Services in Support of Naval Surface Warfare Center Carderock Division (NSWCCD) Code 611

2.0 Background and Objectives

NSWCCD Code 611 performs research and development in the areas of welding, processing, non-destructive evaluation, and other allied processing techniques. Code 611 also provides in-service engineering and technical support to NAVSEA technical warrant holders and various program offices. As part of the research and development efforts and engineering support, it is necessary to procure machining, mechanical testing, and chemical analysis services for a wide range of material types. The full list of required services and detailed requirements for each service are provided in Section 3. These services are typically procured through NSWCCD Code 611 furnishing roughly pre-sized specimen blanks and/or whole articles (welds, etc.) to a contractor, who then performs final machining of the furnished material to specified dimensions and tests the resulting specimens in accordance with relevant standards and specifications. Results of the tests are then provided to NSWCCD Code 611, and the tested specimens are returned for further analysis by NSWCCD engineers.

The objective of this contract is to procure machining, mechanical testing, and chemical analysis services from a single vendor who can provide the maximum value to NSWCCD Code 611 in terms of variety of services offered, cost, and quality of services provided. The services will be used to assist Code 611 in providing research, development, and engineering support services to the NAVSEA technical community and other sponsors.

Specimens shall be machined in a free and natural state; no bending, straightening, or distortion is permitted. Any machining or grinding method capable of producing specimens that conform to the dimensions and tolerances laid out in the relevant standard(s) is acceptable, as long as commercial best practices for specimen cooling are used to minimize temperature rise of the specimen during machining

The surface finish for all specimens shall be root mean square (RMS) 40 microinches or better

3.2.1.3 Testing

The testing machine shall be operated in crosshead control with constant speed when determining yield properties (i.e. “Method A” described in ASTM E8-16 Section 7.6.4.1). After yield behavior has been recorded, the rate of testing may be increased in accordance with ASTM E8-16 Section 7.6.5.

An extensometer of Class B-2 or better shall be used for extension measurement (extensometer classes are defined in ASTM E83-16)

The typical test temperature for tensile specimens will be room temperature, but some testing at other temperatures may be required. Specifics regarding required test temperature(s) will be specified to the contractor in the Task Order.

Fracture surfaces of broken specimens shall be handled to prevent oxidation or other surface damage and preserved by a light coat of lacquer that is soluble in a common solvent (e.g. acetone or ethanol) shortly after the completion of testing

3.2.1.4 Reporting

The following information from each tensile test shall be reported to the Government in accordance with Contract Data Requirements List (CRDL) A001:

1. 0.2% offset yield strength, which shall be determined by the method described in ASTM E8-16 Section 7.7.1

2. Ultimate tensile strength

3. Original gauge length, percent elongation, and reduction of area as determined by ASTM E8-16

Section 7.11

4. Location of fracture, if applicable (e.g. within a weld, its heat affected zone, or the base material)

5. Stress-strain diagram

6. Raw stress-strain data

3.2.2 Compression Testing

3.2.2.1 Applicable Standard(s)

ASTM E9-09

ASTM E111-04 (2010)

ASTM E83-16

3.2.2.2 Specimen Preparation

Compression specimens will typically be 0.250 inches in diameter, but specimens of other sizes may be required. Specifics regarding required specimen geometry will be specified to the contractor in the Task Order.

Electrical discharge machining (EDM) of blanks is suitable but is prohibited for final machining.

Machining with a lathe is acceptable, provided that tolerances for finished specimens are satisfied, but centerless grinding is preferred.

Commercial best practices for specimen cooling shall be used to minimize temperature rise of the specimen during machining

The diameter tolerance for specimens shall be +/- 0.001 inch Compression specimens that are to be loaded past the prescribed yield offset shall have a maximum length/diameter (L/D) ratio of 4.0.

Per ASTM E9 Section 7.3.2, the ends of a specimen shall be flat and parallel within 0.0005 inch/inch

(mm/mm) and perpendicular to the lateral surfaces to within 3 degrees of arc The surface finish for all surfaces shall be RMS 40 microinches or better

3.2.2.3 Testing

The typical test temperature for compression specimens will be room temperature, but some testing at other temperatures may be required. Specifics regarding required test temperature(s) will be specified to the contractor in the Task Order.

Molybdenum disulfide or similar lubricant shall be used on the ends of the samples to reduce friction and barreling effects

The test vendor shall measure and verify that the bearing surfaces are parallel within 0.0002 inch/inch (E9 Section 6.1.1)

Extensometers of Class B-2 or better shall be used for determination of yield properties per ASTM E9-09 Section 6.5 (extensometer classes are defined in ASTM E83-16).

Per ASTM E9-09 Section 9.2, if the modulus of elasticity (i.e. Young’s Modulus) is the primary quantity to be determined, the test method of ASTM E111-04 must be followed, including the use of a Class B-1 or better extensometers. The need to determine the modulus of elasticity as the primary quantity will be specified to the contractor in the Task Order.

Attachment points of the extensometers shall be at least a distance equal to one diameter away from each end of the specimen. For example, the minimum length of a 0.500 inch diameter sample would be 2 inches, when using a 1 inch extensometer. For a 0.250 inch diameter sample, the minimum length should be 1.000 inch, when using a 0.500 inch extensometer. The minimum distance in order to fit the extensometer between the bearing plates must also be considered when designing specimens.

As described in NIST Technical Note 1679, the use of two diametrically opposed extensometers provides the most consistent strain measurement and elastic modulus. Measuring strain on opposite sides of the cylinder effectively “cancels out” slight bending that may occur during the test. Two extensometers of the appropriate class, diametrically opposed, shall be used as described in NIST Technical Note 1679.

The test shall be conducted in displacement control (or “crosshead” control) and set so that the achieved strain rate in the elastic portion is a maximum of 0.005 inch/inch per minute

The test shall continue at constant crosshead speed until a total axial strain of 2.0% is reached Sample diameter and length shall be measured with an accuracy of +/- 0.001 inch both before and after the compression test. The final engineering strain should be compared to the final strain recorded by the extensometer during the test. Initial and final geometries shall be recorded and any discrepancies between measured strain and extensometer strain shall be recorded.

3.2.2.4 Reporting

The following information from each compression test (as applicable) shall be reported to the Government in accordance with Contract Data Requirements List (CRDL) A001:
