Containerized Marine Sanitation Device (MSD)
1.0 SCOPE
This Statement of Work is for the procurement of a “turn key” containerized Marine Sanitation
Device (MSD), also referred to as an Advanced Wastewater Treatment System (AWTS), with proven performance of meeting the discharge requirements of the Alaska Department of
Environmental Conservation (DEC) general permit number 2013DB0004 and certified to the
Marine Environment Protection Committee (MEPC) Resolution 227(64).
2.0 BACKGROUND
The U.S. Army Product Directorate Army Watercraft Systems (PD AWS) requires that Logistic
Support Vessels (LSV) have an MSD, also referred to as an Advanced Wastewater Treatment
System (AWTS), to treat shipboard-generated combined blackwater and graywater prior to overboard discharge. The MSD shall meet the requirements of the United States Coast Guard
(USCG) 33 Code of Federal Regulations (CFR) 159.301, Marine Environment Protection
Committee (MEPC) Resolution 227(64) and have proven performance for continuous discharge in Alaskan waters, meeting the requirements of the Alaska Department of Environmental
Conservation (DEC) general permit number 2013DB0004. Prior to the Army installing the MSD on multiple LSV class ships, the MSD will be evaluated aboard the lead ship of the class. As such, this MSD is for test and evaluation and will be installed in an International Organization for Standardization (ISO) shipping container (containerized) for simplified shipboard installation and removal.
3.0 APPLICABLE DOCUMENTS – The following references form a part of this document to the extent specified herein:
a. USCG 33CFR159
b. Resolution MEPC.227 (64)
c. Alaska DEC General permit number 2013DB0004
4.0 SPECIFICATION
4.1 The MSD shall be a Membrane Bioreactor (MBR) with external membranes (not submerged membranes).
4.2 The MSD shall have a minimum treatment capacity of 16 cubic meters per day (4,224 gallons) of combined blackwater and graywater containing 21.0 kilograms (46.2 pounds) of
Biochemical Oxygen Demand. The MSD shall be certified in accordance with USCG
33CFR159, and Resolution MEPC.227 (64). Additionally the MSD shall have proven compliance to USCG 33CFR159.301 and proven performance meeting the requirements of the Alaska DEC general permit number 2013DB0004.
4.3 The MSD shall operate automatically without operator intervention during wastewater treatment and sludge discharge.
4.4 The MSD shall be containerized in an ISO shipping container. The containerized system shall incorporate the following:
4.4.1 The MSD shall be fully operational while containerized.
4.4.2 The shipping container shall contain the installed and operational MSD, all system controls and required tankage, including the equalization or buffer tank and any required transfer pump(s). The contractor shall provide all components installed in the shipping container.
4.4.3 All influent pretreatment and associated tankage, pumps and plumbing with the exception of a grease separator shall be provided and installed in the shipping container.
4.4.4 All effluent post treatment shall be provided and installed in the shipping container.
4.4.5 MSD effluent discharge shall be capable of discharging to a minimum of a 15 foot head.
4.4.6 The weight of the shipping container and MSD (wet) shall not exceed ISO standards.
4.4.7 The shipping container shall be weather tight and contain heat and ventilation equipment as required for MSD operation.
4.4.8 Both preventive and corrective maintenance shall be able to be accomplished without removal of the MSD from the shipping container.
4.4.9 Every attempt should be made to containerize the MSD and associated tankage in a single shipping container. However, if additional space is required, then an additional shipping container may be used for tankage. No more than 2 shipping containers shall be used.
4.5 Interface connections shall be external to the shipping container with isolations, such as ball valves, inside the shipping container. All interface connections shall be National Pipe
Thread (NPT) and provided with a cap or plug.
4.6 The system shall be capable of operating on 240 volts alternating current (VAC), 3 phase, 60 hertz (Hz).
4.7 System drains shall be provided such that the tanks, membranes and piping can be completely drained. All drains shall be equipped with an isolation valve. Drain plugs are not acceptable.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technically Acceptable – In order to be determined technically acceptable, offers must meet or exceed the specifications, delivery requirements, and other terms and conditions in the solicitation and any subsequent amendments.
TECHNICAL SUBMITTALS to be provided in order to be determined to be technically acceptable.
o Copy of the MSD Resolution MEPC 227 (64) certification documentation o Statement that the minimum specifcations have been met o Copy of the USCG certification certificate or a copy of the submitted application for a
USCG equivalency certificate
Delivery – Offerors must meet the required delivery date. Any proposed alternate delivery schedule could be deemed unacceptable and would eliminate the offeror from possible award.
The offer must be determined to be technically acceptable before further consideration. All submittals must be received with the offer. Failure to do so could deem the offer to be non responsive.
Past Performance: Evaluation of past performance will be based on information obtained from DFAR
252.213-7000 Past Performance Information Retrieval System (PPIRS-SR) as well as any other sources which may have relevant information. A quote/offer with a low PPIRS-SR rating (red or yellow for quality and/or less than a 70 weighted delivery score) may not represent the most advantageous quote/offer to the Government.
PAST PERFORMANCE SUBMITTALS:.
o Example of past experience of containerizing an MSD o Experience providing MSDs to the Maritime industry such as, commercial shipping, US
Navy and Foreign Navies, and oil drilling platforms.
Responsibility – Offers must meet the standard of FAR 9.104
Other –
Must meet the size standard identified on page 1 or in FAR 52.219-1, if a set-aside
Price - The quoter’s proposed price will be evaluated on the basis of price reasonableness. The evaluation may include, but is not limited to, price comparison with other quoters, and comparison with Independent
Government Estimates.
Quoters responding to this RFQ are advised that, prior to award, the Government may request vendors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price lists with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.
Technical will be rated Acceptable or Unacceptable. Technical submittals rated as Unacceptable will not be further evaluated. Failure of any aspect of the written technical submittal could render the quote technically unacceptable.
All evaluation factors other than cost or price when combined are approximately equal to cost or price.
Selection: The Government intends to evaluate quotations and issue a contract using the procedures of
FAR Subpart 13.5, Test Program for Certain Commercial Items. The Government shall select the quoter whose quotation is the best value to the Government, considering price, technical, and past performance when compared to other quotations. The Government reserves the right to issue a contract to other than the lowest priced quoter. The Government also reserves the right to not issue a contract if it is not in the best interest of the Government.
Any questions in relation to this RFQ shall be submitted to Dianne Grimes by e-mail at dianne.grimes@navy.mil. The cut-off date for questions is 30 August 2016 at 11:00 AM, Eastern Standard
Time Zone.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Options are not anticipated for this requirement.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (JUL 2016)
ALTERNATE I (OCT 2014)
