STATEMENT OF WORK

Digital Servo Controller

1. Performance Work Statement

The Fatigue Testing Facility in B-bay/Building 19 operates a system of closed-loop, servo-hydraulic fatigue machines that are controlled from digital servo controllers. The current digital controllers are obsolete as they are no longer supported by the EOM and require an operating system incompatible with the Navy’s information assurance (IA) stance. Thus, we request sources for new digital control system that maintains current capability and complies with IA requirements. To upgrade our control system we require an easy to use, flexible digital servo-controller with closed-loop control, transducer conditioning and function generation to drive various types of servo-actuators.

This acquisition involves replacing servo controllers on two uni-axial test frames. The test frames are located in the test bay, controllers in an adjacent windowed control room, and hydraulic power supply units (pumps) in another (opposing) adjacent room. Existing wire ways and wall penetrations can be used for cabling runs. The first test frame is 50 kip capacity, 6 inch stroke actuator, two stage servo valve, 24 volt DC solenoids, and is located approximately 30 feet from the hydraulic power supply and 50 feet from the existing controller (controller and pump are about 80 feet apart). The second test frame is 500 kip capacity, 12 inch stroke actuator, three stage servo valve, 24 volt DC solenoids, and is located approximately 20 feet from the hydraulic power supply and 70 feet from the existing controller (controller and pump are about 90 feet apart). The hydraulic power supply for the 500 kip test frame is shared with the 50 kip test frame and two other small capacity test frames that can be disconnected. Due to lack of environmental control in the bay, controllers must be located in the windowed control room, as currently configured.

The new digital servo controller must control a single hydraulic actuator in load and displacement. This system must be configurable to support a range of test requirements and applications. Function generation, calculated channels, mean level offsets, and user defined endpoint commands are required to support complex load and displacement waveform shapes.

2. Mandatory Qualifications

Windows 7, 64 bit Operating System compliant Servo-Controller:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1 Technical Factor 2 Price

(b) Basis for Award & Evaluation

This will be a Low Price Technically Acceptable (LPTA) procurement. The Government intends to evaluate quotations and award a contract without discussions with Offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable quotation with the lowest evaluated price. An overall technical rating must be at least "ACCEPTABLE" in order to be eligible for award. An "UNACCEPTABLE" rating, results in the technical quotation being rated "UNACCEPTABLE" unless corrected through discussions. An overall technical rating of "UNACCEPTABLE" makes a quotation ineligible for award.

An offeror is expected to submit sufficient information in response to the Soliticitation to allow for the evaluation of his/her quotation.

Each of the evaluation factors will be rated as follows:

Factor 1 - Technical The Government will evaluate the offeror's capabilities to provide services IAW the Solicitation.

Table A-1. Technical Acceptable/Unacceptable Ratings

Rating Description

Acceptable Quote meets all the minimum requirements of the Mandatory Qualifications section of the SOW titled “Digital Servo Controller.”

Unacceptable Quote does not clearly meet the minimum requirements of the SOW.

Factor 2 - Price Offerors' price proposals will be evaluated to determine if the price is fair and reasonable in accordance with FAR 12.209. Quotations should include a proposed price for each Contract Line Item Number (CLIN).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

(h) Certification Regarding Responsibility Matters (Executive Order 12689). (Applies only if the contract value is expected to exceed the simplified acquisition threshold.) The offeror certifies, to the best of its knowledge and belief, that --

(1) The offeror and/or any of its principals ( ___ ) are, ( ___ ) are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency,

(2) ( ___ ) Have, ( ___ ) have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property; and

(3) ( ___ ) Are, ( ___ ) are not presently indicted for, or otherwise criminally or civilly charged by a Government entity with, commission of any of these offenses enumerated in paragraph (h)(2) of this clause; and

(4) ( ___ ) Have, ( ___ ) have not, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,500 for which the liability remains unsatisfied.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).
