About this file

This amendment to a solicitation provides answers to industry questions about requirements for commercial transport trailers. The Naval Sea Systems Command seeks to procure trailers able to maintain internal temperatures between 35-90 degrees Fahrenheit in ambient conditions. Payload restraints will use rub rails with chains. Formal design reviews are not required, and commercial manuals are acceptable documentation.

INDUSTRY QUESTIONS AND ANSWERS

1. Question: Section 2.2.4 of the Trailer System Requirements describes a “hose coupler activated automatic dump valve.” Can you please elaborate on the function of that device?

Answer: The purpose of the automatic dump valve is to automatically (no manual activation by an operator required) exhaust air suspension pressure when the trailer brakes are set.

2. Question: Section 2.2.12.3 describes a “traveling ground.” Please elaborate on the description and requirements for that device.

Answer: A traveling ground is also known as a static strap. There is no specific requirements for the traveling ground as long as it conducts electricity from the trailer to the ground.

3. Question: Section 2.3.1 describes requirements for the ECU. It states that the “ECU shall be capable of both heating and cooling, maintaining an internal temperature range between 35 and 90 degrees Fahrenheit.” Does that mean that any temperature in a range between 35F and 90F is acceptable, or does that range simply imply set‐point adjustability in the ECU? Is there a nominal temperature set point temperature and allowable variation within that range, or is the requirement met so long as the ECU is able to maintain any temperature in that range in the ambient conditions listed in section 2.5.1?

Answer: The nominal temperature set point is 75 degrees +/‐3 degrees. Yes, the requirement is met as long as the trailer is able to maintain the temperature range specified in the ambient conditions specified.

4. Question: Section 2.5.2 and Figure 5 describe the payload restraints. Is the intent to use the rub rails for attaching tiedown provisions, or is the Figure meant to imply that there are dedicated tiedown rings or other provisions in those four locations?

Answer: Rubrails will be used with chains.

5. Question: Section 3.1 requires the preparation of presentations, models and other artifacts. Is the intent to conduct a typical gated design review process (Preliminary Design Review, Critical Design Review, etc)? Or is this section meant to reflect a less formal process with fewer requirements?

Answer: The design review process will not be formal, and there is no gated design review process.

6. Question: Please confirm that commercial maintenance and operator manuals are acceptable to meet this requirement.

Answer: Yes.
