The Navy has both hardware and information exclusion clauses as well as proprietary data protection clauses in Navy contracts with the above listed firms. Offeror shall provide written notification to the PCO no later than ten (10) days after issuance of the RFP if Offeror does not consent to the use of the firm listed above. Otherwise, submission of a proposal will be considered consent of use of the firm abovementioned.

g) Proposal General Guidance Offerors should assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offeror's proposals only. The Contractor should not assume that data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government), will be considered as part of the proposal. The Government does not assume the duty to search for data to cure problems it finds in proposals. Failure to conform to requirements of this solicitation may form the basis for rejection of the proposal.

General statements such as “the Offeror understands the method for performing the Systems Engineering efforts (or any portion thereof) and can or will comply with the requirements of the solicitation” will not be considered sufficient, as will generic statements such as "straight forward engineering techniques" and the "highest quality control procedures.”

The Offeror’s proposal must contain a precise description of all terms and conditions of the services and supplies offered and must address all topics described below. The information provided in the proposal shall appear in the same order as outlined herein.

iii. Subcontracting Plan in accordance with clause 52.219-9, Small Business Subcontracting Plan (DEVIATION 2018-O0018). (No page limit)

Offerors shall provide detailed reasoning if their Subcontract plan includes small disadvantaged business goal of less than five percent.

II. Technical Proposal

a) The Technical portion of the proposal shall be submitted as Volume I, and shall be no more than 50 pages, (See

Factor I below).

b) Proposals shall not contain classified information.

c) The technical proposal shall not contain any pricing information.

d) Each technical proposal shall be specific, detailed, and complete as to clearly and fully demonstrate that the prospective contractor has a thorough knowledge and understanding of the requirements and has valid and practical solutions to technical problems. No assumptions will be made by evaluators regarding areas that are not addressed in the Offeror’s written proposal.

e) Offeror shall provide as an attachment a Performance Specification / Statement of Work Compliance Matrix (No page limit) to list non-compliance or compliance with the technical requirements to the paragraph in the offeror’s written technical proposal that demonstrates the offeror’s ability to meet the requirements listed in the Performance Specification and Statement of Work. The matrix shall cross-reference the Performance Specification and Statement of Work by paragraph number and title to facilitate Government verification that all items have been addressed. Technical explanations/discussions should not be repeated in the matrices, but they should instead act like a checklist/index. Proposal’s shall indicate (i.e. X ) if the proposed item will meet the threshold and objectives listed in the specification. This indication of meeting a requirement (either threshold or objective) is binding if the proposal is selected for award; however, for evaluation purposes, proposals that inadequately describe in sufficient detail how the proposal meets the threshold may be deemed a deficiency by the Government; furthermore, for objectives listed in the specification inadequate supporting data may prevent a strength from being assigned for the subject requirement regardless of a “X” in the objective column. The attachment (Performance Specification and Statement of Work Compliance Matrix) will NOT be included in the page count.

f) Each technical proposal shall enable Government evaluation personnel to facilitate a thorough evaluation and arrive at a sound factual-based determination as to whether or not the proposal will meet the Government’s requirements. Each technical proposal shall be specific, detailed, and complete as to clearly and fully demonstrate the degree of the prospective contractor’s knowledge and understanding of the requirements. The technical proposal shall be used as a method to determine if the proposed solutions to technical problems are valid and practical. Statements that paraphrase the Specification and/or Statement of Work or attest that "standard procedures will be employed” are inadequate to enable the Government to evaluate and do not allow the Government to determine if the proposal complies with the requirements of the SOW or Specification.

Unsupported promises to comply (i.e. checking a requirements matrix to indicate compliance with a threshold requirement) with contractual requirements will not be sufficient. Failure to thoroughly describe (i.e. test data, test methods, design/drawings, etc.) how the proposed items meets a requirement will result in a negative evaluation in regards to the subject requirement. If the technical proposal is deficient in supporting data, the Government may assign a deficiency for the subject requirement regardless of any indication in the requirements matrix of conforming to the subject requirement. Proposals must contain supporting rationale for any statements related to proposed performance.

No assumptions will be made by evaluators regarding areas that are not addressed in the Offeror’s written proposal.

g) The Government will evaluate the Offeror’s proposal in accordance with the factors and subfactors set forth below:

FACTOR I- TECHNICAL

SUBFACTOR A: Technical Approach and Compliances

a) Describe your solution’s characteristics and performance with respect to each threshold and objective specified in JXM-PS-0650 (the PS). Describe how your design, manufacturing techniques, or component selection allows you to meet the requirements of the PS.

1) Structure your response to match the paragraph numbers of the PS, ( i.e. paragraph 3.2.3 of your written technical proposal should describe the Physical Characteristics of your proposed solution as it relates to the PS paragraph “3.2.3 Physical Characteristics”). Provide quantitative measurements of your proposed solution for PS paragraphs that specify performance quantitatively. If quantitative measurements are not available, explain why you were not able to measure that parameter, and provide a thorough explanation of how your design and/or manufacturing techniques will allow you to comply with the parameter.

2) If your solution does not meet the minimum requirements of the PS, describe the exceptions. Any proposal which does not meet the threshold requirements of the PS may receive a technical rating of unacceptable.

3) Describe how you will comply with the program management, technical and program support requirements identified in the Statement of Work (SOW). Describe any areas of noncompliance and if/how you plan to achieve compliance.

SUBFACTOR B: Design Similarity The offeror's proposal shall describe the proposed design's similarity to pre-existing designs qualified for Department of Defense applications and the performance obtained (and when items were last produced/tested) from pre-existing designs. Specifically, proposals should describe how individual components such as igniter, electrode, electrolyte and heat pellet physical characteristics are similar to designs currently in production and the performance ( electrical, physical) obtained from those designs. Electrical performance variables of interest would be voltage, discharge rate, capacity, and life. For example, identification of the anode or cathode pellets with a specific diameter and thickness that have been successfully produced and provided sufficient electrical performance (that can be translated to electrical requirements for this solicitation), are well within weight requirement, etc. provides the Procuring Activity with significant risk reduction.

SUBFACTOR C: Management, Facilities, Resources, And Schedule

1) Management - Describe the management, engineering/design, and quality/production personnel that will be assigned to this effort. Discuss the years of relevant experience of these personnel.

2) Facilities and Resources - Describe the facility or facilities that will be utilized during this effort.

Describe the role of each facility as it relates to this effort. Describe equipment resources that will be used during production, design verification testing and production quality/acceptance testing. Describe human resources in terms of production capacity. Describe relationships with subcomponent suppliers.

3) Schedule - Discuss plant production capability and schedule to include start up, lead times, monthly production capacity, and ability to surge production for this item. Describe how you will integrate the performance of the expected contract with your other current and expected commercial and Government contracts.

III. Past Performance

a) The Past Performance portion of the proposal shall be submitted as a part of Volume II, and shall be no more than a maximum of five (5) pages for the narrative summary and 1 page for the matrix.

b) The offeror should provide a minimum of three (3) and a maximum of five (5) past performance references. The offeror shall contact past performance references directly and request that they complete and submit the Past Performance Questionnaire(PPQ) (Attachment 02 hereto) to the address in Block 7 of SF33, Page 1 of the Solicitation or to eric.dockendorf@navy.mil 7 days prior to the closing date of the RFP.

Under no circumstances shall the questionnaires be returned to the offerors. Any information provided by the offeror’s references is subject to verification/validation by the Government during the evaluation process. In the event references are not received by the close of the solicitation, the Government may make contact and follow up with the listed references identified on the Contractor Past Performance Data matrix.

c) Offeror shall provide a one (1) page matrix identifying the following information for each of the PPQ’s sent out:

1) Organization/Customer

2) Brief description of the contract and how it meets the criteria outlined in Paragraph (e) below.

3) Contract number

4) Telephone & E-mail of Organization/Customer Point of Contact (POC)

The offeror’s matrix should contain a minimum of three (3) and a maximum of five (5) references to contracts that are recent and relevant to this requirement. Failure to send the PPQ to each POC will be considered a proposal deficiency and may result in exclusion of the offeror’s proposal from consideration for award. The offeror shall exert its best efforts to ensure that at least two POCs per relevant contract submit a completed Present/Past Performance Questionnaire directly to the Government.

d) Up to five (5) one page summaries of each contract reference identified in the past performance summary matrix may be submitted. Offerors should include a discussion of any significant achievements and explain any Past Performance problems that it considers relevant to the proposed efforts. Offerors should also discuss past and present efforts to identify and manage program risk.

e) For the purposes of this solicitation, current contracts are defined as those on which performance occurred during the last three (3) years from date of RFP issuance. In determining relevancy, the offeror should consider the type and value of the contract, and the type of requirement compared to this solicited requirement. The offeror should also consider the level or amount of effort. Past performance shall include relevant examples of performance on contracts for similar design thermal battery systems. Demonstration of the ability to design and manufacture thermal batteries for Department of Defense applications using the same facilities/personnel proposed would be most relevant to the current solicitation. The offeror must detail (if using the “related equipment” as a reference) how the “related equipment” is applicable to the solicited effort. Should the offeror not explain how the related equipment is applicable, the reference might not be considered relevant. If an offeror has no current or relevant past performance information, they should so state that in this volume.

f) Each offeror shall submit present and past performance information for itself on projects of similar size, scope, and technical complexity. The Offerors may choose to submit present and past performance information for major proposed subcontractors, team members, and/or joint venture partners that have experience in projects of similar size, scope, and technical complexity with its proposal. The total number of past performance references for each offeror shall not exceed five (including any references submitted by subcontractors, team members and/or joint ventures). This volume shall provide a list of current and relevant contracts on which the offeror has performed in the format requested in the Proposal Requirements portion of this document. This information, as well as other information the Government may obtain elsewhere via Government databases (CPARs, PPIRs etc.) and other government agencies (DCMA, DCAA etc.), will be used to evaluate the offeror's past performance. The Government reserves the right to solicit feedback beyond what is identified in the questionnaire. NO CLASSIFIED PAST PERFORMANCE SUPPLEMENTS WILL BE ACCEPTED.

The offeror may submit performance on classified programs as long as that information can be verified. If the offeror intends to submit in this manner the information that is classified (customer, contract number, etc.) should be marked “reserved” and the description/write up of the work performed shall remain unclassified. If the offeror cannot describe what work was accomplished in an unclassified manner they cannot submit that program for evaluation. Offerors are notified that the Government will use the data provided in this volume that is determined to be current and relevant to the effort at hand and data obtained from other sources in the development of performance risk assessments.

IV. Price Proposal

a) Proposals shall not contain classified information.

b) The Offeror shall submit the price proposal separate.

c) If the annual escalation rate proposed deviates from the Producer Price Index for the NAICS of the solicitation, the offeror should provide a detailed narrative justification to support the difference.

d) If the proposed pricing appears to be unbalanced IAW the definition in FAR 15.404-1(g), offerors should provide a detailed narrative justification to support the difference.

EXCEPTIONS

Offerors are not encouraged to take exceptions to this solicitation, however, any exceptions taken to the specifications, statement of work, performance work statement or terms and conditions of this solicitation shall be explained in detail and set forth in a cover letter as well as in the proposal. Offerors are to detail the particular section, clause paragraph and page to which they are taking exception.

(End of Summary of Changes)
