SUMMARY OF CHANGES
Questions and Answers regarding N00164‐17‐R‐JN41 RFP:
1) Since there is no formal Doppler Radar test to be performed in the Sample phase, yet maximum range is a critical evaluated specification requirement, how does the US Government intend to uniformly assure that the maximum range specification claims submitted by each bidder is backed up and verified by real, tangible Doppler Radar test reports that the USG can review for verification?
Answer: As a part of the written technical proposal, vendors shall provide test method, equipment list, and test data. This is a deviation from the original written technical proposal requirement. See Written Technical Proposal Requirements Compliance Matrix_R1.
2) What type and length of barrel is used when undertaking the accuracy test?
Answer: Barrel Drawing 6545961 shall be provided. The barrel is a US military accuracy test barrel that is 36 in. in length
3) Which lot of M33 reference ammunition will be supplied during the contract?
Answer: The lot of reference ammunition to be supplied is still TBD.
4) What are the minimum and maximum "Average Mean Radii" values of the M33 reference lot that will be supplied during the contract?
Answer: Specification sections 3.8 and 4.5.4 for the Ball and Tracer shall be changed to the following:
3.8 Accuracy (Dispersion). The average of the mean radii of all targets of the sample cartridges, fired at 1000 m, shall be not greater than 17 in.
4.5.4 Accuracy (Dispersion). The test shall be conducted using methods and procedures in M‐SCATP Accuracy (Dispersion) with the following exceptions.
a. Equipment approved by NSWC Crane shall be used.
b. Rounds shall be conditioned at 70° ± 2°F and shall be fired at that temperature.
c. Targets (physical, acoustic sensors or radar) shall measure and record the location of each shot at 1000 meters.
d. For each target, a 10 shot group of MK 322/321 MOD 1 rounds shall be fired.
e. Measure the mean radius of each 10 shot group. For informational purposes only, measure extreme horizontal, extreme vertical, extreme spread, and center of impact of each 10 shot group.
5) Will the supplied M33 reference lot always be the same throughout the duration of the contract or could other reference lots be supplied, lots that have different "Average Mean Radii" values?
Answer: Reference ammunition will be limited to EPVAT testing only. See answer to 4 above
When a contractor supplies goods against the contract that will be awarded for the 50 caliber Reduced Range cartridges,
6) Do you have a requirement regarding the transport of a closed van from New York Port to Crane, IN with regard to the contractor's transporter using a single vs. dual drivers?
Answer: The transportation of small arms ammunition shall be in accordance with the Defense Transportation Regulation Part II, Chapter 205 Table 1. The document is provided for your reference.
7) In reference to Hardness requirements for case, Caliber 50 (Dwg. 13028542). Taking into consideration our currently implemented .50" case hardness, we kindly request approval to provide the required 320 rounds of BALL & Tracer samples with the same case hardness that we supplied during a previous contract.
Answer: The technical authority does not approve a waiver to hardness requirements called out in drawing 13028542. The vendor is allowed to take exception to a requirement and provide an alternative threshold for review.
8) In reference to Accuracy (Dispersion) Specification para. 3.8, the accuracy requirement dictates that it "shall not exceed the average of the mean radii of all reference groups when fired at 1000 meters".
As we do not have any USG P.N. 7553097 (NSN 1305005855191) reference cartridges please advise if we can receive reference cartridges in order to determine this requirement. Alternatively, if reference rounds are not available we request approval to provide the 320 cartridge samples with accuracy performance in accordance with the requirements of: MIL‐C‐10190D (M33 BALL) MIL‐C‐1318B
Answer: See answer in question 4 above.
9) Government Furnished Property (GFP): Please advise if following award the contractor will be entitled to receive on loan as GFP the .50" weapons required for testing this ammunition.
Answer: The vendor will be supplied the required weapons and accessories as GFP for function testing.
A listing of the GFP will be provided in an upcoming amendment.
10) Reference SOW: Para: 3.13.1.1 (Ballistic Match) page #5 Paragraph 3.13.1.1 begins:
"For linked Ball and Tracer configurations the average distance between centers of impact of all MK 322 MOD 1 Ball groups and all MK 321 MOD 1 Tracer groups shall not exceed 1.5 meters horizontal and 1.5 meters vertical when fired at 1000 meters ".
In contrast, the specifications of both cartridges (Exhibits "C" & "D") don't define a match test but only an accuracy (Dispersion test)‐para. 3.8
"The average of the mean radii of all MK 322 MOD 1 groups shall not exceed the average of the mean radii of all reference groups when fired at 1000 meters".
Are both of these tests required for the linked cartridges: the ballistic match test & the accuracy (dispersion test)?
Answer: Both the ballistic match and the accuracy (dispersion test) are required for linked configurations.
11) In Spec. para. 3.8 what is meant by the term: "reference groups"? We assume these are the USG reference rounds that will be supplied to the contractor. Is this correct?
Answer: Please see answer in question 4 above.
12) Reference Exhibits "C" & "D" ‐ cartridge specifications. Paragraphs 4.5.6.1 and 4.5.8 ("Velocity at extreme temperatures" & "Function and Casualty" respectively) state that after the ammunition will be conditioned at extreme temperatures it " "... shall be fired at that temperature.”
We assume that the intention here is that the ammunition must be fired immediately after its removal from either the cooling storage chamber or the heating storage chamber without delay. Please confirm.
Answer: The rounds shall be fired within 60 seconds of removal from the conditioning chamber. Please see M‐SCATP, DTL13038145.
13) We kindly request the following two technical documents:
1) NSWC Crane ‐ Equipment approval by NSWC Crane shall be used for ballistic match test
Answer: This statement is not a document and refers to the fact that NSWC Crane requires approval of any equipment used to perform the testing where referenced.
2) DI‐QCIC‐81960
Measurement system evaluation
Answer: Please see the attached.
CNIN-L-0002 PROPOSAL REQUIREMENTS – BEST VALUE (JAN 2014) has changed.
The PRODUCT SAMPLE TEST & EVALUATION METHODOLGY has changed FROM:
Accuracy (Dispersion) and Match Test.
Test Procedure. A 10 shot group of product sample Ball rounds, a 10-shot group of product sample Tracer rounds, and a 10 shot group of M33 rounds will be fired. A physical target, acoustic sensors, or radar will measure and record the location of each shot at 1000 meters. The mean radius and center of impact of each group will be measured. The horizontal and vertical distances between the centers of impact of the product sample Ball group and M33 group will be measured. The horizontal and vertical distances between the centers of impact of the product sample Tracer group and M33 group will be measured. This procedure will continue until five product sample Ball groups, five product sample Tracer groups, and five M33 groups are fired.
Pass Criteria. The average of the mean radii of product sample Ball groups shall not exceed the average of the mean radii of M33 groups. The average of the mean radii of product sample Tracer groups shall not exceed the average of the mean radii of M33 groups.
