This procurement is for the purchase of various components of the Zero Electric Motorcycle.
The components are electric powertrain and associated equipment which includes motors, controllers, chargers, dash Liquid-Crystal Displays (LCD), and harnesses. Additionally the services and documentation are for the set-up of the powertrain and instructions as necessary.
These items will be firm fixed price as those requirements come to realization.
Naval Innovative Science and Engineering (NISE) program (Section 219) originally used the electric powertrain components to develop the . The is still in the prototype
The Government’s minimum needs have been verified by the certifying technical and requirements personnel.
The estimated dollar value of this action is $400,000 as tabulated below. The estimate is approximately 77% supplies and 23% services.

4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1) Only one responsible source
5. Rationale Justifying Use of Cited Statutory Authority transferred ownership of (4) MY13 Zero MMX Motorcycles to NSWC Crane. These motorcycles were evaluated by and served as the basis for the
. NSWC Crane has been tasked to continue development of the .
The has been prototyped with a full Zero Motorcycle electric powertrain (Battery, Electric Motor, Vehicle Control Unit). This vehicle architecture was found to be suitable for the . The components to be acquired under authority of this Class Justification and Approval document are required for continued development of the . The services and documentation to be acquired support integration of the components as part of the . This vehicle architecture was developed by Zero Motorcycle and requires proprietary instructions via the Controller Area Network communications protocol between each of the powertrain components. These instructions allow for the safe and efficient operation of each of the individual powertrain components and at the system level. In addition to the value of the motorcycles that were transferred to NSWC Crane, the Government has incurred approximately and to identify safe operation of the batteries and powertrain. This total estimated cost of labor and materials spent by the government to prove out this . Existing Commercial off-the-shelf technology would require modification and testing to be capable of providing the equivalent performance specifications produced by the Zero Motorcycle powertrain components.
have field testing requirements scheduled for
, respectively. To utilize another commercial motorcycle manufacturer, the Government estimates that a minimum of 9 months would be required to design interfaces, wiring, integrate and perform battery testing. This necessary lead time would require rescheduling of the .
Award to any source other than Zero Motorcycle would result in substantial duplication of costs that are not expected to be recovered through competition, and unacceptable delays would occur in fulfilling the agency’s requirements.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
The proposed contract was synopsized on the FEDBIZOPS website on September 2, 2016 and to date, no other potential sources expressed an interest in this requirement. Due to the high cost of electric motorcycles, Zero Motorcycles has agreed to sell individual components to the Government for the R&D effort. Due to the prototypes still being developed and proven, the Government has not completed additional market research.
NCH 53.6-2 (MAY 2016)
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies/services covered by the CJ&A will be fair and reasonable. The contracting office will use commercial price analysis to determine a fair and reasonable price.
8. Actions to Remove Barriers to Competition
Once the technology has been fully proven and tested, it is the full intent of the Government to compete the requirements for electric powertrains. The Government expects to obtain appropriate build-to-print technical data package (TDP) or performance specification that will support competition for future acquisitions of the same or similar items.
