J&A No: 15-036 Code: JXT P.R. No: N00164-15-R-JT91
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Crane Division, Expeditionary Contracting Division, Code 023.
2. Description of the Action Being Approved
Award of a contract on a sole source basis for the continued life cycle support services of the Joint Friendly Force Tracking (FFT) devices to Trailblazer Innovations, 545 Thrashers Creek Road, Amherst, VA 24521.
3. Description of Supplies/Services
The specialized Joint Friendly Force Tracking services requirement is for life cycle support services for Friendly Forces Tracking devices for DOD service components, agencies, and combatant commanders. FFT equipment as defined by the CJCSI 3910.01 will generate, collect, and disseminate friendly force identification, location, and tracking information. The required services range from training, to device configuration unique to each user group, the data dissemination and command and control architecture routing set up that is unique to each COCOM, to technical support for evaluation of emerging technology.
Support is primarily for normal OPTEMPO operations but also includes surge support for unforeseen national crises in any theater of operations and CONUS special security event support that requires coordination in the NORTHCOM AOR. Specialized subject matter expertise is required for the variety of hardware types encountered, the multitude of data dissemination architectures available, the complexity of each end user group’s concept of operations and is critical to providing the necessary rapid response in support of deploying forces.
The anticipated contract will contain a one-year base with one (1) one-year option in support of Fiscal years 2015-2017. The estimated value of all requirements for this action is $3,500,000.
A projection of the proposed contract utilization by funding type is as follows:

4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(5). Authorized or Required by Statute.
5. Rationale Justifying Use of Cited Statutory Authority
Pursuant to FAR 6.302-5(b)(6), other than full and open competition may be invoked under the Veterans Benefits Act of 2003. The Veterans Benefit Act of 2003, 15 U.S.C. 657F, created the procurement program for small business concerns owned and controlled by service-disabled veterans commonly referred to as the “Service-Disabled Veteran-owned Small Business (SDVOSB) Procurement Program.” Per FAR 19.1406, the Contracting officer shall consider award to a SDVOSB on a sole source basis before considering small business set asides. This procurement action is being considered for sole source award because market research revealed that only one SDVOSB concern, Trailblazer Innovations, would be capable of making an acceptable offer.
Trailblazer Innovations is the only known source capable of fulfilling the DoD need for CJCSI 3910.01 Joint Friendly Force Tracking requirement for deployed and CONUS forces. Prior to the competitive award of N00164-13-C-JT77 on 3 September 2013, Trailblazer Innovations was performing to this requirement on a classified contract. Previous market research demonstrated that capability exists within large business, however, it also demonstrated that a small but sufficient number of SDVOSB expressed interest and capability to support the requirement therefore it was set aside for SDVOSB. The competitive action resulted in the receipt of only one offer, an offer from Trailblazer Innovations. Trailblazer Innovations was subsequently awarded the contract and has proven to be a responsible contractor with respect to performance. The contract’s performance period expires on 2 September 2016.
NSWC Crane is the primary provider to the DoD of hand held Iridium based FFT devices since 2011 and is the knowledge steward of device operations. NSWC Crane provides the necessary field service support

RDT&E, Navy O&M, Navy/Marine Corps O&M, Air Force O&M, Army Total via contract N00164-13-C-JT77, the contract awarded to and currently being performed by Trailblazer Innovations. Th sary s critical situational awareness of service personnel and assets, both special operations and conventional forces that support special operations, to the Theater Combatant Commander. All COCOMs have situational awareness requirements but CENTCOM, AFRICOM, USNORTHCOM, and PACOM have strict enforceable requirements for tracking.
An unacceptable mission critical impact would be encountered if the deploying forces did not have fielded, custom configured, integrated devices and associated training and sustainment. An operational deficiency caused by lack of FFT capability, which is hardware and support dependent, is critical enough to interrupt force deployments and put missions such as stability operations, peacekeeping, intelligence collection, humanitarian, and search and rescue at jeopardy. It is anticipated that a competitive action will take 12 months to prepare and award. That delay is unacceptable due to the critical mission failures previously mentioned.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as
Practicable
The proposed procurement was synopsized on the FEDBIZOPPS website on 23 January 2015. No responses have been received to date for said synopsis. Market research indicates that it is not practicable, for the reasons discussed in section five above, for any company other than Trailblazer Innovations to provide the required services.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the services covered by this J&A will be fair and reasonable. It is anticipated that prices will be determined fair and reasonable in accordance with FAR 15.404-1(b)(2)(ii), comparison of the proposed prices to historical prices paid for the same or similar items and (v), comparison of proposed prices with independent Government cost estimates.
8. Actions to Remove Barriers to Competition
The Government will conduct market research to determine if SDVOSB have entered the market for future follow-on contracts. If it is determined there is an expectation of receiving more than one proposal from SDVOSBs the action will be competed by NSWC Crane (contracting from SDVOSBs the action will be competed by NSWC Crane (contracting activity). It is anticipated that the requirement will maintain its SDVOSB set aside status and be competed within the SEAPORT-e MAC in 2016.
