SUMMARY OF CHANGES

SECTION 1.0 - SCHEDULE/INSPECTION & ACCEPTANCE/DELIVERY

The following have been added by full text:

SPECIFICATIONS

Specifications for the following:

Low Voltage High Power Battery Test System (Regenerative)

N0016415RGS41

1.0 SCOPE

1.1 This specification describes the requirements of Regenerative Commercial Off-The-Shelf Battery Test Systems that can charge and discharge batteries between 0 VDC and 16 VDC with maximum power of 40 kW. Quantity required is twenty (20). Each system shall be easily upgradeable and maintained in the field.

2.0 APPLICABLE

3.0 REQUIREMENTS

3.1 Overall Test System Requirements.

3.1.1 If units require on site assembly, the contractor shall perform the final assembly. All electrical and other utilities to the unit will be attached by the user.

3.1.2 During the discharge portion of the test the test system shall return power to the electrical grid (min 75% efficient) instead of dissipating power internally. Electronics and isolation transformers required to synchronize and regulate power to the grid shall be included in each system and shall conform to UL 61010 and all ANSI power distribution and back feeding grid requirements.

3.1.3 Each system shall be able to meet these battery charging and discharging requirements:

Max Voltage: No less than 16 VDC Min Voltage: No greater than 0.5 VDC Max Current: No less than 2500 A Max Power: No less than 40 kW

3.1.4 System shall be able to charge or discharge batteries in the following modes: constant current, constant power, and constant voltage.

3.1.5 A minimum of 2 systems shall be able to be paralleled to provide a minimum charge and discharge current of 2 times the value of individual systems. In parallel operation, constant power discharge is not required.

3.1.6 Each system shall be able to control voltage within ± 50 mV.

3.1.7 Each system shall be able to provide a controlled current during charge or discharge over a range from 0 A to 2500 A with an accuracy of + 0.5% FSD.

3.1.8 The AC ripple voltage on the DC voltage output shall be less than

0.075% FSD.

3.1.9 Each system shall have a maximum of 1 second voltage response time to full scale.

3.1.10 Each system shall include a blocking diode or bi-directional equivalent on the charging system.

3.1.11 Each system shall not cause EMF or EMI disruptions to nearby electronics, cabling, or other test systems.

3.2 Cabinet, inputs, and outputs

3.2.1 Test cabinets are designed with panels providing easy access to the electronics while providing electromagnetic emission and acoustical insulation.

3.2.2 Each system must have maximum L x W x H dimensions of 56 inches x 36 inches x 96 inches

3.2.2.1 If user selectable, all electrical and water connection locations shall be approved by GXSL Engineering prior to completion of order.

3.2.3 Each system; including all channels in the test system, shall use Ethernet(preferred) or RS-232 connections to communicate with PCs.

3.2.4 Each system shall be able to be controlled completely with National Instruments LabView software supplied by the user.

3.2.5 Each system shall include all required National Instruments LabView drivers (Real-Time OS) to communicate and control system via Ethernet(preferred) or RS-232.

3.2.6 Each system shall operate on a separate 480V Three Phase power operating with a maximum 80 Amp breaker with a single point hard wired connection.

3.2.7 The company shall provide a simple connection location schematic with system proposal showing a minimum of input AC voltage, DC positive, DC negative, operator control locations, cooling liquid connections, and service access panels.

3.2.8 Each system shall have one output connection to charge and discharge all cells as a whole with connections on the shortest side of the unit.

3.2.9 Each system shall have operator controls that do not exit on the same side of the unit as the DC connections.

3.3 Power outages and safety

3.3.1 Each system shall go to an open or suspend state where the battery is not connected directly to a charging system or load during initial startup, power down due to a system fault, and loss of power or recovery from a power outage.

3.3.2 Each system shall be fuse protected to avoid accidentally shorting the cell or battery in the case of a system malfunction.

3.3.3 Each system shall be equipped with a manual E-Stop.

3.4 Installation, Verification, and Training.

3.4.1 The company shall ensure that each system is functioning properly after shipment and installation.

3.4.2 A minimum of one full day of on-site operational training shall be provided.

3.5 System Calibration.

3.5.1 Each system shall include detailed calibration procedures.

3.5.2 System calibration shall be able to be performed by the user.

3.5.3 Each system shall be delivered calibrated or calibrated on site to NIST traceable standards with a calibration that is valid for one full year.

SECTION 4.0 - CLAUSES & OTHER FULL TEXT INFORMATION

The following have been added by full text:

TECHNICAL QUESTIONS/ ANSWERS

Specifications (refer to pages 6 and 7) 1.) Item 3.1.8 - "The AC ripple voltage on the DC voltage output shall be less than 0.075%" –

Question: Are you referring to AC ripple current instead of voltage?

Answer: This is referring to voltage not current. Current is assumed to be at full load.

2.) Item 3.1.9 - "Each system shall have a maximum of 1 second voltage response time to full scale":

Question: Are you referring to the Current response time instead of Voltage response?

Answer: This is referring to voltage not current. Current is assumed to be a full load.

3.) Item 3.1.11 - "Each system shall not cause EMF or EMI disruptions to nearby electronics, cabling, or other test systems"

Question: Please define the type of EMF or EMI disruptions you are referring to? Due to the high current, there will be some inherent EMF/EMI.

Answer: Each individual system will be located within a few inches of each other. In additions NI DAQ cRIO hardware will be within a few feet of the equipment. The test system must operate so that the emitted or conducted EMF/EMI does not disrupt these systems.

4.) Item 3.2.1 - "Test cabinets are designed with panels providing easy access to the electronics while providing electromagnetic emission and acoustical insulation"

Question: Please specify the industry standard(s) that support this requirement. We are not aware of this type of requirement in the Industrial Battery testing.

Answer: Please see Item 3.1.11 response. The intent is that the test system should be fully enclosed except for external connections. The enclosure should be capable of managing emitted EMF/EMI if necessary.

5.) Item 3.2.6 - "Each system shall operate on a separate 480V Three Phase power operating with a maximum 80A breaker with a single point hard wired connection"

Question: Based on the input current required to operate a 2500A 16V machine plus the inherent loses with various system components and the NEC requirement to add 25% more to the breaker size, we estimate that a 125A breaker would be needed for this system. The estimated input power required to operate 2500A 16V machine would be approximately 53.2kW to support a 40kW output. This is a loss of 13kW (75%) before you factor in any inherent losses to internal system components. The inherent losses will exceed the minimum 75% efficiency called out in Item 3.1.2. Is the 80A breaker requirement a must?

Answer: The 80A breaker requirement is a must to avoid modification of existing infrastructure on our end.

6.) Item 3.3.2 - "Each system shall have a current limiting fuse to prevent accidental cell or battery shorting due to system failure"

Question: What is meant by current limiting fuse? Our output leads are fused protected but we are not clear on your requirement for current limiting.

Answer: The intent is to have fusing in the event of a cell shorting. Current limiting may have not been the best choice of words. Standard battery test station fusing is sufficient as long as it allows for normal test operation.

Paragraph 3.3.2 of the specification is changed to clarify the Government’s requirement.
