252.204-7003 CONTROL OF GOVERNMENT PERSONNEL WORK PRODUCT (APR 1992)
The Contractor's procedures for protecting against unauthorized disclosure of information shall not require Department of Defense employees or members of the Armed Forces to relinquish control of their work products, whether classified or not, to the contractor.
CNIN-B-R001 PROPOSAL REQUIREMENTS & FFP LIMITATIONS
The contractor is required to provide a firm fixed price (FFP) repair proposal as a result of the required TT&E under this order within 30 days from effective date of the order. The following information, at a minimum, is required to support the repair costs being proposed in response to the Test, Teardown and Evaluation that was completed:
Evaluation Report—to include the description of the trouble found and repairs required Labor Categories, hours and hourly rates List of materials and proposed costs (not required for bulk purchase items) Indirect Rates Proposed Profit
This information shall be provided to the contracting representative listed on page 1 of the contract. Failure to provide this information will result in delays in the processing of modifications to the order.
Repairs are not to be completed, if additional funding beyond the FFP price listed for the TT&E is required, until authorization from the Contracting Officer is received. Authorization will normally be in the form of a written modification. However, verbal authorization from the Contracting Officer only may occur under urgent and compelling circumstances. A written modification will follow any verbal authorization.
The contractor will only be authorized to proceed with the repair if the cost proposed is determined fair and reasonable and funding is available. If the contractor proceeds beyond the TT&E scope of the contract and incurs costs in excess of the FFP designated in the order, the government shall not be obligated under any of the provisions of this agreement to provide additional funding or pay the contractor any amount in excess of the monetary limitation stated in the order if the prices on the order have not been approved by the PCO.
CNIN-B-R004 INSTRUCTIONS FOR REPAIR
Articles to be repaired under this contract, will be shipped at the government's expense to the contractor's plant, Nurad Technologies Inc., 3310 Carlins Park Drive, Baltimore, MD, 21215-7851. A DD Form 1149 or DD Form 1348 will accompany each shipment and a list of the articles contained in the shipment will be included on the form along with the applicable contract number from this order.
The contractor is required to make inductions immediately upon receipt if there is an open order for the articles received. Upon induction of such articles, the contractor shall furnish effort, including facilities as may be required by the description in the schedule of this contract or any modification hereto.
The contractor shall advise the Procuring Contracting Officer (PCO) if any portion of the required servicing is a result of the furnishing by the contractor of articles that were defective in material and workmanship or otherwise not in conformance with the requirements of the contract under which such articles were originally furnished.
The contractor is required to notify the PCO within thirty (30) days of receipt of the material if the unit provided is determined to have No Trouble Found (NTF) and no repairs are required. If the contract price (either FFP or NTE) included the repair of the item, the contractor shall submit a proposal for the evaluation conducted and the contract price will be adjusted accordingly via modification.
In the event the failed unit is determined to have significant (other than knobs, screws, fuses, and etc.), equipment Missing On Induction (MOI), the contractor shall notify the PCO within (30) thirty days of it's receipt that material was missing and provide a list of missing equipment. The government will then provide disposition instructions (i.e. place usable assemblies/subassemblies into GFP and scrap remaining components, provide approval to replace missing equipment with existing GFP without replacement, or request the contractor provide a fixed-price repair proposal, to include the cost of the missing equipment).
If at any time during the evaluation/repair of the unit, it is determined to be a candidate for Beyond Economical Repair (BER), the contractor shall notify the PCO. The notification shall include the contractor’s rationale for such a determination. The contracting activity (NSWC, Crane), shall make the final determination as to BER status. If the unit is determined to be BER, the PCO will provide disposition instructions via a contract modification within thirty (30) days. The contract modification will also definitize the contract amount from a NTE (not-to-exceed) to a FFP (firm-fixed price), if applicable. If the contract price (either FFP or NTE) included the repair of the item and the repair effort was not begun prior to determine the item to be BER, the contractor shall submit a proposal for the costs incurred up to the point of determining the item BER and the contract price will be adjusted accordingly.
The contractor shall remove any/all "F" (tags) prior to shipping the Ready-For-Issue (RFI) asset to the delivery point designated in the contract.

3. TAX EXEMPTION

The assigned Exemption Number is 0018103400015
4. VENDOR SURVEY
NSWC Crane Contracting Department’s mission is to provide responsive, best-value contracting and acquisition support for all customers, accomplished in partnership with industry, academia, and other Government activities, while maintaining the public's trust and fulfilling public policy objectives. In an effort to continually improve our services, the Contracting Office is conducting a survey of our vendors. Your comments will help us determine if we are accomplishing our mission and provide recommendations for ways to improve our processes. Please consider taking the time to complete the survey which can be accessed at the following address:
http://www.navsea.navy.mil/nswc/crane/working/contracting/Lists/Vendor%20Survey/overview.aspx.
5. NSWC CRANE VISITOR INFORMATION: PORTABLE ELECTRONIC DEVICE POLICY
NSWC Crane has implemented full compliance with the NAVSEA Access and Movement Control Instruction 5510.2C, dated 7 August 2012, which restricts the use of portable electronic devices (PEDs) in all NAVSEA spaces. The policy states all government civilian, military and contractor personnel assigned to NSWC Crane and all visitors are prohibited from bringing any device or equipment capable of recording, transmitting or exporting photographic images or audible information of any kind into NSWC Crane spaces when classified information, Unclassified Naval Nuclear Propulsion Information (UNNPI) or other Controlled Unclassified
Information (CUI) is exposed, unless specifically authorized by NSWC Crane. CUI may be present in any NSWC Crane space, making these personal devices prohibited throughout NSWC Crane spaces. For the purpose of this policy, “spaces” include outdoor ranges and test areas. These devices can be used in non- NSWC Crane areas and EastGate and WestGate are not currently covered by this policy. NSWC Crane areas will be clearly marked.
This includes, but is not limited to, personal computers, personal portable electronic devices (PEDs), electronic voice recorders and tape recorders. Personal PEDs include cellular telephones (including smartphones), devices like iPods and MP3 players, two-way pagers, personal digital assistants (PDAs), removable storage devices and handheld tablet/laptop computers. This also includes e-readers (kindles and nooks), as new versions of these devices contain cameras and distinguishing models is not evident by sight alone. One-way pagers are allowed for fire, safety and security purposes.
6. RAPIDGate NSA/NSWC CRANE INSTALLATION ACCESS
NSA/NSWC Crane is implementing the Navy Commercial Access Control System (NCACS) projects. The NCACS is the standard identity management and perimeter installation access control solution for the access management of vendors, contractors, suppliers and service providers who are not authorized a Common Access Card (CAC). The rationale for implementation of this system is to increase security while reducing impacts to the contractor community by improving efficiencies for base entry.
A new protocol being implemented to fulfill this NCACS requirement is the RAPIDGate system. The system meets Presidential Directive (HSPD-12) requirements by providing background checks of contractor personnel.
A personal badge that affords base access (and/or multiple base access) for one year will be issued to each Contractor employee that meets background check criteria. While Contractors are not required to participate in this program, those Contractors who choose not to participate will be required to obtain daily passes for base access.
For contracts which include the FAR 52.204-9 Personal Identity Verification of Contractor Personnel or will otherwise require frequent access to the Naval Support Activity (NSA)/NSWC Crane site, contractors should consider taking advantage of the benefits available from the RAPIDGate program. A Government Sponsor is required to validate a Contractor’s request for RAPIDGate access, and shall be the Contracting Officer’s Representative (COR). If there is no COR, then the Government Sponsor is the Contracting Officer.
The Government does not guarantee the contractor’s successful enrollment or the successful enrollment of any contractor employees in the RAPIDGate program. Significant delays may result from choosing to access the installation by obtaining a one day pass. The Government will not be held responsible for any access delays associated with using the daily pass process. Please address any questions or concerns regarding RAPIDGate to the COR or the local Base Security Office personnel listed below.
NSA/NSWC Crane RAPIDGate Primary Program Point of Contact is Jon Thomas, and can be reached at Jon.M.Thomas@Navy.mil or at 812-854-5642.
Additional information is available at http://www.rapidgate.com/rapidgate
