4.0 Synopsis
This is a SOURCES SOUGHT NOTICE (SSN) announcement is restricted to small business concerns only. SSNs are issued to assist the Agency in performing market research to determine industry interest and capability. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS
AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS.
5.0 Purpose
In accordance with FAR Part 10, SSP is conducting market research to identify Small
Businesses capable of performing the required SPS Technical & Analytical Support identified in paragraph 6 below. SSP is seeking White Paper capability statements which identify vendor’s current capabilities to perform/execute the requirements identified in
Section 6 and who meet the minimum qualifications identified in Section 7. Potential sources must have demonstrated function and technical expertise to execute these requirements with personnel who have first hand, demonstrated experience supporting both the functional and technical aspects of the interconnectivity between SPS and the
Navy’s Enterprise Resource Planning (ERP) system.
NOTE: This SSN is a revision to the previous SSN (N0003015r0203) issued on 18 July
2014. Upon review of the initial responses, SSP has identified that the original SSN did not clearly articulate the criticality and necessity for respondents to possess expertise and experience with both SPS and the Navy ERP system and be well versed in the interconnectivity and troubleshooting requirements between the two systems. SSP is not seeking experts in each medium separately, but contractor personnel who are versed and experienced in the application, interconnectivity, and troubleshooting resolution requirements between these two systems.
6.0 Description of Requirements
SSP requires contractor support to provide onsite functional and technical expertise for SSP Headquarters (HQ) and on-call support to SSP Field Activities (NOTU and SWFLANT) for SSP’s contract writing system (Department of Defense Standard Procurement System “SPS” – PD2) and its direct integration, interconnectivity, and coordination requirements with the ERP program. The support services will be provided by technical and functional subject matter experts (SMEs) in SPS who will provide support to 30+ SSP HQ users and approximately 5 field site users in day-to-day operations in writing complex major weapon systems type contracts and modifications in SPS. Technical support will include; system implementation, process development, communications; database upgrade/management to ensure successful implementation and maintenance of the SPS Program; technical support and troubleshooting for issues related to the coordination and interface between SPS and the Navy’s ERP program; and the establishment and maintenance of procedures to use SPS/ERP efficiently for business operations. The contractor shall also execute required data gathering and analysis for both internal and external data calls utilizing data and metrics gathered from FPDS-NG and other contracts/acquisition related data systems.
6.1 Technical and Functional SPS (PD2) Support Services:
Provide technical and functional analysis support to contracting and financial personnel in the daily operation and manipulation of SPS to enable the SPS user community to increase effectiveness in the use of SPS and associated ERP functionality as well the ability to generate and evaluate data reports from SPS and FPDS-NG.
Provide technical support for the deployment, support, and sustainment of SPS software;
Incorporate required revisions to SPS and provide associated training as a result of operational changes and new business processes which require revision to SPS;
Operate and manage the SSP PD2 Help Desk.
Provide operational, process, and documentation support of SPS Support Desk processes.
Provide technical and functional support for the integration of other Electronic
Acquisition (EA) solutions, including but not limited to Electronic Document
Access (EDA), Navy Enterprise Resource Planning (ERP), Federal Procurement
Data System (FPDS-NG), System for Award Management (SAM), etc. and their interaction with SPS. Provide business consulting services on the impacts of functional changes associated with new business processes and system administration functions within the SPS software. Provide electronic acquisition business consulting services and SPS training support as needed to ensure a properly trained workforce.
Clearing Integrity Tool Errors to ensure contract data integrity is maintained.
Error code evaluation and resolution recommendations
Software installation and data migration
Troubleshoot data and validation/interface errors between SPS and ERP
Identifying/differentiating the origin of errors between SPS and Navy ERP
Provide technical guidance and recommendations with regard to Navy ERP &
SPS integration analysis and data mapping as it relates to future versions of SPS
6.2 Analytical Support Services:
Provide recurring analytical support services which includes evaluation of FPDS-
NG reports and data metric outputs;
Track and reconcile obligation reporting (such as contract actions, various data elements, categories and databases) between various databases such as FPDS-NG, SPS, FIPS, eSRS;
Perform data collection and analysis required for the preparation of internal and external reporting requirements, ad-hoc data calls, briefings, and command initiatives;
Support internal and external reviews of data call requests by analyzing and verifying the data retrieved;
Provide recommendations related to standardizing data collection. Perform data analysis of metrics collected from existing automated tools to measure effectiveness of implemented contracts process improvement efforts;
Develop tools using software such as Microsoft Office products to (1) enhance productivity of data call responses and metrics tracking; and (2) improve current reporting methodologies.
Assist in the development of a continuous training plan and the Standard
Operating Procedures for SPS.
7.0 Minimum Qualifications
Interested businesses must have demonstrated expertise and experience providing technical and functional support services with regard to SPS and the interconnectivity and coordination requirements/issues between SPS and the Navy’s ERP program. Interested parties must also demonstrate proficiency and aptitude with basic contracting structure fundamentals and DoD/Navy reporting requirements from the NMCARS (i.e. IV&V reports, Incentive Reports, etc.). Contractor personnel shall support SSPs Cybersecurity
Workforce Improvement Program and therefore must possess Information Assurance
Technical (IAT) level II certification IAW DOD 8570.01-M. In addition, contractor personnel will have privileged access to SSP systems and must therefore possess
Operating System/Computing Environment (OS/CE) certification. All contractor personnel must possess a SECRET security clearance.
NOTE: Interested parties must have demonstrated and tangible experience using these two specific systems. Experience using similar to software programs shall not be considered viable as they do not meet SSP’s requirements for well versed vendors with
SPS/ERP experience for immediate technical and functional support.
8.0 Qty of Personnel Required / Place of Performance
2 FTEs who will provide on-site support at the Washington Navy Yard.
9.0 White Paper Response Submittal Requirements
White Papers shall be submitted in Microsoft Word for Office 2000 compatible format or
PDF format and are due no later than 19 August 2014, 3:00pm EST. The White
Papers shall not exceed five (5) pages in total, using 12-point Times New Roman and 1” margin and shall be submitted via e-mail to Alexander Miller at
Alexander.Miller@ssp.navy.mil.
