Section C - Descriptions and Specifications
PERFORMANCE SPECIFICATION EOD
1 Scope/Background
1.1 Background
The Multi-Mission Underwater Breathing Apparatus (MMUBA) is an underwater breathing apparatus (UBA) to support a variety of military diving operations in situations such as deep or shallow water diving, heavy and stationary workloads, and swimming appreciable distances. The MMUBA will provide a significantly modern and safe capability from the current baseline incorporating modern technology in dealing with increased threats. The
MMUBA program will provide amplified capabilities compared to the current MK 16 Mod 1 UBA and deliver
Explosive Ordnance Disposal (EOD) and Mobile Diving and Salvage Unit (MDSU) divers with access to new technology, while meeting the requirements outlined in Attachment A.
The MMUBA shall be capable of safely operating within the full spectrum of operations to 300 feet of sea water
(FSW) and in conformance with U.S. Navy-approved decompression tables. The system will be able to operate with a gas duration that will allow for accomplishment of the full mission profile. The system will have low influence signature characteristics for safe operations, display emergency indicators, and be compatible with a Navy-approved
Full-Face Mask (FFM).
The Government desires to acquire a Commercial Off the Shelf (COTS) underwater breathing apparatus with the necessary modifications (if any) to meet the Navy’s specifications. Based on the responses to this RFQ, the
Government intends to award orders for prototype UBAs to up to three (3) vendors in response to vendors’ quotes.
The Government will order seven (7) prototype units from each vendor. The Government will evaluate each vendor’s system through a variety of unmanned, environmental, and in-water testing. At the Government’s discretion, the Government may exercise an option to advance a vendor’s system to the certification stage. The
Government’s intent is that this contract will be followed by a full-rate production and sustainment contract to acquire over 400 units of the certified system. Vendors are therefore requested to provide information on their current production capacity and their capability to expand that capacity if needed.
1.2 Schedule
After contract award, the vendor shall modify their commercially available UBA (as necessary) to meet the attached specifications. The vendor shall then deliver seven (7) prototype systems within 6 months of contract award.
Following delivery, the Government will perform approximately 6-9 months of testing and evaluation as described below (“Government Evaluation”). Following the evaluation stage, the certification stage (if that option is exercised) will require additional training and technical support as described in this SOW.
1.3 Government Evaluation
The Government will test each system to verify that the hardware delivered by the supplier conforms to the attached specifications. The tests include unmanned tests, environmental tests, and manned in-water tests. Testing will be accomplished in accordance with REF B and REF D. In addition to verifying compliance with the specifications, a qualitative assessment will be conducted to assess operational suitability. This operational suitability assessment will be conducted utilizing user feedback, surveys, and Human System Integration (HSI) design reviews in accordance with REF F.
During the Government evaluation, the vendor shall provide technical support, training, consumables, and spare parts as described later in the SOW.
Upon completion of the Government’s evaluation, the Government may choose to advance one or more vendor systems to the certification stage.
1.4 Certification
At its sole discretion, the Government may exercise an additional option for the vendor to provide technical support, training, consumables, and spare parts for the certification stage of the tests. Certification testing of the system will be in accordance with REF E. As part of the certification process, the Government may perform site visits to the vendor’s facilities.
