Bidder’s Questions and Answers

July 26, 2016

1. Question: Per specification 008 (Load Conditions), the Gross Vehicle Weight (GVW) is not to exceed 13,000 lbs. The construction of a vessel that will meet with GVW requirement may result in a less substantial construction than what may be ideal for this type of vessel. Is any increased GVW allowable for a more robust construction (or reduced growth margin)?

Answer: A GVW exceeding 13,000 lbs to allow for a more robust construction (i.e. construction or structural arrangement that would exceed the strength required to withstand the loads expected in service, per Item #101) is not desired.

The question includes a request to consider a higher GVW in favor of a reduced growth margin.

As noted in Item #008, the growth margin in the Boat Over-the-Road (OTR) load condition is used for sizing of the trailer (e.g. axles and components).

Item #101 identifies the structural requirements (e.g. that the scantlings would be adequate for the intended purpose and would withstand the loads expected in service) and allows the builder to verify that the details developed are adequate. If builders are planning on scantlings that do not follow their typical construction practices, this verification should be provided with their proposal.

The question does not identify which trailer is assumed in making the assertion that the structural strength of the boat may be affected in order to meet the GVW requirement. Item

#008 identifies that the trailer curb weight is included in the GVW and should be considered for weight reduction.

2. Outboard Engines (Twin)

The boat shall be equipped with twin Evinrude E-TEC 250 H.O. ("G1") outboard gasoline engines with opposite rotation. The engines shall have sufficient power to propel the boat under the PDIT Load Condition #2 to a sprint speed in excess of 30 knots in calm water.

Propellers shall be sized upon OEM requirements and optimized for PDIT Load Condition #2 at sprint while meeting OEM RPM requirements at the Full Load Condition (TBD during Builder's trials). If the maximum allowable RPM is exceeded in a light load condition (i.e. PDIT Load

Condition #2), a warning label plate shall be installed.

Question: As of 1 July 2016 Evinrude is no longer offering 250 H.O. (G1) outboard engines, they are only offering the "G1" 250 hp outboards in 25" shafts or the "G2" 250 hp outboards, would the G2 250 HP outboards be acceptable?

Answer: The G2 250 HP is not acceptable.

3. Question: In the pictures that were supplied by the Government we noticed that the boat has a davit on it, we did not see a davit in the specification. Is there a requirement for a davit for the

RFQ?

Answer: There is no requirement for a davit.

4. Question: The current boat has a water tank ballast system, we did not see this in the specifications. Is there a requirement for a water tank ballast system for this RFQ?

Answer: There is no requirement for a water tank ballast system.
