Telegraphic offers, facsimile offers, or offers submitted by electronic communications will not be considered.

Due to recent USPS mail problems in the Washington, D.C. area, the preferred method of response is by overnight delivery service, such as FedEx, UPS, etc. Do not use U.S. Mail.
B. GENERAL CONTENT REQUIREMENTS
The Offeror's proposal is the primary basis for evaluating the merits of what is being offered, the degree to which the Offeror's claims of performance capability and capacity are supported and the ability of the Offeror to perform in accordance with the requirements. Past performance information, in addition to the proposal, may also be considered during evaluations. Proposals submitted shall be sufficiently detailed to enable Government personnel to make a thorough evaluation of the proposal, and to arrive at a sound determination as to whether the prospective Offeror will be able to perform in accordance with the requirements of the RFP.
The proposal shall be so specific, detailed, and complete as to clearly demonstrate that the Offeror has a thorough comprehension of all technical, fabrication and delivery requirements, including all special contract requirements of the RFP.
General statements that the Offeror understands the requirements and can or will comply with the requirements of the RFP will be considered to be inadequate. The proposal shall be sufficiently complete to demonstrate the manner in which the Offeror will comply with the applicable requirements of the solicitation.
The Offeror need not repeat information within the same volume required in the response to two or more proposal requirements. Such information should be presented in detail in the one area of the volume where it contributes most critically to the discussion. In other areas where discussion of the same information is necessary, the Offeror shall refer to the initial discussion and identify its location within the proposal volume.
In the event that any portion of the proposal is written by someone who is not a bona fide employee of the Offeror, a certificate to this effect shall be signed by a responsible officer of the Offeror and shall show the person's name, employment capacity, the name of his firm, the relationship of that firm to the Offeror's, and the portion of the proposal written by that person.
The format and content of the proposal shall contain a response to the factors noted below. Information presented shall appear in the same order as outlined below. A master index identifying major subsections by number, title, page number and volume shall be provided in each volume.
Submission to the Government of the Offeror's proposal, including the entire RFP [minus Sections L and M] and all of its attachments (completed as necessary) -- will constitute an offer and will indicate the Offeror's unconditional assent to the terms and conditions in this RFP and its attachments. Any objection to any of the terms and conditions may constitute a deficiency and make the offer unacceptable. An Offeror may correct a deficiency only through discussions (see FAR 15.306 (c), (d), and (e)) if discussions are held. However, the Government intends to award a contract without discussions.
The Government reserves the right to conduct discussions and to permit Offerors to revise their offers. If discussions are conducted, the Government reserves the right to use considerations of procurement evaluation efficiency in establishing and reducing the size of the competitive range in accordance with FAR 15.306(c).
CROSS REFERENCING
Each volume shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. If the Offeror includes a cross-reference in the proposal, the lowest practicable section reference shall be used.
GLOSSARY OF ABBREVIATIONS AND ACRONYMS
Each volume of the proposals shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against page limitations for their respective volumes.
COMMUNICATION WITH NAVSEA

Solicitation information and amendments will be made available through the internet through FEDBIZOPPS (www.fbo.gov).

(3) years prior to RFP release. For the purposes of this evaluation, the Government will consider LCS Class Post Shakedown Availability execution experience within the three (3) years prior to RFP release, if applicable, as most relevant. Emphasis shall be placed on industrial efforts with significant work package growth that demonstrates the Offeror's ability to successfully accomplish large, dynamic, intense availabilities within the ships’ homeport, while demonstrating schedule flexibility and the ability to manage complex issues. The second aspect of the past performance evaluation the Government intends to evaluate is how well the contractor performed on the contracts.
Each Offeror has the opportunity to provide in its proposal any information regarding its past performance on previous efforts that it would like the Government to consider. Such information may be in the nature of:
Information which the Offeror considers essential to the Government’s evaluation.
Explanatory information of substandard or poor performance and the corrective actions taken to prevent a recurrence.
Examples of availabilities the Offeror has led as a prime contractor where subcontractors comprised 30% or greater of the work force.
The Government reserves the right to determine the relevancy of past performance information and to verify statements and representation made in an Offeror’s proposal. Any information provided must be in sufficient detail with points of contact to enable the Government to contact persons with knowledge of the Offeror’s Past Performance and do an evaluation in accordance with the Past Performance in Section M.
The Offeror must provide the same past performance information requested above for each subcontractor performing 33% or more of the effort under this requirement.
Volume II – Cost Proposal
The Offeror’s proposal is presumed to represent its best effort to respond to the solicitation. The Navy will analyze the Offeror’s proposal using (but not limited to) cost realism analysis techniques, in accordance with FAR 15.404.
Any inconsistency, whether real or apparent, between proposed performance and cost, shall be explained in the proposal. For example, if the intended use of new and innovative production techniques is the basis for an abnormally low estimate, the nature of these techniques and the impact on cost shall be explained. Any significant inconsistency, if unexplained, may be grounds for rejection or a less favorable evaluation, or higher projected costs to the Government. The burden of proof as to cost credibility rests with the Offeror.
The required content of the Cost Volume is identified below. The order of presentation in the Offeror’s proposal volume shall correspond to the ordering of the appropriate subparagraph discussed below.
Offerors must eliminate rounding errors from their proposals.
A. COST PROPOSAL
The Cost Proposal shall be organized as follows. Each section shall be titled and tabbed for easy identification.
