Enclosure 1

8 Attachment J‐3 FREEDOM Variant

Work Item AWI 0016, Work Specification 980‐90‐002 Paragraph 3.4.2.4

Paragraph 3.4.2.4. states “The LAN shall be segmented to support three separate sets of users: (30) Government only users on the first T1 line; (20) PSA Team support contractors on the second T1 line; and the third T1 line reserved for the PSA prime contractor (20).” Are bidders to assume that the (20) PSA Prime contractors are from the successful offerors team?

"PSA Prime contractor" was in reference to the Shipbuilder PSA team members as the PSA Planning Yard, and not part of the successful offerors team. Language within work specifications FRE 980‐90‐002 and IND 980‐31‐001 (AWI‐ 0016) has been updated to "Government PSA Support Team" for clarity.

9 Attachment J‐3 FREEDOM Variant

Work Item AWI 0016, Work Specification 980‐90‐002 Paragraph 3.1

Paragraph 3.1. states “For use by up to 55 people. (25) prime contractor and government(30) as ship owner/operator).

Are bidders to assume that the (25) prime contractors are from the successful offerors team?

Prime contractor in this instance was in reference to the Shipbuilder as the PSA Planning Yard, and not the successful offerors team. Language within work specifications FRE 980‐ 90‐002 and IND 980‐31‐001 (AWI‐0016) has been updated to "Government PSA Support Team" for clarity.

10 CLIN 2; J‐3; Independence Work Item 155‐11‐001; Bridge Wing Additions; Accomplish

Paragraph 3.5 Paragraph 3.5 directs a post installation (I)(G) "BRIDGE WING ALIGNMENT VERIFICATION" – Accomplish an alignment verification of the new Port and Starboard Bridge Wing structural platform components to ship centerline, waterline benchmarks, and transverse T bar stiffeners of the bridge wings to existing frame stiffeners on the ship.

The specification and all identified references do not address an alignment procedure, any pre‐rip out alignment check to establish reference points, a plane of reference, or any measurable points of reference to conduct the alignment verification (I)(G) check point.

Please provide further guidance and provide an alignment procedure that identifies reference points/planes and metrics that define acceptable tolerances for this alignment checkpoint.

The alignment procedure is not directed or determined by the Government beyond the work item references.

Specifically, the structural alignment and joining of the bridge wings to the existing structure will fall under references to Standard Item 009‐12: 2.2 MIL‐STD‐1689 Fabrication, Welding, and Inspection of Ships Structure, 2.4 0900‐LP‐060‐4010 Fabrication, Welding, and Inspection of Metal Boat and Craft Hulls, 2.8 MIL‐STD‐22 Welded Joint Design, 2.9 MIL‐STD‐2035 Nondestructive Testing Acceptance Criteria, and 2.10 T9074‐AS‐GIB‐010/271 Requirements for Nondestructive Testing Methods. The critical inspection that is called out is the (I)(G) check point that allows the government to ensure the bridge wing structure is aligned within tolerances identified in the MIL Standards to the existing ship’s structure prior to the final welding.

11 CLIN 2; J‐3; Independence Work Item 551‐91‐004 “Self‐Contained Breathing Apparatus (SCBA) Modifications; Accomplish”

Paragraph 3.5 Paragraph 3.5 states to, “Accomplish the fabrication of new SCBA locker foundations and associated components in accordance with sheets 12 and 13 of Ref 2.2.”

Ref 2.2 is provided, but only has 11 sheets and based upon the sheet index on sheet 1 of Ref 2.2 no sheets are missing, there are only 11.

After reviewing the specification, Attachment “A”, and Ref 2.2, it could be surmised that para 3.5 of the specification should state, “… in accordance with sheet 11 of 2.2.” Sheet 11 provides guidance and direction on foundation fabrication, but the material sheet is still not included. Attachment “A” identifies Assy. No. 106, 3 ea. as CFM (2’‐10 7/8” LG X 2’‐0‐3/4 W, ALUM) but the material requirements are still not identified.

Please provide Reference 2.2 missing pages 12 & 13 or equivalent information that will facilitate estimating the material requirements needed to manufacture Assy. No. 106.

Paragraph 3.5 of Independence Work Item 551‐91‐004 has been revised to state, “… in accordance with sheet 11 of 2.2." Please see the revised work specification that reflects that change and the addition of the material sheet and material requirements.
