RFP N00024‐15‐R‐2309
Question Submittal Form
Question Number:
Question Source: (RFP, attachment #, GFI title, etc.)
Page number and paragraph header from source: Question: Response:
1 RFP Section L Page 185, Paragraph C, Proposal Outline, Volume I ‐ Non Cost Proposal
Note states in part, "….For the purpose of Volume I ‐ Non‐Cost Proposal, a "Major Subcontractor" is defined as any subcontractor that provides 20% or more of the proposed labor ….." In this context, is the subcontractor labor participation based on percentage of total manhours or percentage of total cost?
The subcontractor labor participation is based on percentage of total manhours.
2 RFP Section L Page 187, Section III: Factor #3 ‐ PSA Execution.
The subject section requires in part "…For each work item identified with an asterisk under Attachments J‐3 and J 4, provide a brief (1 page maximum) risk mitigation and deck plate execution plan." Past PSA proposals using this same general format with a page limit of 75 pages have only had 4 or 5 work items requiring risk mitigation and deck plate execution plans. Because this solicitation covers two variants of LCS ships, a total of 9 work item are identified as requiring these plans. This results in up to five additional pages that have to be devoted to risk mitigation and deck plate execution plans as compared to past PSA proposals. To compensate, the offeror requests that either the page limitation be increased to 80 pages for Volume I or that the risk mitigation and deck plate execution plans be excluded from the page count.
Concur with page limitation increase to 80 pages for Volume I Non‐Cost Proposal. Section L of the solicitation updated.
3 RFP CLINs 0002, 0102, .., 0902;
and Section F, page 106 ‐ PSA Completion Schedule for the Vessel
RFP CLINs 0002, 0102, .., 0902 ‐ Specified PSA Work Items; and Section F, page 106 ‐ PSA Completion Schedule for the Vessel
Section F depicts LCS PSA's that have overlapping/concurrent Schedules. The RFP Work Items associated with CLINs 0002, 0102, .., 0902 ‐ Specified PSA Work Items contain work specifications for PSA support teams office space, Ships Force office space, classroom space, and related IT support and parking space requirements.
Question: For LCS PSA's that have overlapping/concurrent Schedules, the offeror requests Navy guidance regarding the number of office spaces, amount of classroom space, and number of parking spaces required in support of LCS PSA's during the overlapping Schedule/time frames?
The requirement for each hull is independent. Work items FRE 980‐90‐002 and IND 980‐31‐001 (AWI‐0016) have been updated to reflect the stand‐alone requirements for each hull. Requirements per the revised work items are as follows: Maximum 6,000 sq ft office space for use by up to 40 people per hull, provide 40 parking spaces for PSA Support Team and 4 parking spaces for golf carts for a total of 44 parking spaces per hull, provide a classroom facility to accommodate 75 people to be used in 3 hour segments once per week for each hull, starting 10 days prior to PSA start and ending 10 days after PSA end.
4 RFP Section F, page 106 ‐ PSA Completion Schedule for the Vessel
RFP Section F, page 106 ‐ PSA Completion Schedule for the Vessel
Section F, Page 106 provides the following RFP guidance: PSA COMPLETION SCHEDULE FOR THE VESSEL. The Government agrees to locate the vessel at the Contractor’s facility on or about the following Commencement Dates. Commencement dates are accurate within plus or minus 90 days. The Contractor agrees to complete work on each vessel not later than the PRT Completion Date as set forth below: Question: The offeror requests Navy guidance on how to interpret the RFP guidance that PSA Schedule dates are accurate within plus or minus 90 days? Do offerors have the discretion to modify the LCS PSA Schedule dates, plus or minus 90 days, for proposal bid and estimating purposes?
Offerors shall propose in accordance with the PSA Schedule without modification. The PSA schedule will be determined by the Navy. The PSA commencement dates are dependent upon the ship delivery dates and OWLD, which are subject to change.
5 RFP CLINs 0105, 0305, 0405, 0505, 0605, 0705, 0805, 0905;
Drydocking for Independence Variant LCS PSA's.
RFP CLINs 0105, 0305, 0405, 0505, 0605, 0705, 0805, 0905;
Drydocking for Independence Variant LCS PSA's.
RFP CLINs 0105, 0305, 0405, 0505, 0605, 0705, 0805, 0905; Drydocking for Independence Variant LCS PSA's include a single work specification "Accomplish Drydocking and Undocking". There are no production work specifications included in Option CLINs 0105, 0305, 0405, 0505, 0605, 0705, 0805, 0905; Drydocking for Independence Variant. Question: The offeror requests Navy guidance regarding other work specifications that will be required if the Navy exercises the Option for these LCS PSA Independence Variant Drydocking CLINs. For Independence Variant LCS PSA's, will the Navy exercise these Dry‐docking CLINs at the same time that Option CLINs 0102, 0302, 0402, 0502, 0602, 0702, 0802, 0902 are exercised? Review of the work specifications included in Option CLINs 0102, 0302, 0402, 0502, 0602, 0702, 0802, 0902 ‐ Specified PSA Work Items suggests that the vessel(s) will need to be in a Drydocking position to facilitate required production work. Please clarify for proposal estimating purposes?
Attachment J‐3 and J‐4 have been updated. Work item 110‐ 21‐002 has been moved from CLINs 0102, 0302, 0402, 0502;

Additional dry‐dock work items for Independence Variant LCS PSA's have not been identified at this time but if identified will be tasked under the LOE CLINs. Assume the ship will be drydocked for work item 110‐21‐002 proposal estimating purposes. If required for that specific hull's work package, the dry‐docking CLIN is planned to be exercised at the same time or shortly after initial option exercise for each hull.
6 Section L Shipcheck This solicitation does not offer the opportunity to shipcheck either LCS variant. To provide responsive, realistic and competitive Non‐Cost and Cost Proposals the offeror requests the opportunity to shipcheck one vessel of each variant.
Please provide location, date and personnel access requirements for offerors to accomplish one shipcheck of each LCS variant.
