This estimate is based on the following:

(thirteen-month acquisition and familiarization effort followed by a twelve-month work effort for a total of twenty-five months) - An competitive acquisition (thirteen months vs. nineteen months) is completed in parallel with a minimum expected familiarization period (six months vs. twelve months), followed by a minimum expected twelve-month work effort for the maturation, development, integration, and test of the CaaS capability.

(nineteen-month acquisition effort, followed by a twelve-month familiarization effort, followed by an eighteen-month work effort for a total of forty-nine months) - The competitive acquisition (nineteen month effort) is completed in series with the familiarization period (twelve months) followed by the eighteen-month work effort for the maturation, development, integration, and test of the CaaS capability.

Therefore, award to another company other than Boeing would result in CaaS 1.0 delivery beyond the PEO IWS 6.0 requirement.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

The proposed contract was synopsized on the Governmentwide point of entry on February 4, 2021 in accordance with FAR 5.201. NAVSEA received three responses from industry and after additional follow-on correspondence with the respondents and a NAVSEA assessment, to include review by Government network engineering SMEs:

Spire Global Incorporated voluntarily withdrew their interest in the CaaS maturation effort, Bloomberg Government did not respond to Government attempts to contact them, and Raytheon Technologies’ (Raytheon) proposed solution did not meet the Government’s

CaaS maturation technical requirements nor did its proposed approach meet the Government’s required timeframe due to the additional effort required to integrate specific-CaaS functionality into the Raytheon-proposed solution.

Based upon NAVSEA’s assessment, only The Boeing Company can meet program technical requirements within the required schedule.

Per DFARS PGI 206.302-1(d), the Approving Official’s approval of this document constitutes the RFI waiver requirement.

be requested to facilitate analysis of costs proposed by the contractor. The contractor will be required to submit a certificate of current cost and pricing to support the fair and reasonable cost determination.

8. Actions to Remove Barriers to Future Competition

NAVSEA intends to leverage at least Government purpose data rights that it will obtain for the CaaS 1.0 software source code delivered under this contract to release a competitive solicitation for the CaaS program follow-on effort of future CaaS enhancements. This follow-on effort will transition CaaS 1.0, the accelerated capability, to CaaS 2.0 using sequential capability improvements in an agile environment. CaaS 2.0 development efforts include potential hardware modifications, CaaS feature developments, traffic engineering improvements and optimizations, integration with new tactical data links and application, integration with new platform, and maintenance support.
