FULL MOTION VIDEO (FMV) REQUIREMENT
QUESTIONS AND ANSWERS
Request for Proposal (RFP) #N00019-16-R-3000
REV. 1
Below is the Government’s response to potential Offerors’ questions received to date. The deadline for receiving questions, regarding the RFP for FMV requirement, is October 30, 2016.
The Government may have received similar questions from potential Offerors. In an effort to provide comprehensive responses, the Government has summarized the questions to capture all aspects of questions covering the same subject matter. If a potential Offeror believes that his/her question was not adequately addressed, please contact Marie R. Burwell, Contract Specialist, at rosemarie.burwell@navy.mil.
Offerrors are reminded that the final RFP and any amendment(s) defines the requirement and should propose in accordance with the final RFP which was released September 30, 2016. If the potential Offerors identify any requirement in the RFP that they believe conflicts with the Government response below, they are asked to notify Marie R. Burwell at the above email address.
A. GENERAL QUESTIONS
(A1) QUESTION: Is there is a list available of companies that requested documents or intend to participate in this RFP, to explore subcontracting opportunities in parallel with our review of this opportunity as prime contractor? If so, can you please direct me to that list, or provide a link?
(A1) ANSWER: Federal Business Opportunities (FBO) has an “Interested Vendor List” that contains a list of companies that can identify themselves as interested vendors. To view current list of interested vendors or place your company on list for the FMV RFP, follow the instruction below.
· Go to www.fbo.gov
· Log-in as Vendors/Citizen
· Click on “Notices” Tab
· Search the FMV RFP using “N00019-16-R-3000”
· Click on “Full Motion Video (FMV) RFP”
· Click on the “Interested Vendor” Tab to see the list of interested vendors for this effort.
This interested vendor list is for Industry partnership and collaboration purposes only. NAVAIR does not endorse any of these companies and will take no action based on this list.
B. REQUEST FOR PROPOSAL (RFP) QUESTIONS
(B1) QUESTION: Section 3.0 states "Submission of all volumes of the Original Proposal to the address provided in section 4.0 will determine timeliness of delivery." Section 4.0 states "However, Offeror is requested to submit copies of Volume 3: Past Performance information described in paragraphs 3.1 and 3.2 and Volume 1:, Executive Summary, Offeror's Summary Table, described in paragraph 1.0 (ii), two weeks prior to the submission date/time specified in Block 9 of Standard Form 33 of the RFP." Clarification is needed to confirm whether the early delivery of Vol. 1: Executive Summary, Offeror's Summary Table and Vol. 3: Past Performance is the only required submission of Offeror's Original Proposal and the early deliverables are excluded from the final proposal delivery submission (with the remainder of the volumes).
(B1) ANSWER: Per the RFP, all volumes of the Original Proposal must be submitted on the submission date time specified in the RFP. Offeror is requested to submit copies of Volume 3: Past Performance information two weeks before the submission date/time specified in Block 9 of Standard Form 33 of the RFP. However, early delivery of Volume 3: Past Performance does not remove the requirement to submit hard copies of all volumes of the final proposal. Volume 3: Past Performance MUST be submitted with the final proposal.
(B2) QUESTION: The Proposal Adequacy Checklist is a required deliverable, but is not included in any of the specific instructions for the volumes/annexes. Should the checklist be included in a particular volume or as an enclosure to the proposal transmittal letter?
(B2) ANSWER: See Amendment 1 to RFP, Section L, Addition of Annex III for Proposal Adequacy Checklist.
(B3) QUESTION: "Graphs shall be presented in no smaller than an 8 pt. sans serif font and should contain a grid which allows values to be read directly from the graph to the same accuracy that a 10x10 to the 1/2 grid provides. Please confirm this font limitation also applies to tables and figures."
(B3) ANSWER: See RFP, page 69, Section 2 the minimum size font requirement of 8 point san serif listed for graphs should also be applied to tables and figures.
(B4) QUESTION: Offeror is unable to locate Table T-X. Is this an attachment? Provide administrative guidance.
(B4) ANSWER: Table T-X is not a government provided table. Offeror’s format is acceptable in conveying small business goals. The Government is asking offerors to provide their subcontracting goals in a table that lists percentages, and types of small businesses, etc.
(B5) QUESTION: In order for Offerors to clearly understand how proposals will be evaluated, please provide answers to the following: (1) How will Best Value be assessed? (2) What formula will be used to assign value to those items viewed as Strengths and Significant Strengths? (3) What value will be assigned to meeting Objective requirements?
(B5) ANSWER: Potential Offeror’s proposals will be evaluated in accordance with Section M of the RFP.
(B6) QUESTION: The Small Business Utilization instructions in RFP Section L reference as part of Annex 2 the "Small Business Subcontracting Strategy and Plan and Table T-X (Small Business Goals)." The attachments provided with the final RFP did not include these documents.
(B6) ANSWER: Same as (B4) Answer.
(B7) QUESTION: Items c and d of the Executive Summary may be multiple pages based on the number of RFP amendments issued and whether Offerors need to provide signed Representations, Certifications and Acknowledgements or ORCA reference. Exclude Items c and d from the Executive Summary page limit calculation.
(B7) ANSWER: Government’s requirement stands as stated in Section L of Solicitation.
C. SPECIFICATION DOCUMENT QUESTIONS
NOTE: The Government received specific questions related to the Specification document which contains For Official Use Only (FOUO) information. Based on these questions, the Government has updated the Specification and will provide a Supplemental Disk A CD reflecting changes based on these questions. The Supplemental Disk A CD will also include the Government’s responses to questions related to the Specification document. The Supplemental Disk A CD will be provided to previous recipients of the initial RFP FMV CD-ROMs. All other potential Offerors shall request a copy of the initial CD-ROM and the Supplemental CD using the CD request instructions in the RFP.
(C1) QUESTION: Some section numbers in the Performance Specification paragraphs are used twice in the PBSS. Please correct section numbering. (Paragraph numbers were deleted; FOUO information) (C1) ANSWER: Duplicate section numbers were corrected in the Performance Specification in Supplemental Disk A CD.
(C2) QUESTION: Requirement ID numbers are missing from Appendix A, Verification Matrix. Need to include all requirements in Appendix A. (Performance Specification paragraph numbers were deleted; FOUO information) (C2) ANSWER: Verification Matrix is provided as reference only. How it is populated is up to the potential Offeror.
