ENGINEERING DATA FOR PROVISIONING WORKSHEET
EDFP WORKSHEET
1. The EDFP includes engineering drawings, commercial pages, sketches, or photographs. The contractor shall submit EDFP for all new items and the next higher assembly. The contractor shall submit EDFP for all changes to the PPL, first appearance only, which are not documented by Government drawings, specifications, standards, or nationally recognized industry association specifications or standards which completely describes the item(s). As a minimum, the technical documentation must provide the following:
a. Dimensional, material, mechanical, electrical, and other descriptive characteristics.
b. Technical identification of items for maintenance support consideration, to include location within its next higher assembly (i.e., internal location of an electrical component within an engine starter assembly).
c. If the drawing, specification or standard does not identify the location, then a sketch or illustration must be attached to those specific documents. The illustration can be the same illustration (draft form) as that which will be used in the Technical Manual preparation after PCA or design freeze.
d. Technical documentation must provide sufficient data for preparation of descriptive item identification in accordance with the Federal Item Identification Guide Program, for the purpose of assigning National Stock Number (NSN).
e. Documentation must provide data sufficient to review for interchangeability and substitutability within the Government Logistic System.
2. EDFP submitted from a contractor or original manufacture that has Proprietary Data Rights shall annotate the EDFP in such a manner as to identify the rights, limited or unlimited. These markings shall be in accordance with paragraph 9-202.3 (c) of the Defense Acquisition Regulation. The Contractor shall obtain from his subcontractors confirmation in writing when they do not intend to comply with the data requirements levied on them. All letters or refusal (from subcontractors) must clearly state these refusals and recommend alternate methods of furnishing adequate data to enable the provisioning process to be accomplished. The Contractor shall furnish the Government a copy of each letter of refusal after receipt from his subcontractors.
3. Technical Data submitted, as EDFP shall be annotated with Commercial and Government Entity Code (CAGE) and Provisioning Line Item Sequence Number (PLISN). On Engineering Drawings, the PLISN will be directly above the nomenclature. On Associated Lists, the PLISN will appear next to the item identification. The sketch or illustration provided in support of the specification, or standard must also have PLISN annotated next to the specific item. EDFP will be submitted in alpha numeric PLISN sequence.
4. The contractor shall have available for Government review those Government specifications or standards the contractor used for verification of the part number and to assure the part number is constructed correctly as reflected in the Provisioning Parts List.
5. Engineering Data for provisioning shall be submitted in digital form compatible with JEDMICS in CDEX format. JEDMICS can be imported from CALS Type 1 or CCITT Group 4 (C4) format. Repairable assemblies obtained from vendors/subcontractors shall be submitted in the same manner.
