(1) Statement of
Work for the VH-3D
Lighting Upgrade
1.0 3
The SOW generically states the lighting upgrade will "utilize LED lighting". Will alternative technologies that meet the specified performance requirements and meet the objectives of reducing electrical loads and aircraft gross weight be considered? Will current weight and electrical load data be made available to support attainment of the stated objectives?
Alternative technologies are acceptable that meet the specified performance requirements. Electrical load data will be provided to approved offerors in accordance with
Section L of the Solicitation.

Upgrade Lighting List N/A 1 & 2
What is the intent of the column titled "LED Optional" and what does the presence of the "X" in that column indicate?
In Attachment (2), LED Optional indicates that LED is preferred. For example, the Anti-Collision lights must be
NVG compatible and must be LED. The Engine Fire T-
Handle lights must be NVG compatible with LED preferred.

Specification
3.1 6 - 7
It may be possible to satisfy some of the VH-3D Lighting Upgrade requirements through the use of COTS components. Items of this type have typically been qualified in accordance with the commercial equivalent of MIL-STD-810, RTCA DO-160. Will any credit be given for the use of legacy qualification data obtained from RTCA DO-160 testing acceptable or must complete requalification to the Mil Spec be performed?
RTCA DO-160 is an acceptable substitute. The
Government will not speculate at this time what may or may not be perceived as a thorough approach or exceptional approach or a strength. The Government will evaluate each proposal fairly and consistency in accordance with Section M of the solicitation

Method LDC101 of MIL-HDBK-704 Part 8 requires the use parameters to be defined in the individual equipment performance specifications. Will this data be provided for each of the required lighting components or is this particular requirement not applicable? Ref. Item #1 above re: stated objectives.
Alternative technologies are acceptable that meet the specified performance requirements. Electrical load data will be provided to approved offerors in accordance with
Section L of the Solicitation.

Cockpit reflections are primarily a function of the installed equipment location relative to reflective surfaces including the windscreen and side windows. As no change shall be made to installation locations, reflection characteristics will be essentially unchanged, except for chromaticity, from the baseline. Changes from incandescent to LED and normal to NVIS typically have no appreciable effect on reflections, particularly during unaided operation. How will the baseline reflection characteristics be established?
The main concern is reflections generated by non-compatible lighting during NVG operations. Adverse cockpit reflections will be satisfied with meeting the specifications of this solicitation.

The requirement is for a dual-mode cockpit dome light. The illustration on page 1 od section
F0003-00 of A1-VH3DA-420-400 appears to indicate that the baseline light is controlled by an alternate action ON/OFF pushbutton switch (S43). Is there in fact a method of controlling a dual-mode light, or does the scope of this effort include a switch change and wiring modification?
The cockpit dome light is a three toggle switch (Off, Mode 1, Mode 2). An illustration will be provided to approved offerors in accordance with Section L of the
Solicitation

Four operating modes are indicated for the position lights. Examination of the drawings provided for the position light assemblies indicate that they are simple two wire - power & ground - devices. Does the current aircraft incorporate additional hardware that enables the specified operational modes? If so, will additional information be made available to enable the interfacing of the LED lights to the existing hardware? If not, does the scope of work include the necessary wiring and control modifications?
The aircraft currently has hardware that supports this specification. An illustration will be provided to approved offerors in accordance with Section L of the Solicitation

LUS-125
LUS-123 states that the anti-collision lights shall meet FAR 29.1401 for intensity, distirbution and color. Per the FAR a red light with a nominal intensity of 150 candlepower and an angular distribution of +/- 30 degrees is required. LUS-125 requires that the anti-collision lights be capable of day and night modes. Drawing 70553-05002 indicates that day mode is white and night mode is red. The drawing also specifies intensities and angular distribution requirements that exceed those of the FAR. Per section 2.0 of this specification, it is assumed that the FAR takes precedence for the red light. As there is no FAR requirement for a white anti-collision light on a Part 29 rotorcraft, it is assumed that the intensity requirements of drawing 70553-
05002 govern within the angular distribution required by the FAR. Please confirm that this interpretation is correct.
This interpretation is correct. The requirements in the drawing will supersede the Federal Aviation Regulations.

2.1.1 7
The guidance for the proposal technical volume requires "a thorough and complete technical evaluation". Normally we would interpret this to entail addressing each relevant paragraph of the SOW and technical specification. However, paragraph 2.1.1 of the solicitation appears to suggest that only three specific components of SOW paragraph 3.1.3 should be discussed.
Please clarify the requirements for the Technical Volume.
The technical evaluation is based on the information as requested by the Government in Section L.
Can NavAir provide a copy of the illustrated parts break down A1-VH3DA-420-400-IPB for development of response to the solicitation?
These have been provided in the technical data package of the solicitation
Is NavAir open to the retrofitting of the controllable search light versus an entirely new assembly? Assemblies would be retrofitted using a FAA approved Design Engineering process.
Current assemblies would need to be rotated through a modification process is this acceptable for the proposal or is a new design including new motors and gears required for the search light assembly?
Yes. The preference is to have a searchlight that is form, fit, and function into the current assembly.
What is the standard to reference for the Center beam candle power test? Section 4.2.1 and
4.2.2. in the hover light specification
One reference is MIL-L-006730, however the requirements were derived from the performance of the currently installed hover light as provided by the component's spec sheet, which was 4,000 cd higher than the MIL-L-006730 criteria.
Is the Beam spread for the 400K intensity of the controllable search light required across the 30 degree Horizontal and the 25 Degree Vertical? I. E. Is the light allowed to peak at 400K or is the output required at 400K across the spread.
As described from MIL-L-006730, the beam spread is determined between the points at 10% of peak candlepower.
What is the Governments preferred approach to the aircraft NVIS upgrade - modification of
Government Furnished Equipment (GFE) where possible, or supply new parts?
Open to both ideas. Needs to be form, fit, and function as described in SOW
24 Will GFE be released for engineering and evaluation of the NVIS modification, if required. Yes, if the Government deems necessary
Is it acceptable to provide an equivalent part number, that meet or exceed the performance, of the parts specified in TR2484 document.
Yes.
Please provide further information on the ASE Control panel indicators A304DG, ideally a photograph?
The information will be provided to approved offerors in accordance with Section L of the Solicitation
Please provide further information on the Horizontal Situation Video Display Control Panel
Backlighting?
The information will be provided to approved offerors in accordance with Section L of the Solicitation
28 Please provide further information on the Standby Compass Lighting?
These have been provided in the technical data package of the solicitation
29 Which Overhead (Exterior/Interior) panel revision is required, Rev F, K or J?
Use the drawings for part numbers 101, 103, and 104.
Parts breakdown sheets will be provided to approved offerors in accordance with Section L of the Solicitation
30 Is the Government willing to change the Glareshield lighting dimming circuit?
Yes, if it is within the scope of meeting specification requirements. The dimming circuit must be smooth continuous to the "OFF" position.
Clarification is required on the following statement. “Primary instrument and display lighting subsystem shall consist of integrally illuminated information panels”. Is this a reference to the overhead console only, or are other items included?
This statement applies to all lighting panels
LED Searchlight IR performance is incorrectly specified as 10.7 NRIB, NRIB is not a unit?
Should this read 10.7W/steradian See SAE ARP 5825 for a description of this term
