J&A No. xxxxxxx
JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
Upon the basis of the following justification, I hereby approve the issuance of the contractual action described below:
JUSTIFICATION
1. Identification of Agency and Contracting Activity.
Office of Naval Research
2. Nature/Description of Action.
ONR intends to award a cost plus fixed fee (CPFF) term contract on a sole source basis to Science Applications Corporation (SAIC), Defense Solutions Services for Mine Warfare fleet experimentation and wargame support for research and development (R&D) systems. The effort requires software adaptation and integration of the Mine Warfare and Environmental Decision Aid Library (MEDAL), MINEnet Tactical system, and MINEnet Global tactical decision aid systems.
In 2014, NAVSEA awarded SAIC a sole source contract for MEDAL software development, fleet operational deployment and support (N00024-14-C-6301). NAVSEA awarded the fourth option for the contract and the period of performance ends in September 2019. NAVSEA’s future plans include validation of the MEDAL technical data package (TDP), revising the scope for the next generation software and acquiring a new tactical decision aid software system. However, ONR requires continued use of MEDAL, MINEnet and MINEnet Global systems to conduct R&D fleet experimentation and wargaming during the transition to the future state, which can only be obtained via a sole source contract with SAIC. As of January 2019, NAVSEA informed ONR that hiring staff to conduct the TDP validation has not yet happened and they plan to pursue a sole source contract with SAIC.
The contract period of performance will consist of a 12-month base period with four 12-month option periods.
3. Description of Supplies/Services.
SAIC will perform the following tasks:
• Demonstration/Experimentation Command, Control, Communication, Computers and Intelligence (C4I) Support: When required to support field demonstrations or experiments, the contractor will set up and maintain requested C4I systems/capabilities required to achieve the goals of the event.
• C4I Tactical System/Equipment Management Support: In order to ensure material resources are available to various ONR Programs, the contractor will

maintain an inventory of government equipment that is employed within ONR efforts, both at government and performer sites. The usage can occur either in discrete events such as a specific demonstration or over a long period of time when a required asset is needed at a performer' s location for the duration of their project. This task includes:
o Purchasing, maintaining, and provisioning of Fleet Standard Mine Warfare (MIW) Tactical Decision Aid (TDA) systems (software/hardware) required to support the performance of tasks organic to this effort and to support the execution of additional external tasks.
o Purchasing, maintaining, and provisioning of ONR-unique and modified variants of Mine Warfare (MIW) Tactical Decision Aid (TDA) systems (software/hardware) required to support the performance of tasks organic to this effort and to support the execution of additional external tasks.
o Maintaining, modifying, and employing synthetic support systems capable of generating tactically realistic synthetic data required for the development, testing, validation, experimentation, and demonstration of capabilities undertaken in the execution of additional external tasks.
o Ongoing development and modification of the existing standard fielded and developmental tactical systems (software/hardware) to account for and evaluate technological advances and assess opportunities for integration with additional or alternate software modules which can result in increased operational velocity, enhanced/additional capabilities, better decision making, and decreased development time/cost.
o
• Tactical Decision Aid (MEDAUMINEnet Tactical) Integration Support: Some areas of research involve or require either direct interface to the Navy's designated Mine Warfare tactical decision aid, Mine Warfare and Environmental Decision Aids Library (MEDAL) and its follow-on, MINEnet Tactical, or are destined to transition software components that will be part of MEDAUMINEnet Tactical systems themselves. In order to support these efforts, the contractor will provide expertise on these systems to ONR performers, will conduct source code modifications as required, and will provide services such as remote access to systems and software development kit resources .
• Tactical Decision Aid Synthetic Data Support: Specific projects may require or benefit from tactically realistic data for development, testing, evaluation, demonstration, experimentation, verification, validation, wargaming, etc. The contractor will provide synthetic data capabilities to ensure projects can use and stimulate both MEDAL and MINEnet Tactical systems as required in support of their specific objectives. The contractor may be required to add synthetic data capabilities to support emerging projects.
• Wargame Planning, Execution, and Analysis: The contractor will support efforts to plan, execute, and analyze Concepts to Technology (ConTech) wargames. As the Navy's Mine Warfare TDAs, MEDAL and MINEnet Tactical systems are required for participant use during the wargame and will be required for use by the support

team prior to, during, and after the wargame itself. In conjunction with MEDAUMINEnet Tactical, the synthetic environment, virtual-MCM(VMCM), will be required for supporting data.
• Additional Technical and Subject Matter Support: ONR will access the Contractor's Mine Warfare subject matter experts to provide direct support and advice, capitalizing on and re-capturing the benefits of the extensive fleet tactical experience.
4. Identification of Statutory Authority. The statutory authority permitting other than full and open competition is
Title 10 U.S.C. 2304(c) (1), Only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. Demonstration of Contractor’s Unique Qualifications & Rationale for Citation.
SAIC developed and supports tactical decision aid software for NAVSEA mine warfare operational efforts. ONR must adapt and integrate this software to support sufficient fleet experimentation and wargaming for R&D efforts. For example, typical modifications include alterations in the user interface, database structure and metadata contents, and underlying algorithms. SAIC staff have the unique knowledge, skills and abilities to effectively amend, integrate and support the software during the technology development cycle.
SAIC is the U.S. Navy's (through NAVSEA) sole source software developer for the single authorized Mine Warfare Tactical Decision Aid system fielded fleet-wide and at government operational and technical support activities. SAIC is the only contractual source for this operational system, the engineering development expertise/capability forexecuting required modifications/adaptations, and the associated system technical engineering expertise.
NAVSEA plans to conduct a validation of the MEDAL technical data package and acquire a revised operational system. As such, ONR is unable to consider other potential sources at this time. SAIC is the only responsible source to satisfy ONR’s requirements for R&D fleet experimentation.
6. Description of Efforts to Ensure Other Potentials Sources Were Sought & Market Research
The proposed action was synopsized on Federal Business Opportunity (FedBizOps) on 23 October 2018 (ONR posted 19-R-SS04, Notice of Intent to Sole Source). No other potential sources expressed interest in this requirement. Additional market research was conducted with the Contracting Officer and COR’s for NAVSEA contract N00024-14-C-6301 on 24 January 2019. NAVSEA considered assigning ongoing support of the MEDAL program to a Government organization, but that transition has not occurred. As a result, NAVSEA continues to use SAIC to fulfill MEDAL requirements. As a result it is not practical, for the reasons stated in paragraph 5 above, for any company other than SAIC to provide the services ONR requires.
7. Determination of Fair and Reasonable Cost.
CONTRACT NUMBER N00014- 4
SAIC’s proposed costs will be evaluated by the Government. The ONR program officer will review the hours and other direct costs to make sure they are commensurate with the requirements of the effort. The contracting officer will verify that the rates applied are Defense Contract Audit Agency approved rates and that the negotiated fixed fee is fair and reasonable. The weighted guidelines will be used. The contractor will be required to submit a certificate of cost and pricing data. The Contracting Officer has determined that these measures will ensure that the anticipated cost to the Government of the services covered by this J&A will be fair and reasonable.
8. Listing of Interested Sources.
No Interested Sources are known as of the date of this J&A.
9 . Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, ONR has no plans at this time to compete future contacts for the types of services covered by this document. If another potential source emerges, ONR will assess whether competition for future requirements is feasible.
File details come from the government source that posted it.
