1.0 BACKGROUND
The Office of Naval Research (ONR) is an Echelon I headquarters organization within the Office of the Secretary of the Navy. As the Department of the Navy’s Science and Technology (S&T) provider, ONR provides technology solutions for Navy and Marine Corps needs. ONR's mission -- defined by law -- is to plan, foster, and encourage scientific research in recognition of its paramount importance as related to the maintenance of future naval power, and the preservation of national security. Further, ONR manages the Navy’s basic, applied, and advanced research to foster transition from science and technology to higher levels of research, development, test and evaluation.
The Ocean Battlespace Sensing Department (Code 32) explores science and technology in the areas of oceanographic and meteorological observations, modeling and prediction in the battlespace environment; submarine detection and classification (anti-submarine warfare); and mine warfare applications for detecting and neutralizing mines in both the ocean and littoral environment. ONR Code 32 also underwrites oceanographic, space-based remote-sensing and environmentally related science and technology efforts within the Department of the Navy.
2.0 STATEMENT OF WORK
2.1 Objective
The purpose of this contract is to provide program management support, technical subject matter expertise, wargame coordination and wargame engineering support to the ONR Ocean Battlespace Sensing Department (Code 32).
The Ocean Battlespace Sensing Department is composed of two divisions, Ocean Sensing and Systems Applications Division (Code 321) and Ocean, Atmosphere and Space Research Division (Code 322) which seek to cultivate innovative science and technology within the Ocean Battlespace Sensing Department area of responsibility. ONR Code 321 is responsible for overseeing the Wargame Design and Coordinating Team.
The Contractor shall provide a Wargame Design and Coordinating Team (WDCT) to plan, execute, analyze and document Mine Countermeasure (MCM) C41 and technology insertion wargames. The WDCT consists of an overall Program Manager, Demonstration Wargame C4I Coordinator, MIW Subject Matter Expert and a MCM C41 Engineer to integrate and coordinate the team's efforts and supportive logistics management to conduct tabletop wargames among joint service venues, and potentially interact with other federal and state agencies. Technical and operational expertise provided under this contract may support any area under the cognizance of ONR Code 32.
2.2 Scope
Office of Naval Research Code 32 has the requirement for C41 related support and it is anticipated that the Organic Mine Countermeasures (OMCM) Enabling Capability effort within the Sea Shield Future Naval Capability (FNC) Program support will encompass the following six general elements:
2.2.1. Demonstration/Experi mentat ion C41 Support: When required to support field demonstrations or experiments, the contractor will set up and maintain requested C41 systems/capabilities required to achieve the goals of the event. C41 Tactical System/Equipment Management Support: In order to ensure material resources are available to various ONR Programs, the contractor will maintain an inventory of government equipment that is employed within ONR efforts , both at government and performer sites. The usage can occur either in discrete events such as a specific demonstration or over a long period of time when a required asset is needed at a performer's location for the duration of their project.
+ Conduct research related to implementation of new tactical systems, enhanced capabilities through transitioning new technologies, and improved decision-making support systems
+ Purchasing, maintaining, and provisioning of Fleet Standard Mine Warfare (MIW) Tactical Decision Aid (TDA) systems software/hardware) required to support the performance of tasks organic to this effort and to support the execution of additional external tasks
+ Purchasing, maintaining, and provisioning of ONR-unique and modified variants of Mine Warfare (MIW) Tactical Decision Aid (TDA) systems (software/hardware) required to support the performance of tasks organic to this effort and to support the execution of additional external tasks
+ Maintaining, modifying, and employing synthetic support systems capable of generating tactically realistic synthetic data required for the development, testing, validation, experimentation, and demonstration of capabilities undertaken in the execution of additional external tasks
+ Ongoing development and modification of the existing standard fielded and developmental tactical systems (software/hardware) to account for and evaluate technological advances and assess opportunities for integration with additional or alternate software modules which can result in increased operational velocity, enhanced/additional capabilities, better decision making, and decreased development time/cost
2.2.2. Tactical Decision Aid (MEDAL/MINEnet Tactical) Integration Support: Some areas of research involve or require either direct interface to the Navy's designated Mine Warfare tactical decision aid, Mine Warfare and Environmental Decision Aids Library
(MEDAL) and its follow-on, MINEnet Tactical, or are destined to transition software components that will be part of MEDAL/MINEnet Tactical systems themselves. In order to support these efforts, the contractor will provide expertise on these systems to ONR performers, will conduct source code modifications as required, and will provide services such as remote access to systems and software development kit resources.
2.2.3 Tactical Decision Aid Synthetic Data Support: Specific projects may require or benefit from tactically realistic data for development, testing, evaluation, demonstration, experimentation, verification, validation, wargaming, etc. The contractor will provide synthetic data capabilities to ensure projects can use and stimulate both MEDAL and MINEnet Tactical systems as required in support of their specific objectives. The contractor may be required to add synthetic data capabilities to support emerging projects.
2.2.4 Wargame Planning. Execution, and Anal ysis: It is anticipated that the Organic Mine Countermeasures (OMCM) Enabling Capability effort within the Sea Shield Future Naval Capability (FNC) Program will typically conduct at a minimum, an annual tabletop wargame at classified DoD facilities, with a follow-on interagency field test of concepts resulting from the preceding wargame. These wargames historically spin-off requests for meetings and briefings from OPNAV, the Program Office and Fleet for expert testimony on state of the art of mine countermeasure technology as tested or proved in their application to shallow water Naval operations and Marine amphibious landings. Wargames are also based on realistic operational scenarios, requiring in-depth study/analysis of current Fleet O p e r a t i o n P l a n s ( OPLANs) and Concept Plans (CONPLANs), as well as an understanding of all current DoD capabilities including N a t i o n a l T e c h n i c a l M e a n s b a s e d ( NTM-based) systems with MCM applications. As these OPLANs and CONPLANs and some of the overhead capabilities are held at higher classification levels, the design, development and implementation of these wargames require a TS/SCI clearance.
On execution, there is a need for a Wargame Design and Coordinating Team (WDCT) to plan, execute, analyze and document Mine Countermeasure C41 and technology insertion wargames. The contractor support team will consist of an overall Wargame /Demonstration C41 Coordinator, a MCM Subject Matter Expert, a MCM C41 Engineer, plus a Program/Project Mana ger to integrate and coordinate the team's efforts and supportive logistics management to conduct tabletop wargames among joint service venues, often interacting with federal and state agencies . These support functions are in effect part-time technical staff support, are not continuously engaged throughout the year and require four individual staff members who work synchronously during a wargame.
When subject matter expert support or MCM C41 engineer support is required outside the wargame, they are unique support assignments and not often conducted together, to answer questions from the acquisition community or provide technical guidance and engineering support to the operational communities using Mine Warfare Environmental
Decision Aid Library (MEDAL) software .
The contractor will support efforts to plan, execute, and analyze Concepts to Technology (ConTech) wargames. As the Navy's Mine Warfare TDAs, MEDAL and MINEnet Tactical systems are required for participant use during the wargame and will be required for use by the support team prior to, during, and after the wargame itself. In conjunction with MEDAL/MINEnet Tactical, the synthetic environment, virtual-MCM (VMCM), will be required for supporting data. Contractor will also generate technology wargame summaries based upon the format that ONR provides. General wargame support is required as follows:
+ Wargame Planning:
