About this file

This is a Request for Proposal (RFP) issued by the City of Lakeland, Florida, for consulting services to develop a comprehensive Municipal Fire Protection Non-Ad Valorem Assessment Program and Rate Study. The City seeks a qualified consulting firm with demonstrated expertise in developing legally defensible municipal fire assessments under Florida Statutes Section 197.3632 to serve as principal advisor throughout feasibility analysis, policy development, adoption, implementation, and post-adoption support. The scope of work includes financial analysis, legal support, assessment methodology development, GIS and parcel analysis, public communication, ordinance development, implementation assistance, and knowledge transfer to City staff. The RFP was released August 14, 2026, with a deadline for written questions by September 18, 2026, at 5:00 p.m., and proposals due September 25, 2026, at 2:00 p.m., submitted electronically through the City's OpenGov e-Procurement Portal. The contract term is one year with two optional one-year renewal periods, for a maximum three-year engagement. The City's objective extends beyond a standard rate study to develop a comprehensive funding strategy that identifies legally assessable costs, recommends equitable cost apportionment methods, evaluates alternative funding scenarios, and provides the City Commission with sufficient technical and policy information to determine whether implementation of a fire protection assessment serves the City's best interest, with implementation targeted for the FY 2028 budget.

Proposals must include an executive summary, firm qualifications, at least three representative technical assessment studies completed within the past ten years with municipality, population, implementation year, current status, litigation history, and client contact information, project team qualifications and resumes, project approach including knowledge transfer methodology, detailed work plan and schedule identifying critical path and statutory deadlines, litigation history with outcomes, sample technical study and assessment roll, and separate lump-sum fees organized by task with hourly rates for all personnel classifications and optional services pricing. Proposers must also provide current W-9 documentation, signed and notarized indemnification and human trafficking affidavits, certificate of insurance with minimum coverage of $1,000,000 for commercial general liability and business auto liability, and at least five client references. Phase 1 evaluation will score written proposals on qualifications and firm experience (40 points), technical approach and methodology (30 points), implementation timeline and schedule (20 points), and cost proposal and fee structure (10 points). The City reserves the right to conduct Phase 2 presentations and interviews with the highest-ranked proposers. Award will be based on the most responsive proposal to City needs rather than lowest cost alone, and the City reserves the right to waive irregularities, reject any or all proposals, or award to multiple respondents.
