About this file

This is a Notice of Intent to Award issued by the State of Michigan Department of Technology, Management & Budget's Printing Services division for a printing project. The request for quote (RFQ #210000000159) is for MSP Property Tags with a total quantity of 2,500 units. The evaluation process has been completed, and the recommended vendor is Complete Source. Mark Miller serves as the print consultant and can be contacted at 517-636-7746 or millerm13@michigan.gov for project questions. Protests of the award decision must be submitted electronically through the Vendor Self Service portal no later than the deadline specified on the Notice of Intent to Award. An actual award will be issued by Printing Services following receipt of an order and the final decision to proceed with the recommended vendor.

Complete Source submitted the winning bid at $392.92 per unit and received high evaluation scores across all criteria categories, including turnaround time (15 days), price hold (16 of 25 points), printed in Michigan status (no), experience (20 of 25 points), and complete source rating (25 of 25 points). The competing bidder, Shay Leslie, quoted $550.00 per unit. The evaluation methodology prioritizes best value to the State of Michigan, determined by the optimal combination of evaluation criteria factors and pricing. Printing Services reserves the right to perform the work in-house or to award to a higher bidder if that vendor provides superior value based on turnaround time or other criteria. Additional inquiries regarding the outsource process should be directed to Jerry W. M. Monroe, DTMB Printing Services Consulting & Pre-Press Manager, at 517-636-0297 or monroej1@michigan.gov.
