MARKET RESEARCH REPORT FOR SIMPLIFIED ACQUISITIONS
Large Scale Adhesive Color Graphics
9 December 2022
1. DESCRIPTION OF THE REQUIREMENT
This contract request is for printing and incidental installation of seventeen large scale adhesive color graphics for new displays for the new Root Hall (Building 651) at the US Army War College. Fourteen graphics will be installed on various walls throughout the new Root Hall and three will be installed in the New Conceptual Gallery at the US Army Heritage and Education Center. The desired goal is to have the wall graphics printed and ready for installation by 1 April 2023. Installation in the new Root Hall will take place during the joint occupancy period from approximately 1 April to July 2023. Installation in the New Conceptual Gallery will take place as soon as the graphics are printed.
Price estimate is $28,922
2. BACKGROUND/PROCUREMENT HISTORY
This is a new requirement to support the development of new displays in the new Root Hall (Building 651) at the US Army War College. A previous contract was executed by the USAHEC for two large scale color adhesive graphics, printed on Digiscape Stick-R Removable Wall Film, for a temporary exhibit in 2020. The two graphics were removed in August 2022 with no damage to the walls.
3. MARKET RESEARCH TO SUPPORT ACQUISITION STRATEGY
Commercial Business Practices. Market Research was performed by researching GSA and search for other potential vendors. Market research was also conducted via Dynamic Small Business Search results, NAICS code search results, GSA inquiry, and electronic communication with potential sources to determine capability. Market research identified a number of potential GSA vendors, listed below. Several commercial vendors were identified.
These commercial practices are common in the museum profession with several vendors capable of providing required products. The products are large scale adhesive color graphics that are easily removable with no damage to painted surfaces. There are a number of firms in the CONUS that can provide these types of products.
a. Search. GSA vendor search utilizing multiple terms (large scale adhesive color graphics, museum wall wrapping, color graphic printing, etc.) produced 5 hits on products or services, but due to the wide range of products and services available in the 323111 SIN, none offered large-scale color adhesive printing products and services.
b. Recommended NAICS Code Selection. NAICS code identified is 323111 - Commercial Printing (except Screen and Books) with a corresponding SIC of 2759.
c. Small Business Administration (SBA) Quick Search. A search of the SBA
NAICS codes match to size standards reflected no match to the identified NAICS code.
d. CHESS Search. A search on CHESS located graphic design software such as CorelDRAW & Adobe, but nothing more. This will not fulfill all of the needs of the requirement & therefore is not a viable option.
A complete review of the search results has revealed that it is only likely that one or more of the identified sources along with other potential bidders might qualify as small businesses. It is possible that other businesses could provide the request products identified in this requirement.
d. Recommend Sources
Utilizing the NAICS and SIC titles a total of 143 potential marketable US business were identified associated with these codes. USAHEC conducted research and identified multiple sources which advertised cataloged products to utilize to place orders, and found only one that could both print at the physical size required and provide installation of the product:
SpeedPro Printing 312 S 10th Street Lemoyne, PA 17043 717-737-5083

For purposes of these services–

(ii) Market prices means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors.
Market research results indicate museum quality case are a commercial supply in accordance with the definition in FAR Part 2 and are available through existing sources in the commercial marketplace.
Market research also showed the lead time from order placement to delivery at approximately 4 months. This time period includes the finalization of the product (light location, leg coloring as example), preparation for shipment, and delivery. Research reflected that the time estimation is subject to change (4 months accounts current shipping timelines) due to unforeseen transportation delays.
6. CONCLUSIONS
According to the market research, this requirement cannot be met within GSA marketplace. Market research performed has provided sufficient information to determine that the product fits the definition of a Commercially available Off The Shelf (COTS) item as defined in FAR Part 2.101. Due to the number of small businesses which have expressed interest in this project, it is recommended that this be solicited on Sam.gov as a Small Business Set Aside.
