About this file
This document provides a justification for other than full and open competition for a bridge contract award. The proposed acquisition is for maintenance, repair, and operations materials and supplies in the Alaska region, including heating, ventilation, air conditioning, plumbing, electrical, tools, chemicals, lubricants, construction materials, perimeter security items, and communication devices. The current contract expires on May 5, 2020, and the bridge contract would have a period of performance from May 6, 2020 through November 5, 2021, for a maximum value of $60 million. The justification cites only one responsible source and no other supplies or services will satisfy agency requirements in the necessary timeframe. The current contractor, SupplyCore, has in-place customer support, supplier agreements, transportation agreements, understanding of requirements and ordering process, and systems interfacing, and any other source would result in unacceptable delays.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SUPPLYCORE –ALASKA REGION
MAINTENANCE, REPAIR, AND OPERATIONS (MRO) PROGRAM
1. Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply Chain, is the contracting activity.
2. The action being approved is the ability to solicit for DLA requirements on an other than
Full and Open Competition basis.
3. The proposed acquisition is for a bridge contract for a period of 548 days to provide for the purchasing of facilities maintenance, repair, and operations (MRO) materials and other supplies including, but not limited to: Heating, Ventilation, and Air Conditioning (HVAC); plumbing supplies (including bath and shower items); electrical products (including generators, wire, connectors, sockets, outlets, lights, etc.); tools of various kinds; chemical, lubricating, and rubber products and products including the same;
construction supplies (including, but not limited to, cement, lumber and plywood, bricks, blocks, steel, aluminum, and other metal products, conduits, prefabricated structures, etc.); perimeter security items such as barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); communication devices (such as walkie-talkies, two-way radios, etc. used by the maintenance personnel); and various other MRO supplies and incidental services needed by the warfighter in the Alaska Region of the United States. The current contract for this region, SPE8E3-15-D-0029, was effective May 6, 2015 and expires on May 5, 2020.
The proposed action will result in the first bridge contract for this region. The maximum dollar value based on current sales in $60 million for a period of 548 days, with an effective period of May 6, 2020 through November 5, 2021. If a competitively awarded contract is issued ahead of the projected timeframe and the contract guaranteed minimum of $50,000.00 is satisfied, orders will no longer be placed under the bridge contract.
4. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. The use of this authority is necessary because the required items are available only from the current contractor, SupplyCore, in the timeframe required. Award to any other source would result in unacceptable delays in fulfilling the Agency’s requirements. SupplyCore has customer support representatives and supplier and transportation agreements in place, an understanding of customer requirements and the ordering process, and established systems interfacing with DLA Troop Support. The contract for this region, SPE8E3-15- D-0029, expires on May 5, 2020, and award of the follow-on contract has been delayed.
