MARKET RESEARCH QUESTIONNAIRE
Solid Waste Landfill Services FCC Pollock, LA
The Federal Bureau of Prisons is conducting market research in compliance with Federal Acquisition Regulation, Part 10. The service will encompass the provision for Solid Waste Landfill Services. The service will be provided for the prisoners held in the custody of the Department of Justice, Federal Bureau of Prisons, located at the Federal Correctional Complex (FCC), Pollock, LA located at 1000 Air Base Road, Pollock, LA 71467.
Solid Waste Landfill Services will be provided by the contractor for FCC Pollock. The government will deliver waste to the site several times weekly. The estimated tons per month is 209, which totals to approximately 2508 tons annually. This is an estimate only, the government does not guarantee these estimates. The landfill site must be within a 30 miles radius (one-way) of the above Complex’s address. Please see Statement of Work for more details.

All potential offerors are advised if a solicitation is issued it will include the clause at FAR 52.212-4 (Feb 2007) for Commercial Items, paragraph (t) System For Award Management (SAM). Solid Waste Landfill/Disposal Services For FCC Pollock
STATEMENT OF WORK
INTRODUCTION
The Federal Bureau of Prisons (BOP), Field Acquisition Office, intends to make a single award of a firm fixed-price requirements type contract to a responsible business for the provision or Landfill Services for the Federal Correctional Complex (FCC) located at 1000 Air Base Road, Pollock, Louisiana, as outlined in the Statement of Work (SOW). The contract requirement will be for a twelve month base period with four additional twelve month option year periods.
DESCRIPTION OF SERVICES
The contractor shall furnish a site for landfill/disposal services. The landfill site must be within 30 miles (one-way) of FCC Pollock, 1000 Air Base Road, Pollock, LA 71467. The landfill site shall be made available to the government Monday through Friday, 7:30 a.m. to 3:00 p.m. for the disposal of compacted and non-compacted waste. The contractor’s site must be an approved class 1 Disposal Facility in accordance with Louisiana State Laws and Environmental Protection. Class 1 Disposal Facility refers to a sanitary landfill which serves a municipal, institutional and or rural population and is used, or to be used, for disposal of domestic waste, commercial waste, institutional waste, municipal waste, demolition/construction waste, farm waste, discarded automobile tires and dead animals.
The government will deliver waste to the site several times weekly. The estimated tons per month is 209, which totals to approximately 2508 tons annually. The contractor will become the sole owner of all waste from government containers upon completion of the unloading of containers. It shall be the responsibility of the contractor to dispose of waste in a lawful and appropriate manner in accordance with local, state, and federal guidelines/regulations.
The contractor will submit a monthly invoice identifying specific containers and their charges along with copies of all receipts/tickets related to the waste disposal. Receipts must identify truck number and the weight of the trash dumped. Itemized invoices/tickets/receipts should be addressed to FCC Pollock Accounting and must be sent at least once per calendar month.
CONTRACTOR QUALIFICATIONS
Contractor must provide a Class 1 Disposal Facility as permitted by the State of Louisiana. The contractor will provide a copy of certification/permit with bid.
Contractor must provide a landfill/disposal site within 30 miles of FCC Pollock located in Pollock, LA.
