About this file
This Request for Proposals (RFP) document is issued by the Minnesota Pollution Control Agency (MPCA) to solicit proposals from Native-led organizations for projects addressing tribal food sovereignty and greenhouse gas emissions reduction. The RFP seeks funding through the CSFS program to support Native-led organizations working with Native populations off reservation lands. The solicitation period runs from June 3, 2026 at 3:30 PM through August 4, 2026 at 4:00 PM, with a delivery due date of August 9, 2026. Proposals must address projects that reduce greenhouse gas emissions while strengthening tribal food sovereignty—defined as communities' rights to define and control their own food systems rooted in cultural traditions, land relationships, and self-determined governance. Projects must also improve food security and economic prosperity in Low-Income and Disadvantaged Communities (LIDAC). No bidders' conference, site visits, or award date information is specified in the documentation provided.
To be eligible, organizations must demonstrate they are Native-led, meaning they satisfy at least two of three criteria: the service population comprises Native American community members, the Executive Director is Native American, and/or the majority of board members (51% or more) are Native American. Additionally, organizations must have documented significant decision-making capacity and management by Native American members and leaders. Organizations may be eligible for the State's Small Business Procurement Program if they meet size standards and are majority owned, operated, and controlled by racial minorities, women, persons with substantial physical disabilities, veterans, service-disabled veterans, or are located in economically disadvantaged counties. The RFP accepts responses in U.S. dollars only and requires all bidders to register as either bidders or suppliers prior to participation. Contact information for the solicitation is provided through Tracey A. Josephson at the MPCA, 651/757-2477 or tracey.josephson@state.mn.us.

Event Description This Request for Proposals (RFP) provides CSFS funding to support Native-led organizations that work with Native populations off reservation lands for projects related to food sovereignty that reduce GHG emissions.
For the purpose of this RFP, a Native-led organization fits at least two of the following three criteria; the service population of the organization are members of the Native American community, the Executive Director is Native American, and/or the majority of the board members (51% or more) are Native American. Additionally, projects will improve food security and unlock economic prosperity in Low-Income and Disadvantaged Communities (LIDAC). This RFP is open to organizations that have documented, significant decision-making capacity and management by Native American members and leaders, and that work with Native American populations. Projects must reduce greenhouse gas emissions while strengthening Tribal Food Sovereignty, which is the right of communities to define their own food systems, including production, distribution, and culturally appropriate food access and the right to define, control, and sustain food systems rooted in their cultural traditions, land relationships, and self-determined governance. Organizations may determine what GHG emissions reduction projects are most beneficial for food sovereignty in their community and support the long-term goals of the Minnesota Climate Action Framework.
