About this file
This is a model contract document for a Job Order Contract (JOC) for Electrical Services issued by John Wayne Airport in California. The contract solicits pre-qualified respondents to provide electrical services on an as-needed basis. Respondents must hold a California Contractor's License Class C-10 and submit pre-qualification documentation electronically through the county's online bidding system (OpenGov) by 2:00 p.m. Pacific Time on September 16, 2026. Pre-qualification questions must be submitted by September 9, 2026, at 2:00 p.m. Contractors who are pre-qualified will be notified via OpenGov and become eligible to submit bid proposals for individual job orders. The contract structure allows for flexible electrical work assignments rather than a single lump-sum project, enabling the airport to issue task orders as needs arise.
All work performed on county property requires compliance with prevailing wage requirements, as detailed in materials provided by the District Attorney's Office. Contractors must submit notarized surety letters with legible seals and signed certification documents with actual pen signatures to meet county requirements. References provided by applicants must contain accurate, verifiable information. Pre-qualification packets received after the 2:00 p.m. deadline will not be accepted. Vendors are responsible for monitoring OpenGov regularly for any addenda or additional information related to the solicitation. The model contract establishes the framework for task order assignments and pricing mechanisms to be negotiated following pre-qualification approval.
