Statement of Work For Uninterruptable Power System (UPS) and Repair of Barrack Buildings
Overview The Maritime Administration seeks qualified and experienced vendor to provide labor, materials, tools, equipment, supervision, trouble shooting and service for UPS and lighting inverters for the Academy barrack buildings. The building names and required services include:
o Barry Hall “0” Deck - Additional trouble shooting and service;
o Barry Hall B-13 - Battery replacement and preventive maintenance;
o Palmer Hall - Battery replacement and preventive maintenance;
o Jones Hall - Battery replacement and preventive maintenance;
o Murphy Hall - Battery replacement and preventive maintenance
Place of Performance
U.S. Merchant Marine Academy 300 Steamboat Road Kings Point, NY
Performance Time
• Weekdays Monday through Friday 0730 to 1630, unless approval is granted by the Contracting Officer
• Upon completion of other trades and notice to proceed (NTP), completion of work is within 5 calendar days
Contractor Responsibilities
• Verify exact locations of all work and perform a complete turnkey performance of work for all testing, preparations, roughing and finish work
• Demolition of all debris shall be removed and areas to be worked shall be cleaned and secure for the material replacement.
• Transportation and labor to accomplish this work shall be provided by the contractor.
• The Contractor shall maintain a normal safe work area and remove all debris from the
Academy when work is completed.
• Excess materials and waste will be disposed of in accordance with local and state ordinances.
• Any damage to existing facilities or appurtenances shall be repaired or replaced, in kind, by the contractor at no additional cost to the Government.
• Responsible for the handling of all batteries and the disposal of all used materials including the proper disposal of all used batteries.
• No vehicles shall be driven on the sidewalks or grass.
Coordination of Work
• Provide a Project Schedule showing area to be worked in, dates of work, and estimated timeline for completion of the project.
• Submit schedule to the Contracting Officer (CO) for approval and coordination.
• Coordinate proposed schedule 7 days in advance of work to be accomplished with the
Project Manager
• Work is to be performed to the satisfaction of the Contracting Officer Representative
(COR)
• The Contractor shall field existing conditions prior to any construction activities
• All work performed is to conform to the latest edition of all applicable codes and standards
• The Contractor is required to obtain all permits and licenses necessary to complete construction and testing if applicable.
• The Contractor will coordinate any disruptions in services for construction or testing with the COR at least three (3) days in advance.
• The Contractor is required to make all possible efforts to minimize the impact to the daily routines of the Academy and reduce the time service will be affected
• The work area is to be cleaned on a daily basis along with any debris to an approved landfill as part of this contract in contractor provided containers/trucks/trailers
• The contractor shall remove all debris and room items including carpet, furniture etc.
and dispose of as necessary.
Project Submittals
• The contractor shall submit all material submittals and specifications for COR’S approval prior to installation if applicable.
Close Out/Testing Requirements:
• Provide warranty for any defective materials and improper workmanship to be signed by Contractor.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -
- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

A. Proposals (10 pages or less) must be received NO LATER THAN August 31, 2014 at 2:00pm
EST.
B. Provide at least three relevant projects. The information listed must include the project name and number, points of contact, dollar value, and how that experience relates to the project which will be performed under this contract.

52.212-2 Evaluation – Commercial Items Jan 1999
(a) The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be deemed the lowest technically acceptable offer.

Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
