C. Common Excavation: Removal of materials which can be excavated using a rear-mounted, heavy-duty, single-tooth ripping attachment mounted on a crawler tractor with a power rating of 145 kW (195 net horsepower) or less shall be considered common excavation.
2020 BFO MIDDLE PRONG RECLAMATION 02310 - 2 of 6
D. Muck Excavation: Shall consist of the removal and disposal of deposits of saturated or unsaturated mixtures of soils and organic matter not suitable for foundation material regardless of moisture content.

2.1 MATERIALS
A. General: See definitions.
1. Straw Wattle: Twelve-inch diameter straw wattles shall be installed to prevent sediment from polluting the surface waters of the State. Straw wattles shall consist of certified seed-free agricultural straw inside a flexible and durable tubular netting with metal clips or knotted ends. Straw wattles shall have the following characteristics unless otherwise specified on the plans or details:
a. Minimum diameter: 11.5 inches (30.5 cm)
b. Wattle Density (+- 10%): 3.82 lb/ft3 (61.25 kg/m3)
c. Wattle Dimensions (W x L) (+- 10%) : 12 in. x 20ft (0.3048m x 6.096 m)
d. Straw wattle should be installed to intercept water flow and collect sediment on site. They may be placed over bare soil and are typically installed in a 2-inch trench with the ends of the wattle facing upstream.
e. Straw wattles are to be installed perpendicular to the flow of water.
2020 BFO MIDDLE PRONG RECLAMATION 02310 - 3 of 6
f. Stakes shall be 1 ½” x1 ½” x 24” wood stakes and shall be spaced every two lineal feet at alternating 90-degree angles and sunk 6” below grade minimum.
2. Rock Check Dam: Rock check dams shall be installed using riprap material size D50 - 6” with Class 2 geotextile erosion control fiber to provide a stable foundation.
a. Check dams are to be constructed with a maximum height above grade of 12-inches with 2:1 slopes.
b. The center of the check dam must be 6 inches lower than the outer edges so that stormwater runoff flows are diverted toward the center of the structure and prevent wash-out at the outer edges and dam failure.
c. For added stability, the base of the check dam must be keyed into the soil a minimum of 5 inches deep with Class 2 geotextile erosion control fiber as a foundation.
d. Stone should be placed mechanically or by hand to achieve complete coverage of the ditch or swale and to ensure the center of the dam is lower than the edges. Five (5) rock check dams shall be installed at 30-feet long each, measured along crest. Rock salvaged from site shall be used.
3. Contour Ditch: Contour ditches are dug along a slope following a contour and running perpendicular to the flow of water. They are constructed using placement of the excavated material to form a berm on the downhill edge of the ditch. The berm is planted with permanent vegetation to stabilize the soil and trap any sediment that would overflow from the trench during heavy runoff events.
a. Contour ditches will be constructed a minimum 12-inch depth with 2:1 slopes.
b. Ditches are to have a level bottom and minimum width of 2 feet to minimize scouring during runoff events.
4. Silt Barrier: A silt barrier shall be constructed to prevent silt from polluting the reservoir. The silt barrier shall consist of straw bales wrapped with geotextile fabric. The geotextile fabric shall be made of ultra-violet resistant material, silt-film fabric having the following characteristics:
a. Grab strength, according to ASTM D 4632: 90 lbs.(200 kg)
b. Burst strength, according to ASTM D 751: 145 lbs.(320 kg)
c. Elongation, according to ASTM D 4632: 15 percent @ 45 lbs.(100 kg)
d. Permeability coefficient, according to ASTM D 4491, at a constant head of
50 mm: 0.2 mm/sec.
e. Apparent opening size, according to ASTM D 4751: U.S. Standard Sieve
Number 20 minimum.
f. Retained strength after accelerated weathering and ultra-violet exposure, according to ASTM D 4355: 70 percent.
B. Embankment Cut
2020 BFO MIDDLE PRONG RECLAMATION 02310 - 4 of 6
1. Use excavated materials from existing embankment to obtain as homogenous mixture of native materials as possible during placement of compacted fill.
3.1 PERFORAMANCE STANDARDS
A. Soil Stripping and Stockpiling
1. The depth of topsoil to be excavated is indicated on the attached reservoirs reclamation drawings and as specified herein. The topsoil shall be stripped a minimum of 6 inches deep.
2. Topsoil will be excavated and stockpiled separate from subsoil. Topsoil will be temporarily stockpiled near the project site and then redistributed after the embankment area has been re contoured. Surface disturbance will be minimized by using the appropriately sized equipment for the scope and scale of the task.
When construction will rut the ground or damage the resource, Work will be suspended until conditions are favorable to minimize damage.
3. The construction process for most sites will be as follows:
a. Topsoil will be removed from the disturbance area.
b. After topsoil is removed, reservoir embankment fill will be re-graded to match blend to original grades based on the surrounding area per the contours shown in the attached reservoir reclamation drawings.
c. Topsoil will be re-distributed over the disturbed area.
d. The disturbed area will be scarified, “tracked”, re-seeded, and mulched.
B. Reconstruction of Water Courses and Drainage Features
1. The Contractor will conduct reclamation activities such that eroded or washed areas are stabilized, repaired, and re-vegetated to prevent gullying and erosion.
Additionally, the Contractor will stabilize stream channels, drainages, and impoundments such that they have similar hydrologic attributes as those in stable, naturally functioning systems.
C. Stabilization of Slopes
1. Stabilization of slopes will be accomplished using products designed to decrease the slope length, re-route and/or slow water flow so that seed can germinate, and establish, in the place where it was sown. Methods to accomplish this include stabilization polymers, erosion control blankets or hydro mulch. Certified weed-free straw mulch and a crimper may also be used to stabilize immediate, but temporary, erosion prevention, with the additional benefits of conserving moisture, bracing seed, amendments and topsoil, moderating soil temperature, and enhancing plant establishment. Contractor will provide the Owner with a detailed slope stabilization plan for approval prior to any disturbance.
D. Grading
2020 BFO MIDDLE PRONG RECLAMATION 02310 - 5 of 6
1. Notify the Contracting Officer immediately when adjustments are required to provide finish elevations indicated. Site drainage shall be considered of prime importance.
2. Maximum graded side slope: 3H:1V
3. Merge and blend graded surfaces smoothly with adjacent undisturbed surfaces.
4. Grade surfaces to a smooth, even consistency.
5. Bottom channel width shall be approximately 20 feet wide, consistent slope from each end. Water bars the full width of the bottom of the channel shall be installed approximately one (1) foot tall, shall be graded in the bottom channel every 100 feet as measured in the direction of water flow.
6. All slopes shall be “tracked” perpendicular to the slope before seeding. Tracking shall be accomplished with equipment such as a tracked dozer.
